Government plans dedicated cargo airports across India

After giving green signal to dedicated cargo carriers, the civil aviation ministry is seriously considering setting up dedicated cargo airports across the country. "Various companies from central India have expressed their interest to build cargo airports. These are not just for captive purpose but for handling general cargo too," said a senior civil aviation ministry official.

Reliance Industries, for example, has proposed cargo airport at Jhajjar for to handle the cargo generated in its Special Economic Zone. He said the government is in the process of finalising its policy on cargo airports. "The picture will be clear shortly for these projects.

The union civil aviation ministry wants to carry out a study to estimate the impact of the proposed greenfield project on the cargo facilities at the Delhi airport.

Industry sources say that Indian airports fall far behind in terms of cargo facilities. While the Frankfurt Airport in Germany handles, 5,200 metric tonnes of cargo per day, much more than what an Indian airport handles in one month.
For example, the only cargo carrier Blue Dart has serious infrastructure problems in the seven airports that it operates from. The carrier was allotted only same space though its cargo carrying capacity increased by many-fold.
The modern airports have also increased their rentals for cargo handling space thereby making increasing operational costs for the operators.

"The dedicated cargo airport will be a solution to these problems," the government official said. This is apart from separate initiatives of various airports setting up dedicated cargo handling facilities.

The Ministry of Defence has notified the new paybands and other allowances on the basis of the recommendations of the Sixth Central Pay Commission for the Personnel Below Officer Rank (PBOR) of the Armed Forces. The Sixth Central Pay Commission (CPC) was set up by the Government of India by resolution No. 5/2/2006-E III (A) dated 5th October, 2006 as amended by resolution No. 5/2/2006-E III (A) dated 07th December, 2006 and 5/2/2006-E III (A) dated 8th August, 2007. The Commission submitted its report on 24th March 2008. The report covered among other things, matters relating to structure of emoluments, allowances and conditions of service of Armed Forces personnel. Government have given careful consideration to the recommendations of the Commission relating to these matters in respect of Personnel Below Officer Rank (PBOR) of the Armed Forces and have decided that the recommendations of the Commission on the matters aforementioned in respect of these categories of employees shall be accepted without any material change as a package with the following modifications:-

(i) Implementation of the revised pay structure of pay bands and grade pay, as well as pension, with effect from 01.01.2006 and revised rates of allowances (except Dearness Allowance/relief) with effect from 01.09.2008;

(ii) Fitment in pay bands based on multiplication factor of 1.86 instead of 1.74 recommended by the Sixth Central Pay Commission.

(iii) Payment of 40% of arrears in cash in the year 2008-09 and the remaining 60% in the year 2009-10.

(iv) Increase in the rate of annual increment from 2.5% to 3%;

(v) Removal of Campus restriction for grant of Transport Allowance;

(vi) Increase in Transport Allowance at the lowest level to Rs. 600 (from Rs. 400 in A-l/A class cities) and Rs. 400 (from Rs. 300 in other cities);

(vii) Grade pay to determine seniority of posts only within a cadre's hierarchy and not between various cadres;

(viii) Increase in Military Service Pay (MSP) of Personnel Below Officer Rank (PBORs) from Rs. 1000 to Rs. 2000 pm;

(ix) Grant of 3 ACP upgradation after 8, 16 and 24 years of service to PBORs;

(x) The rates of Special Forces Allowance for Army and Air Force to be equated with Navy's Marine Commando Allowance.

The recommendations of the Sixth Central Pay Commission relating to lateral shift of Defence Personnel to Central Para Military forces would be examined separately.

The Government have not accepted the recommendations of Sixth CPC regarding following issues:-

(a) Liberal 'severance package' for employees who want to leave service without pension with more than 15 years but less than 20 years service.

(b) There should only be three closed holidays for Government employees.

(c ) Flexi-hours for women employees and flexi-weeks for employees with disabilities.

General principles of fixation of initial pay in the revised pay structure as on 1.1.2006, fixation of pay of employees recruited on or after 1.1.2006, rate of increment in the revised pay structure and date of increment will be as in the Government of India Notification No. GSR 622(E) dated 29th August, 2008.

New Delhi, Sep 1 (ANI): The Ministry of Defence, on the basis of the Sixth Central Pay Commission, has approved new pay scales and other allowances for officers as well as for the Personnel Below Officer Rank (PBOR) of the Armed forces.

The Government on October 2006 set up the Sixth Central Pay Commission (CPC) and the Commission submitted its report on March 24 this year.

The report covered among other things, matters relating to structure of emoluments, allowances and conditions of service of Armed forces personnel. (ANI)

Set to Air Live From Paramount Pictures on Sunday, September 7, 2008 at 9PM (ET/PT)

LOS ANGELES (RAWDOGGTV) - The MTV Video Music Awards will return to Los Angeles for the first time in a decade on September 7, 2008.

MTV said this year's ceremony would use the city streets, rooftops, and sound stages all over the Paramount lot. The host, performers, nominees, and presenters will be announced at a later date. MTV and Paramount are units of Viacom Inc.

The high-wattage event, now in its 25th year, will take place on the Paramount Pictures lot in Hollywood, and will air on the channel that evening. Los Angeles last hosted the event in 1998. Since then, the awards have been held mostly in New York, but traveled to Miami in 2004 and 2005, and then Las Vegas last year.

T.I. and RIHANNA will perform "Live Your Life" single from the upcoming "Paper Trail", Album which will hit the market on September 30th

WWE Divas

Diva is a term used by the professional wrestling promotion World Wrestling Entertainment (WWE) to refer to its female talent. The term is applied to women who appear as wrestlers, managers or valets, backstage interviewers, or ring announcers.

History

1996–1999
Perhaps the first "Diva" in the WWF was Sunny, who was the manager for various wrestlers. The female managerial role was not a new concept in professional wrestling. Miss Elizabeth, Sensational Sherri and Luna Vachon preceded Sunny in the WWF, yet she brought a sexuality to the position that had seldom been seen in the business before.

From 1996 to 1997, Marlena, Sable and Chyna, joined Sunny as prominent female on-air talent in the promotion. Marlena was the manager of Goldust, her then real-life husband, and Sable was manager for her then real-life husband, wrestler Marc Mero. Sable quickly eclipsed her husband in popularity. Her popularity lead to the re-instatement of the WWE Women's Championship, as well as the hiring of more female performers by the promotion. Sable became the first WWF female to refer to herself as a 'Diva' saying "I am the Diva of the WWF," on the April 19 edition of Raw in 1999. The term was coined instantly. Unlike Jacqueline and Luna, the more physical Divas and experienced wrestlers at the time, Sable later admitted that it was written in her contract that she was not allowed to take bumps. Nicknamed "The Ninth Wonder of the World", Chyna debuted as the laconic bodyguard of the popular stable D-Generation X in 1997 and later gained popularity in her own right competing against male wrestlers, even becoming the #1 Contender to the WWE Championship at one point. She held the WWE Intercontinental Championship two times between 1999 and 2000.

2000–2001
Although Sable left the WWF after several years, the WWF signed many more female performers during and after her employment with the company, promoting them as "Divas." In 2000, newcomer Lita focused her attention on the WWF Women's Championship. Lita performed riskier moves than the Divas before her, such as moonsaults and diving hurricanranas.[5] Her popularity encouraged a higher standard of athletic competition within the WWF Women's Division, while still retaining the sexual element. Lita is the only Diva to have won the Women's Championship on Raw's main event, which she has done two separate times.

Around the same time of Dumas' arrival, Trish Stratus made her debut. Stratus started off as a valet, who brought pure sexuality to the ring. Also later that year, Molly Holly made her debut. She was a contrast to most of the other Divas because she was given a more wholesome gimmick and more modest ring attire.

It has become common to see these contests at WWE live events in place of traditional women's wrestling matches.In the Autumn of 2001, Stratus was trained by Fit Finlay, who was the road agent responsible for the women's matches, and improved her in-ring ability. She worked her way up to the top of the division and eventually won the Women's Title. Lita and Trish Stratus have been credited as the women that changed the face of Women's Wrestling, as they brought a mix of sexuality and wrestling ability to the ring in such even amounts and kept the fans entertained. Also in 2001, Chyna left the WWF due to real-life issues between herself, Triple H, and Stephanie McMahon.[7] Her last feud was with Lita.[5] In April 2002, however, Lita suffered a neck injury and was the first Diva to have neck fusion surgery.[5] She was out of action for approximately one year.


2002–2005
Also during 2002, WWF changed its name to WWE and brought in a host of new female talent. Over the next few years, WWE hired more Divas than ever before, including female winners of the reality TV show WWE Tough Enough featuring contestants aspiring to be professional wrestlers. Stacy Keibler, Torrie Wilson, Christy Hemme, Miss Jackie, Dawn Marie, a returning Sable and numerous others often competed in contests from "Pillow Fight" and "Bra and Panties" match-ups to "Bikini Contests", which were based more on the sexual appeal of the women involved. Meanwhile, Lita, Trish Stratus, Jazz, Gail Kim, Molly Holly, Jacqueline, Ivory and Victoria competed for the WWE Women's Title featuring match-ups only previously participated in by men, such as Street Fights, Table Matches and the first ever Women's Steel cage match. Holly (competing as Mighty Molly), Stratus, and Terri Runnels also held the Hardcore Championship briefly.

From 2002 to the present, WWE began hiring new Divas assigned to their development territories to train and wait to be called up to the main roster. These new Divas are recruited from model agencies, the independent circuit, and the Diva Search. In 2003, Gail Kim became the first woman with a Korean background to win the Women's Championship. Also, Jacqueline held the WWE Cruiserweight Championship (a male title) briefly in 2004.


2006–present
Towards the end of 2006, both Trish Stratus and Lita left the WWE, and retired from professional wrestling. Torrie Wilson retired in mid-2008 due to having back problems. Gail Kim returned to WWE in late August, leaving only Gail Kim, Victoria, and Lilian Garcia from the previous generation of WWE Divas.

Diva Search

Candice Michelle is the only former Diva Search contestant to win the Women's title.Main article: WWE Diva Search
The Diva Search is an annual competition that occurs every Summer. The purpose of the Diva Search is to find new women to act as wrestlers, interviewers, and valets in WWE. The winner of the competition receives a one year contract worth $100,000. Previously the contract was worth $250,000.


Promotion
The popularity of women in WWE has resulted in various cross-promotions with other brands featuring WWE Divas. Various Divas have posed in Playboy, and others have appeared in commercials for WWE and non-WWE products as well as men's interest magazines.


WWE photoshoots
The WWE Divas normally go on an annual photo shoot every year, usually to a different location each time. The photoshoot is followed by a magazine featuring photos from the shoot as well as a television special or video release of highlights from the shoot.

1999, WWE released their first Divas video Come Get Some: The Women Of The WWF, which features interviews and footage of the Divas. Debra, Chyna, and Sable made the cover.
2000, WWE introduced their second Divas home video franchise with Postcard From The Caribbean. The photos were released on a special Swimsuit edition of RAW Magazine. Divas in this photoshoot all had their own cover.
2001, the DVD In Hedonism was released as well as the first of the now annual magazines. Lita earned the cover of the magazine. Also, all Divas made it on the DVD cover including Trish Stratus, Debra, and Lita.
2002, a UPN special entitled WWF Divas: Sex on the Beach aired. It was then later released on VHS and DVD format as WWF Divas: Tropical Pleasure with Trish Stratus on the cover. However, the home video was missing the mainstream music and Molly Holly, who had appeared in the special.
The first lingerie shoot, WWE Divas Undressed was originally a special on TNN (now Spike TV). The program was a competition or "Thong-a-thon" as Jerry Lawler called it. All of the divas, except for Jazz and Lita, were involved, however Trish Stratus only competed in the first round due to a "kayfabe" attack by Jazz. It was later released on VHS and DVD with behind the scenes photoshoot sessions. Jazz participated in the photoshoot session despite being injured. Stacy Keibler was the covergirl of the WWE Divas Undressed magazine.
2003, the Divas traveled to Arizona to participate in a variety of outdoor activities as part of WWE Divas: Desert Heat. Trish Stratus, Stacy Keibler, and Terri Runnels went on a Jeep tour and got to use a gun. While Victoria and Nidia got to relax and go rafting. Jazz, Ivory, and others spotted a rattlesnake. The magazine covergirl was once again Trish Stratus.
2004, the Divas went to the beaches of Mexico as part of WWE Divas: South of the Border. To determine who would make the cover of the magazine, a poll was taken on WWE.com, where fans voted Torrie Wilson as the covergirl.
2005, the Divas traveled back to Mexico for Viva Las Divas of the WWE. The more experienced Divas traveled to the beaches of the Grand Xcaret and Grand Cozumel, along with the 2004 Diva Search winner, Christy Hemme and longtime WWE ring announcer Lilian García (in what was her first divas shoot in the 6 years she had spent so far with WWE). The newer Divas, including Joy Giovanni, Amy Weber, Michelle McCool, and Maria Kanellis visited only the Grand Cozumel. Some controversy arose when it was apparent that Molly Holly was not on the DVD, with some fans of Molly sending complaints to WWE.[citation needed] However, a few pictures of her were featured in the magazine. This was the second time she had been removed from the yearly Diva video. Conversely, Amy Weber (who had left the company before the DVD and magazine became available) was in the DVD and not the magazine. Christy Hemme was the covergirl of the 2005 edition of the magazine.
2006, a lingerie photoshoot took place in New York, and a DVD entitled WWE Divas Do New York was released. Much like in 2004, WWE.com let the fans decide who they wanted on the magazine cover. They chose Trish Stratus, who appeared on her third Divas' magazine cover that hit newsstands on Valentine's Day. Candice Michelle originally landed the DVD cover that was released a week later, but it was replaced with a multi-Diva cover.
2007, the Divas took part in a western-themed lingerie shoot for WWE Divas Do San Antonio. This photoshoot took place in San Antonio, Texas because WWE was in San Antonio for the Royal Rumble. Only select WWE Divas were chosen: Rebecca (who was later released), Lilian Garcia, Kelly Kelly, Kristal, Mickie James, and Victoria. Several of the photos and a video of the photoshoot were released on WWE.com, but the annual magazine was not released.
June 2007, the Divas took part in a photoshoot, the second of 2007, in Los Angeles for Divas in Los Angeles. This is the 2nd time in the past few years that there has been two photoshoots in the same year. This shoot, unlike previous years, has a special section to the Development Divas. The development Divas that are featured were Milena Roucka, Beth Phoenix, Maryse, and the Garcia Twins (Brianna & Nicole), though, Maryse and Beth are already on the main roster. Candice Michelle, Torrie Wilson and Mickie James are on the cover.
2008, the Divas took part in a bikini photoshoot for Divas Uncensored, this photoshoot took place at a beach in Tierra Verde, Florida. Only select WWE Divas were chosen: Ashley, Maria, Mickie James, and Eve Torres. Several photos are seen in a WWE magazine that came out in April which in a section Maria, Ashley and Mickie give advice regarding relationships and where Eve Torres answers questions from fans though a photo from this photoshoot of Mickie James was featured in WWE.com's Daily Diva section.
July 2008, the Divas took part in a bikini photoshoot for Summer Skin in San Diego which was a feature on WWE.com, that WWE launched in July 4, 2008. It featured a spread of photos of the women who went on the trip as well as special interviews, video packages and biographies of each respective diva and special mobile offering downloads. Preview shoots were been posted on WWE.com which featured Maria, Michelle McCool, and Mickie James.

Playboy playmates, such as Carmella DeCesare and Karen McDougal have also appeared in Diva Search in 2004. Some former and current Divas such as Trish Stratus, Lita, Debra, Sharmell, Stacy Keibler, and Melina have indicated that posing for Playboy magazine is out of the question for them. Stratus has appeared on sports talk show Off The Record and said that she didn't pose because she wanted to be known as "multiple time Women's Champion Trish Stratus" rather than "the girl who posed in Playboy." Stratus also claims that she refused the shoot because she says she can still be sexy without taking her clothes off.[15] Dumas has said that she didn't pose because she felt it was wrong for her character (who was known as a role model for young girls at the time) to pose for the magazine.[16] Stacy refused to pose as she believes it would be better if she "left something for the imagination."

Tammy Lynn Sytch (Sunny) claimed to have refused an offer by Playboy to pose for the magazine. However, Rena Mero (Sable) later claimed that Playboy had actually never approached Sytch, and that Sytch had fabricated the whole story.


Other
In 2007, Ashley, Torrie Wilson, Maryse, Brooke, Layla, and Kelly Kelly shot a video for music producer and rapper Timbaland.[17][18] and, in the same year, Torrie Wilson, Candice Michelle, Michelle McCool, Maria, Layla and Kristal Marshall appeared in an episode of the U.S. reality show Project Runway, in which designers were asked to design in-ring attire for their designated Diva. In 2008, Layla, Mickie James, Kelly Kelly, and Melina appereared in the U.S. reality show Celebrity Fit Club: Boot Camp to get the celebrities in shape.

WWE Babe of the Year (2001 - 2004)
The WWE Babe of the Year contest is a contest where fans get to vote on who is their favorite WWE Diva for that year.

Trish Stratus won the inaugural Babe of the Year competition in 2001. Stratus had her own mini-site on WWE.com but she left and her photoshoot of choice was a space-type theme. The corresponding mini-site was fittingly named "The Stratusphere." Stratus retained her title in 2002 and received another mini-site on WWE.com. The 2003 edition was again won by Stratus. This time Stratus claimed she would let the fans decide the winner. While picking out her outfits, Trish ran into a fan who said that they would decide everything for her.

Stacy Keibler ended Stratus's reign in 2004 and won the honor, receiving her own mini-site and a photoshoot for every month in the year, sometimes two. The photoshoots were usually themed from the holiday of that month.


Rookie Diva of the Year (2005)
The first and only Rookie Diva of the Year contest was held on the SmackDown! PPV No Way Out 2005, where former WWE Diva Joy Giovanni defeated Michelle McCool, Lauren Jones, and Rochelle Loewen. However, McCool is the only one of the four who ended up receiving wrestling training, improving her abilities, and staying in WWE as of 2008. By this point, Giovanni, Jones, and Loewen have already been released from the company and left the business.

New Delhi, Sept 1, 2008: Several questions have been raised about Sixth Pay Commission and anomalies regarding defence force personnel. In the meantime resolution and notification regarding the pay panel recommendation regarding the three wings of armed forces has been published.

There is a common grouse among armed forces personnel that they have not been done justice when it comes to payment and other allowances compared to civilian employees coming under central government. At times their grouses look very true and recently several senior army and air force officials have expressed their anguish and disagreement to the anomalies.

Armed forces officials are voicing their concerns regarding the lack of parity between civilian and armed force personnel. First to raise the issue was Air Marshal Chief Fali Homi.

Later the issue was raised by Navy chief Admiral Sureesh Mehta. He voiced the disparity with Defence Minister A K Antony.

Navy chief Admiral Sureesh Mehta met Antony on Friday evening to brief him on his recent visit to Japan and Korea where he took up the issue of "Lt Colonels and their equivalents in Navy and IAF being placed in Pay Band-3, lowering the extant of parities, while their civilian and paramilitary counterparts were raised to Pay Band-4," top Navy sources told media on Saturday.

No. 1(30)/2008/D (Pay/Services)

1. The Sixth Central Pay Commission (CPC) was set up by the Government of India by Resolution No. 5/2/2006-E III (A) dated 5th October, 2006 as amended by Resolution No. 5/2/2006-E III (A) dated 7th December, 2006 and 5/2/2006-E III (A) dated 8th August, 2007. The Commission submitted its report on 24th March, 2008. The report covered among other things, matters relating to structure of emoluments, allowances and conditions of service of Armed Forces personnel. Government have given careful consideration to the recommendations of the Commission relating to these matters in respect of Officers of the Armed Forces and have decided that the recommendations of the Commission on the matters aforementioned in respect of these categories of Defence personnel shall be accepted without any material change as a package with the modifications mentioned below :-

i) Implementation of the revised pay structure of pay bands and grade pay, as well as pension, with effect from 01.01.2006 and revised rates of allowances (except Dearness Allowance/relief) with effect from 01.09.2008;

(ii) Fitment in pay bands would be based on the multiplication factor of 1.86 instead of 1.74 recommended by Sixth Central Pay Commission;

(iii) Payment of 40% of arrears in cash in the year 2008-09 and the remaining 60% in the year 2009-10;

(iv) Increase in the rate of annual increment from 2.5% to 3%;

(v) Grant of scale of Army Commanders (Rs 80,000-fixed) on non-functional basis to those Lt. Generals who are fit for promotion as Army Commanders, but overlooked due to lack of residual service of 2 years;

(vi) In case of existing Major General/Lt. General, Military Service Pay (MSP) to be taken into account notionally for fixation of pay on 1.1.2006 with actual benefits being admissible prospectively;

(vii) Grade pay of Major General/equivalent will be Rs. 10,000 and Lt. General/equivalent Rs. 12,000.

(viii) Placement of Colonel/equivalent and Brigadier/equivalent in the revised Pay Band-4 of Rs. 37400 - 67000;

(ix) Enhanced grade pay of middle level officers (from Capt./equivalent to Brig./equivalent) as suggested by Defence Services.

(x) Removal of Campus restriction for grant of Transport Allowance;

(xi) Grade pay to determine seniority of posts only within a cadre’s hierarchy and not between various cadres;

(xii) The rates of Special Forces Allowance for Army and Air Force to be equated with Navy’s Marine Commando Allowance.

2. The recommendation of the Sixth CPC relating to lateral shift of Defence Personnel to Central Para Military Forces would be examined separately.

3. Government have not accepted the recommendations of Sixth CPC regarding following issues:-

(a) Liberal ‘severance package’ for employees who want to leave service without pension with more than 15 years but less than 20 years service

(b) There should only be three closed holidays for Government employees.
(c) Flexi-hours for women employees and flexi-weeks for employees with disabilities.

4. General principles of fixation of initial pay in the revised pay structure as on 1.1.2006, fixation of pay of employees recruited on or after 1.1.2006, rate of increment in the revised pay structure and date of increment will be as in the Government of India Notification No. GSR 622(E) dated 29th August, 2008.

5. The decisions taken by the Government accordingly on various recommendations of the Commission in respect of officers of Armed Forces are indicated in the statement at Annexure-I to this resolution. The existing pay scales of Officers of the Armed Forces are indicated in the Statement at Annexure- II.

Sixth Pay Commission: Postgraduates, graduates apply for sweepers’ jobs

Such is the high level of unemployment that graduates and even postgraduates - including an MSc in agriculture - are queuing up to apply for jobs as sweepers in in this satellite town of the national capital - and even wielding the broom to clean dirty roads and drains as part of the practical test.


Following an advertisement for 397 sweeper posts by the district administration of Gautam Budh Nagar, 1,076 applications were received. Among the applicants are more than a dozen postgraduates and graduates. Those selected would get jobs as sweepers in the villages of Gautam Budh Nagar.

Though the district administration is surprised with such applications, they maintain that no preference would be given to those who are more qualified for a job whose minimum requirement is to have passed class 5.

“We have received 1,076 applications for the 397 vacancies of sweepers. There are several applications from graduates and postgraduates,” Additional District Magistrate (ADM) Gautam Budh Nagar, Shivakant Dwivedi, told IANS.

The selection process that started Aug 25 ended Aug 30.

“The selection process includes document verification, practical test on cleaning and then an interview,” said an administration official.

A list of the candidates selected will be issued soon.

The practical test is to ensure that those selected don’t shy away from cleaning work once they get the job.

“We understand that job security must have driven these highly qualified people to apply for jobs as sweepers, but we conduct practical tests too and those who can sweep properly and don’t shy away from cleaning even sewers would be selected,” an official added.

One postgraduate applicant, Satish Sharma, 33, is an MSc in agriculture. “Don’t we do the cleaning work at home; I am not shy of working as a sweeper. Also this job provides me with job security,” Sharma told IANS.

Sharma, a resident of Dadri in Uttar Pradesh, is married and has two daughters. He works as a helper in a pathology lab.

Another graduate candidate, Anita Nagar, 20, said: “I don’t have any problems in working as a sweeper.”

ADM Dwivedi said: “All those with any kind of experience in such kind of work would be given preference over others.”

The administration believes the implementation of the Sixth Pay Commission in December is a major factor in getting so many applications from overqualified candidates.

“Currently the total salary of a sweeper is nearly Rs.5,500, but after implementation of the Sixth Pay Commission, it would touch around Rs.10,000.

“Probably they thought it is better to work as a sweeper than to remain unemployed,” an official added.

Earthquake Death Toll Rises to 38 in China's Sichuan (Update1)

Sept. 1 (Bloomberg) -- The death toll from a 5.7-magnitude earthquake in China's Sichuan province at the weekend rose to 38, as authorities sent emergency relief to the southwestern region for tens of thousands of people whose homes were destroyed.

The quake hit near the city of Panzhihua on Aug. 30, killing 32 people in the province, six in neighboring Yunnan province and injuring more than 500, the official Xinhua News Agency reported today.

Sichuan is still rebuilding cities devastated by a 7.9- magnitude earthquake that hit the southwestern province in May, killing 69,226 people and leaving 15 million homeless. It was the nation's deadliest temblor in 32 years.

Authorities are sending 6,500 tents and 20,000 quilts to areas of Sichuan affected by the latest earthquake, and 3,200 tents and 3,000 quilts to Yunnan, the Ministry of Civil Affairs said on its Web site today. Rainstorms forecast in the coming week may make relief work more difficult, Xinhua said.

More than 258,000 houses were damaged and 152,000 people were displaced, the ministry said. Seven reservoirs, 22 highways and three bridges were also damaged, Xinhua reported.

In Yunnan, more than 130,000 homes were destroyed, affecting 600,000 people, according to the news agency's report, which cited civil affairs officials in the province.

Rail services on the line from Sichuan's capital, Chengdu, to Kunming, the capital of Yunnan, resumed yesterday after suffering some disruptions on Aug. 30, Xinhua said.

Increased Stress

Sichuan has been struck by a number of smaller quakes since May, including two 6.1-magnitude temblors that rocked the region on Aug. 1 and Aug. 5.

The May quake increased stress on faults in and around the Sichuan basin, which may generate ``large aftershocks in the near future,'' according to a study by Tom Parsons of the U.S. Geological Survey published in the journal Nature.

That temblor appears to have ruptured the Beichuan fault, which runs along the edge of the Longmen Shan mountain range, Parsons wrote. Officials need to identify other areas where faults may have been damaged to mitigate destruction from future aftershocks, Parsons wrote.

NEW YORK: Riding high on their fathers' richie-rich status, Vanisha Mittal, Isha Ambani and Pia Singh -- daughters of Lakshmi Mittal, Mukesh Ambani and K P Singh respectively -- have grabbed the top three rankings on a Forbes list of billionaire heiresses.

While many daughters and grand-daughters of the world's wealthiest would never actually inherit a billion-dollar fortune, Indian-origin steel tycoon Lakshmi Mittal's daughter Vanisha Mittal Bhatia has emerged as the potentially richest among those standing to inherit a fortune, according to US business magazine Forbes.

Vanisha is followed by Isha Ambani, the richest resident Indian Mukesh Ambani's only daughter, at the second rank, and another Indian billionaire K P Singh's daughter Pia Singh at the third position in the Forbes list of the world's likely- to-be richest heiresses.

Mittal was ranked as the fourth richest person in the world in March when Forbes published its annual rich list, followed by Mukesh Ambani at the fifth rank.

"Perhaps best known for the $60 million wedding her father threw for her in 2004, she (Vanish) now serves as a director on the board of dad's $103 billion steel company, ArcelorMittal," Forbes said.

"Her corporate involvement and small family -- she has only one brother -- puts her in good stead to inherit a sizable chunk of her father's fortune," the magazine noted.

About 16-year-old Isha, it said that Mukesh Ambani's only daughter is "just a teenager but already has her own stake in the family's Reliance Industries, worth about $80 million."

About Indian realty baron K P Singh's daughter Pia Singh, ranked third in the heiresses list, the magazine said she already holds a stake worth $400 million in the country's biggest real estate firm.

World Phone forays into cable broadband internet services

NEW DELHI: World Phone Internet Services Pvt Ltd, India’s premier VoIP solutions provider, on Thursday announced its foray into cable broadband internet services for Delhi and the national capital region. Along with the launch of this new service, World Phone also announced the lowest tariff of Rs 95 per month for its potential users.

“With the launch of our new service with an affordable tag, we would be tapping the population in Delhi & NCR. We hope that with this price tag and the quality of service we will be able to garner at least 5000 subscriber in the first three months,” said Aditya Ahluwalia, chairman, World Phone Internet Services Pvt Ltd. “Lower monthly commitment would be a strong and bold step by World Phone for enhancing broadband penetration in masses,” he added.

World Phone has entered into agreement with the television cable operators across Delhi & NCR for providing this service. Customers subscribing to World Phone’s new monthly internet service tariff of Rs 95 will get a speed of up to 256 kbps with a 200 MB data download limit. As of now the services would be available in select areas only. After Delhi, World Phone plans to launch broadband in Mumbai, Jaipur, Ahmedabad, Hyderabad and Kolkata in the coming months. It also has other plans like unlimited plan, hourly plan and data limit based plan to suit different requirements of internet users.

Another first from World Phone will be its pre-paid service, wherein one could buy recharge vouchers from the cable operator and start surfing.

Last year, World Phone became the first Indian internet service provider to announce the lowest possible tariff for its international call rates to the US, UK, Australia and Canada.

Air Deccan is now Kingfisher Red

NEW DELHI: Captain Gopinath-founded Air Deccan is now history. UB Group chief Vijay Mallya, who bought around 50% stake in the budget carrier, has rebranded the airline as “Kingfisher Red” from Friday. This removes the name Deccan from the brand as after taking over, Mallya had changed the name to Simplifly Deccan. This change comes exactly five years after the LCC was founded.

The Deccan website announces that from 10 am on Friday, the airline “is now Kingfisher” and tickets will be sold on the latter’s website with the flight code IT. Deccan’s code DN is being discontinued.

While the merged company will be called Deccan Aviation to be entitled to go abroad, the brand will be Kingfisher, under which there’ll be a LCC — Kingfisher Red — and the full service carrier. The company’s name is likely to be changed to Kingfisher once all legal formalities are completed, possibly within this year.

An emotional captain Gopinath said, “It’s like giving away your daughter in marriage and she going with her husband’s surname. This consolidation was done to protect the interest of investors, vendors and employees.”
He emphasized the brand Deccan will live on. “Air Deccan’s model will live through Kingfisher Red and other LCCs. The Deccan brand will remain in three forms. Two companies are 100% owned by me. These are Deccan Express and Logistics that has ordered 10 aircraft and Deccan Budget Hotels that will set up budget hotels across India,” Gopinath said.

The third company — Deccan Charters that deals in helicopters and small planes — is being hived off from Deccan Aviation and would get a separate air operator’s permit. In this company, Gopinath is the CMD, while Mallya will be the vice-chairman. “The King is dead, long live the king,” Gopinath said.

Mallya will use Kingfisher Red as the low cost carrier of his group and the level of service will be improved majorly. The full service carrier will fly on premium domestic and international routes.

Saravana stores fire: Major fire in Saravana Store, Ranganathan Street

Chennai Sep-1. A major fire broke out in Saravana Stores Ranganathan Street, T Nagar in the wee hours of the day in the third floor of the building.

The incident was reported to the fire services and eight fire tenders have been rushed to the spot. Due to narrow carriage way the fire tenders could not near the place of accident and one by one the tenders are getting in. Snorkel has been pressed into service. According to the fire control room, no casualities have been reported yet.

Passersby comment that the new fly over has added its owes in dousing the fire as the narrow carriage way on the sides of the fly over have restricted the movement of fire tenders.

The cause of the fire is alleged to have been the short circuit and damages are yet to be assessed. Till the time of going to the press the fire has not been doused yet. (Agencies)

Limewire has announced that they have added 1.2 million legal, DRM-free tracks to their offical store, with the tracks

starting at $0.27 USD per track.

As a P2P device, Limewire is by far the most popular with some reports saying as high as 18 percent of all personal computers

have the application installed. Today's news however marks the third time they have expanded their legal download store, this

time signing a deal with "The Orchard“, a distributor of 1.2 million songs from Indie labels.

Greg Scholl, President and CEO of The Orchard, added, “We’re pleased to support the LimeWire store, a retail offering that

protects copyrights while fairly compensating artists and labels. This exciting entrant to digital retail offers us a unique

opportunity to connect our clients with an online audience of potentially millions of new customers.”

Although tracks are $.99 cents individually if you have a "Platinum" subscription plan, you can download 75 tracks for $19.99

a month, for an equivalent of $.27 cents per track.

Although the store has been struggling since its inception it does offer an interesting marketing opportunity for labels

because the store is linked to results in the P2P portion of the application. Users will be linked to buy the song if they

search for one that is available from the store. However, the Big 4 record labels are hesitant to sign on especially with

Limewire's past.

New Delhi, September 1: Despite government issuing the full notification, people still seem to be confused about pay scales and pay bands as finally notified under Sixth Pay Commission by the finance ministry two days ago.

We have been striving to give detailed information about every aspect of the pay panel recommendations that may be helpful to hundreds of thousands of our readers.

The reason to give these information collectively and individually is because of the fact that most people want handy information and don’t really like to read lengthy documents.

And most of our readers have been asking us to give information on sixth pay panel in bits and pieces.

Pay Band and Grade pay:

Grade Pay up to PB2 recommended by 6CPC accepted as such.

Revised Grade pay from PB3 and above. The basic pay drawn as on 1.1.2006 on the existing Fifth CPC pay scales will be multiplied by a factor of 1.86 and then rounded off to next multiple of 10. This will be the pay in the revised running Pay Band. Grade Pay, as approved by the Government, corresponding to the pre-revised pay scale, will then be added to the Pay in the revised Pay Band. The total of pay in the Pay Band and grade pay will be the revised Basic Pay as on 1.1.2006.

Rate of annual increments will be 3% and the rate of variable increment for high achievers in PB-3 will be 4%.

There will be a uniform date of annual increment, viz. 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st Jan 2007.

Revised Pay Bands and Grade Pays for posts carrying present scales in Group ‘A’, ‘B’, ‘C’ & ‘D’ except posts for which different revised scales are notified separately.

Sixth Central Pay Commission: Pay panel revises education allowance

New Delhi: The modified recommendations of the Sixth Central Pay Commission, notified by the government on Friday, also ensures a rise in the children education allowance besides an increase by 21 per cent on an average in the salaries of the government employees.

Retrospective effect


The revised salaries will reflect in next month’s pay though the report is to be implemented with retrospective effect from January 1, 2006.

The arrears would be given in cash – 40 per cent this financial year and 60 per cent in the next fiscal.

Reimbursement


According to the notification, children education allowance will be reimbursed up to maximum Rs.1,000 per child per month subject to a maximum of two children from the present Rs. 50 per child.

Hostel subsidy


Besides, hostel subsidy has been raised to the maximum limit of Rs. 3,000 per month per child from Rs. 300 currently.

Also, these reimbursements would be automatically raised by 25 per cent once dearness allowance on the revised pay bands become 50 per cent of the basic salary, the notification said.

As such, an employee getting Rs. 1,000 would get Rs. 1,250 per child per month and hostel subsidy would increase up to Rs. 3,750 when Dearness Allowance becomes 50 per cent of the basic salary.

Sixth Pay Commission Hike To Be Studied By Gujarat Govt

With the aim to increase the salary of the employees by 20%, the Gujarat government has taken up the decision to set up a babus’ committee on suggestion of the Centre's sixth pay commission award.

Jay Narayan Vyas, spokesperson of the Govt. informed soon after the Cabinet meeting was over, “The secretaries' committee will submit its report to the Cabinet sub-committee, formed early this year on what the sixth pay commission may mean to Gujarat.”

This announcement came due to the suggestion passed on Wednesday to the Cabinet that before putting the sixth pay panel suggestions into action, the official should first examine it properly. “The official committee will submit its report to the sub-committee, which in turn will get Cabinet nod before putting the sixth pay panel recommendations into gear,” reported Vyas.

However, no time frame or the name of the bureaucrat, who will head the official committee, was given by the minister. The minister was unhappy for Gujarat till now has not received “full details” of the sixth pay commission.

The Centre was asked for financial help last year by Chief Minister Narendra Modi to reduce the burden on the state exchequer, while the pay commission till then had not made its report.

Officials are worried that if in case the sixth pay panel is implemented, it will lead to rise in the fiscal deficit that stood at 2.16 per cent of the gross state domestic product (GSDP) last year.
