PUNE: Scientists and engineers working as assistant research officers (AROs) in the group B gazetted cadre of the Central Water and Power Research Station (CWPRS) on Thursday alleged that the Sixth Pay Commission ignored them.
According to a statement released by the 'CWPRS Group B E and D Professionals Association', many AROs have stagnated for more than 22 years and that the pay panel failed to address their grievances.
The CWPRS, Khadkwasla, is one of the premier research organisations under the administrative control of the ministry of water resources.
The association said that Group A and Group B scientists and engineers are shouldering the same responsibilities. About 65 scientists and engineers working as AROs with group B are in teams working on basic as well as applied research projects on water and energy resources development. They are also involved in projects related to water transport, including coastal and harbour engineering, it said,
"Most of them are losing in terms of salaries as well as career progression. We are the victims of apathy and ignorance of nodal government agencies responsible for our welfare," some office barriers of the association told TOI. Many of us have been working for the CWPRS for over 22 years, but they have lost hope for promotions," they added.
The group B employees had approached the pay panel for redressal of their grievances but did not get any satisfactory response, the association said. "We are shocked by the pay commission's recommendations as it has ignored scientists."
Repeated attempts by TOI to contact CWPRS director V.S. Bendre proved futile as the officials maintained that she was in a meeting.
When contacted, CWPRS additional director N. Ghosh said he was not aware of the matter.
Chief administrative officer (CAO) Rajendra Aswale said the office was waiting for the final report of the pay panel. "We have not received the final copy of the report which has been accepted by the government. Things will be get clear only after we receive a copy of the same," he said.

Said UK Sinha, chairman and managing director, UTI Asset Management Company, "A considerable chunk of the surplus money in the hands of the government employees will be invested in fixed deposits, shares, and mutual funds. Chennai: Tamil Nadu Chief Minister M. Karunanidhi Friday announced that the state would follow the central government in implementing the recommendations of the Sixth Pay Commission.
The chief minister made the announcement at a parade at Fort St George here to mark the country's 62nd Independence Day.
He also announced that Anganwadi helpers, cooks and their assistants working in the noon meal centres will be on pay scales instead of a consolidated amount and will be eligible for pension.
Noon meal centre employees who have put in 10 years of service will get a pay hike. Measures for the noon meal centre employees will come into effect from Sep 15, the birth date of former chief minister and DMK founder C.N. Annadurai.
The chief minister said a new secretariat complex will be built at an outlay of Rs 200 crore and a new library at a cost of Rs 120 crore.
Karunanidhi presented the Kalpana Chawla Award to B. Jothi Nirmala, collector of Kanyakumari district, for her daring initiative to end illegal sand quarrying and illicit liquor trade. The award consists of a gold medal, certificate and a cash reward of Rs 500,000.

Several governments have come forward to implement the report as accepted by union government. This gives hope to state government employees in states like Uttrakhand, Meghalya, Tamil Nadu, Haryana and Uttar Pradesh.
There are other states that have not made any announcement in regard to implementation of the report. But there is a good news for every state government employee as with general elections due next year all state governments belonging to two leading political parties including the BJP and Congress to fall in line sooner than later.
Though it is not known when and how they will make the announcement but the lure of votes of state government employees will encourage them to take this costly step.

The revised recommendations of the Sixth Pay Commission - Armed forces welcome pay commission bonanza
New Delhi: Military service just got more attractive with the government approving Thursday the revised recommendations of the Sixth Pay Commission. The armed forces welcomed the cabinet decision, saying their demands seem to have been “suitably addressed”.
“Even as more details are awaited, prima-facie, all the concerns of the defence forces appear to have been suitably addressed. The increase in Military Service Pay of PBORs (personnel below officer rank) and compensation for middle-rung officers is particularly heartening,” Indian Navy chief Admiral Sureesh Mehta said. Mehta is the current chairman of the Chiefs of Staff Committee.
The cabinet Thursday cleared the revised recommendations at a meeting chaired by Prime Minister Manmohan Singh, granting substantial hikes to five million government employees, with special attention being paid to military and paramilitary personnel.
The prime minister will announce the details Friday during his address to the nation from the ramparts of the Red Fort on Independence Day.
The revision translates into a 20 per cent hike over the 40 per cent across-the-board increase the pay commission had recommended.
At least three promotions have been assured for defence personnel and civilian employees under modified assured career progression (ACP) scheme. Civilians will be assured of promotions after 10, 20 and 30 years of service while junior and non-commissioned officers and personnel below officer rank (PBOR) would be eligible for this after 8, 16 and 24 years of service.
“At first instance, it seems that all the demands of the defence forces have been addressed but things would be more clear once the finer details are known,” a senior army officer said.
The Military Service Pay recommended by the pay commission has been enhanced from Rs.1,000 to Rs.2,000 for PBORs and has been retained at Rs.6,000 for officers up to brigadier's rank.
Middle level officers - colonels, brigadiers and equivalent - are now placed in the highest pay band of PB-4. Lieutenant Generals overlooked for promotion as Army Commanders due to lack of residual service would now get the grade of an Army Commander.
The report of the Sixth Pay Commission, headed by Justice (retd) B.N. Srikrishna, was submitted to Finance Minister P. Chidambaram here March 24.
It immediately raised a storm of protests from both civilian and defence personnel, following which the government had appointed a committee under cabinet secretary K. Chandrashekhar to study the representations received.
The three service chiefs, on their part had made a joint representation to Defence Minister A.K. Antony saying their expectations had not been met. On Wednesday, the prime minister had chaired a high-level meeting to consider the Chandrashekhar committee's recommendations with regard to the armed forces.
Thereafter, official sources said, finance ministry bureaucrats had burned the midnight oil to ready the revised package for both civilians and defence personnel and finished the task only by 5 a.m. Thursday.

Lucknow: Uttar Pradesh Chief Minister Mayawati Monday declared in the state assembly that her government would promptly implement the recommendations of the Sixth Pay Commission.
The commission, appointed by the union government, had recently submitted its report to the central government following which it was approved by the union cabinet last week.
Mayawati's decision was understood to have been prompted by the most obvious political consideration of the forthcoming Lok Sabha elections. Therefore, notwithstanding her badly soured relations with the UPA government, she had decided to go ahead with the pay commission recommendations.
"I decided to implement these recommendations in the larger interest of the well being of the government employees who are facing an acute crunch on account of the rising prices of essential commodities for which the central government was squarely responsible", she told a press conference shortly after making the announcement on the floor of the state assembly.
"The new pay commission would be brought into force with effect from Dec 1 , though we would implement it with retrospect from Jan 2006", Mayawati said.
She further added: "even though the central government had been indifferent to our repeated request for additional resources and had also flatly refused to concede our demand for a special package of Rs 80000 crore, still we decided to mobilise our own resources to meet the additional burden that the new pay scales would entail."
"While the arrears were estimated at about Rs 14800 crore, the annual burden on the state exchequer would be about Rs 5200 crore", she pointed out.
"But we will make it a point to meet that by enhancing our pending recoveries and by plugging wastages. Rest assured, we will not levy any fresh taxes on the people of the state." she said.

Raipur, Aug 21 (IANS) Over 250,000 Chhattisgarh government employees went on a daylong strike Thursday demanding an immediate hike in salaries as recommended by the Sixth Pay Commission.
'Government work has been paralysed as more than 250,000 officers and employees stayed away from duty,' Subhash Mishra, convenor of the Chhattisgarh Employees-Officers Joint Forum, told IANS.
'We will go on an indefinite strike if the government does not raise salaries,' he added. 'The state government must immediately accept the Pay Commission recommendations.'
Reports reaching here say the strike was a total success in all the 18 districts. The Bharatiya Janata Party (BJP) government in Chhattisgarh will likely implement the pay panel's suggestion given forthcoming assembly polls in October-November.

Aussie swimmer Stephanie Rice's Olympic gold victory has apparently started to earn her moolah, for she has bagged a contract with Channel Seven.
The glamour girl's two-year deal with the television network is estimated to be worth 800,000 dollars.
Rice, however, is said to have been pulled out of an expected appearance in a Channel Nine 60 minute Olympics special on the "heroes of Beijing", scheduled for broadcast on Sunday, because it would clash with her Seven allegiance.
According to the Sydney Morning Herald, Seven is also said to have paid other athletes not to appear on the program.
The photogenic Brisbane swimmer has won three gold medals thus far.
Her personal life is as famous as her achievements in the water.
While photographs from her page were splashed across newspapers earlier this year, her well-publicised relationship with fellow swimmer Eamon Sullivan earned the pair an advertising deal with an underwear label.

International Olympic Committee officials say the IOC has asked the International Gymnastics Federation to investigate after discrepancies came to light regarding He Kexin's age.
The Gymnastics Federation has accepted He Kexin's passport as proof that the gymnast is old enough to compete. Olympic rules introduced in 1997 say athletes must be at least 16 years old in the year they compete.
But journalists outside of China have published a series of reports citing documents found on the Internet that indicate He Kexin is only 14 years old.
Chinese Olympic officials insist that suspicions about the ages of He Kexin and other Chinese gymnasts are unfounded.
Foreign journalists have also raised questions about the eligibility of two of He Kexin's teammates, Jiang Yuyuan and Yang Yilin, also based on official Chinese reports published on the Internet.

Shilpa Shetty has offered her condolences to her one time rival Jade Goody after the latter was diagnosed with cervical cancer. The Big Brother star had been appearing on the Indian version of the reality show - known as Bigg Boss - when she was informed of the diagnosis and has flown home to the UK.
And Bollywood actress Shetty, who was the target of alleged racism from Goody when they both appeared on Celebrity Big Brother has offered her support to her former housemate. "I'd like to say on behalf of the people of India that we wish her well and our prayers are with her," she told GMTV.
"It's so sad for someone so young to be diagnosed with such a dreadful illness - it's horrible," Shetty added. Goody's appearance on Bigg Boss had been billed as an attempt to rehabilitate her image after being accused of racism towards Shetty.

THE IPHONE was launched in six cities: Delhi, Mumbai, Bangalore, Kolkatta, Chennai and Hyderabad, on the midnight on August 21 and will be available in 65 more cities from August 22 onwards.
It is believed that Nokia N96 is the clear winner against the iPhone as it incorporates added features which are missing from the iPhone. But at the same time, the N96 is a bit on the costlier side than the iPhone. Time will tell who would emerge as the winner in the long term.
The Apple 3G iPhone is priced at Rs.31,000 for 8GB and for 16GB it is available for Rs.36,000. Where as the Nokia N96 is available for Rs 36,000.
The N96 is a handy gadget which comes with with an integrated A-GPS that links both the satellites and local networks for navigation. The Nokia Maps 2.0 application has three country maps (India, Singapore and UAE) along with upgrade options such as City guides, turn by turn pedestrian mode and voice guided navigation for cars.
The N96 has a mobile TV and video calls feature using the front side VGA cam. The N96 comes with a 5 mega pixel camera and the iPhone sports a 2 mega pixel camera.
In the iPhone, the bluetooth can only be used for hands-free calling. Unlike the iPhone, the Nokia N96 allows data transfer also.
The iPhone does not have the FM radio and SMS forwarding is not allowed. The battery, which is sealed within the handset, can be put off.

Vijender Kumar's defeat in the semifinal of the middleweight boxing event in Beijing did hurt Vijender and his fans alike but at the same time he made a billion hearts swell with pride, as he became the first Indian boxer to win an Olympic medal.

His victory in the quarters ensured him a bronze, which was India's first medal in boxing. But the Bhiwani-boy made it loud and clear that he was aiming the Gold.

Vijender entered the ring for the semifinal encounter with the Cuba's Emilio Correa Bayeaux. In the Round of 32 and Round of 16, Emilio was lethal and drubbed his opponents 17:4 and 18:4 in the respective rounds. In the quarterfinals, he beat Elshod Rasulov 9:7. But that did not deter Vijender and he fought bravely. But the Cuban was too quick for him and had sound defence which did not allow the Haryana boxer score easily.
Vijender failed to open his account in the first round and Emilio led 2-0. In the next round, the Indian got the lead as he jabbed his opponent thrice on target but Emilio took the total lead to 4-3. With Vijender closing in, Emilio became more aggressive in the third round and increased his lead to 6-3.
The inevitable was looming large. However, in the last round, Vijender bounced back hard and grabbed two points. But unfortunately, his efforts fell short by three points and the Cuban cruised to the final.

Apple iPhone 3G launched in India
New Delhi - Indian telecommunications majors Bharti Airtel Ltd and Vodafone Group PLC launched the third-generation Apple iPhone Friday across India, the world's fastest growing mobile phone market.
At 30,000 rupees (690 dollars), the iPhone 3G costs almost triple its price in the United States, where it is subsidized by telecommunications operator AT&T Inc in its effort to win customers' annual subscription fees.
The high price did not seem to deter Indian customers with would-be owners visiting showrooms in New Delhi and its outskirts and in the business hub of Mumbai early Friday, the IANS news agency reported.
Rivals Bharti Airtel and Vodafone simultaneously launched the iPhone in at least six major Indian cities at midnight.

Over 10 lakh government employees, including 3.21 lakh pensioners in Gujarat continue to keep their fingers crossed as the Modi Government continues to maintain a stoic silence over how it is going to implement the Sixth Pay Commission's recommendations.
After a week-long wait, the various government employees’ unions on Thursday demanded that the state government immediately announce its intention on how and when it will implement the recommendations.
Today evening, office-bearers of the Gujarat State Employees' Federation handed over a memorandum to the office of the state Finance Minister Vajubhai Vala and demanded that the government make an announcement on its decision on the implementation of the commission’s recommendations.
“If Uttar Pradesh Chief Minister Mayawati can accept the Pay Commission’s recommendations for her government employees, what is preventing our Chief Minister from doing the same," said Vishnubhai Patel, general secretary of the Federation.
He demanded that the Cabinet sub-committee headed by Vala, which was set up recently to study the Commission’s recommendations, should immediately call a meeting to thrash out the issue.
“As claimed by the government, Gujarat's growth rate is pegged at 12 per cent as of now. Besides, the revenue from VAT has also been increasing. This means the state’s finances are in a good position. As such, the government should not have any problem to take the additional burden it may have to shoulder while implementing the Pay Commission’s recommendations,” Patel added.
A senior official in the Finance Department said that the government may have to entail an additional burden of over Rs 1,800 crore annually if it decides to accept the recommendations in toto. Considering the revenue buoyancy and the growth rate of 12 per cent in the state, the government can easily shoulder this additional financial burden after implementing the recommendations, he added.
Minister of State for Finance Saurabh Patel remained non-committal on the issue. He said: “The government is still awaiting an official report from the Centre on the Pay Commission’s recommendations. The state Cabinet sub-committee will study the same before taking any decision on how to implement the recommendations for government employees in Gujarat.”

Sixth Pay Commission Latest News - Pay panel ignored our demands: CWPRS scientists
PUNE: Scientists and engineers working as assistant research officers (AROs) in the group B gazetted cadre of the Central Water and Power Research Station (CWPRS) on Thursday alleged that the Sixth Pay Commission ignored them.
According to a statement released by the 'CWPRS Group B E and D Professionals Association', many AROs have stagnated for more than 22 years and that the pay panel failed to address their grievances.
The CWPRS, Khadkwasla, is one of the premier research organisations under the administrative control of the ministry of water resources.
The association said that Group A and Group B scientists and engineers are shouldering the same responsibilities. About 65 scientists and engineers working as AROs with group B are in teams working on basic as well as applied research projects on water and energy resources development. They are also involved in projects related to water transport, including coastal and harbour engineering, it said,
"Most of them are losing in terms of salaries as well as career progression. We are the victims of apathy and ignorance of nodal government agencies responsible for our welfare," some office barriers of the association told TOI. Many of us have been working for the CWPRS for over 22 years, but they have lost hope for promotions," they added.
The group B employees had approached the pay panel for redressal of their grievances but did not get any satisfactory response, the association said. "We are shocked by the pay commission's recommendations as it has ignored scientists."
Repeated attempts by TOI to contact CWPRS director V.S. Bendre proved futile as the officials maintained that she was in a meeting.
When contacted, CWPRS additional director N. Ghosh said he was not aware of the matter.
Chief administrative officer (CAO) Rajendra Aswale said the office was waiting for the final report of the pay panel. "We have not received the final copy of the report which has been accepted by the government. Things will be get clear only after we receive a copy of the same," he said.

To central government employees it gives an immediate succor and for state government employees it gives hope that with its implementation in their respective state they would be able to see better days ahead.
But all people are not very happy. They think that sixth pay commission has not been very fair to them. Take the case of one Mr Farooqi (name changed) a central school teacher. The union cabinet on 14th August approved the Sixth Pay Commission recommendations giving some breathing space to around 5 million central government employees.
Several state governments have also announced to implement the recommendations of the sixth pay commission. These states include Uttar Pradesh, Tamil Nadu, Uttrakhand, Haryana and Puducherry.

Kingfisher may phase out Simplifly Deccan
New Delhi: Simplifly Deccan, the low-cost carrier (LCC) brand formed after the merger of full service airline Kingfisher and the LCC Air Deccan, may soon cease to exist.
Kingfisher, which completes its merger with Air Deccan this month, will leverage the Deccan licence, which meets the stipulated five years of operations to fly overseas, but use its own brand to fly international routes from September 3 and gradually replace it in the domestic market too.
Sources close to the development said the international routes will have only full service operations, but the Kingfisher brand on the domestic routes will incorporate two models under one brand — a full service carrier and a more upgraded LCC service.
"An announcement to this effect could be made soon," the sources said. Kingfisher executives were not available for comment.
Yesterday, Deccan received government approval to operate seven weekly flights from Bangalore to London. Deccan, which completes five years of domestic operations on August 26, has already been designated for 13 international destinations, which include the US and the UK and short-haul destinations like Singapore, Hong Kong and West Asia.

No stake sale in Air India as of now: Govt
Mumbai: The Government is currently not considering a public issue of Air India and Pawan Hans Helicopters, Civil Aviation Secretary Ashok Chawla said on Wednesday. "The ministry is not actively looking at it," Chawla told reporters on the sidelines of a conference in New Delhi.
In December, Civil Aviation Minister Praful Patel had said Air India planned to sell up to 15% of its equity in an initial public offering (IPO) to raise funds for expansion. However, a weak stock market coupled with a grim outlook for the sector may have prompted a re-think on the issue.
Chawla said that Air India was likely to seek Rs10-15bn in government funds, partly in the form of loans, as it needs money to run its operations. "Air India is still debating internally and in their board. We expect them to come with some proposal. I think it will come in next two weeks or so," he said.
National Aviation Co., which runs Air India, said on August 12 that it had tied up about US$214mn through loans to part-finance its purchase of eight Boeing aircraft.

iPhone: The coolest design on the planet
It's the coolest design on the planet. It's the superbrand of the decade. And it's coming to India – at midnight.
The iPhone, like so many things Mac, defies logic. Apple products, pulled out of Steve Jobs' jeans at Macworld expos, tend to get fans screaming and queuing up, cash in hand, a day before launch. Experts point out missing features and flaws, but they don't care. They must have one.
At over Rs 31k, the iPhone will sell in India at over three times its US price of $199. If you list the features, you can get them at less than half the price. My little old Nokia, for instance, has the same 2 megapixel camera and 3G support, and even BlackBerry service and video recording (the iPhone has neither). But that's missing the point. You'll pay for the uber-sexy design and interface, the brand, and the hype. And if you've been waiting for it two years, you'll shell out the 31k. You can console yourself with the pretty good assisted-GPS thrown in.
And you'll ignore the gaps, because it's so cool to flaunt an iPhone and its amazing multi-touch interface and outstanding display and music—hey, it is a video iPod at heart. Sure, you can't change the battery if it dies. You can't record video. You can't use an SD card to add more memory. You can't use most enterprise apps.
So why will Apple and the carriers price this phone so absurdly high in India? I don't know, but I expect it's for ultra-premium positioning, skimming the market, and allowing a whopping margin to the carriers—so that they agree to do all the marketing for Apple.
The only other such deal done by Airtel and the other carriers was with BlackBerry. The handsets were priced sanely there. But the telcos then had the promise of a higher monthly revenue, around Rs 1,000 for the BlackBerry service. There's no such special service requirement for the iPhone, until 3G comes in (2009). And though they've created different tariff plans for the iPhone, the additional monthly revenue isn't comparable to Blackberry service.
I'm hoping the higher charge will also cover better service, but I don't really believe that for a minute. We're used to poor service and support. For instance try getting a spare battery or service for an expensive BlackBerry handset, and you'll know what I mean. But in India, people do expect to service phones and keep them running indefinitely, and a whole cottage industry usually fills the gaps. I expect the corner shops will change iPhone batteries too, at a price.
While Apple's skimming strategy will work for a few months, it will also ramp up a thriving gray market, where the phone will be available – unlocked – at less than half the price. And I have colleagues already calling dealers to find out when they'll stock 'cracked' grey-market models for Rs 15k, and those who've already placed orders with visitors to and from the US, after hearing the India price.
Did Nokia and the others losing sleep over the iPhone? I'm sure they did, and worked on frantic plans to counter it, and I'm equally sure that they have relaxed somewhat after hearing about the price, which puts it in a premium niche that will not make a dent in the eight-million-odd phones selling monthly.
Nokia is countering the iPhone with the N96, priced at 35k for 16GB, but with features to beat the iPhone: from a 5 megapixel, Carl Zeiss equipped camera and video recording to DVB reception (not yet available in India) and, of course, flexible storage and a swappable battery, as with most smartphones today.
But the N96 is not an iPhone, and that's where Apple scores and hopes it will skim the cream, the thousands patiently waiting for two years for the world's coolest gadget. The pricing will drop—maybe by year end, perhaps even at the Fall festive season—but well before then, you'll see iPhones in a lot of hands, young and old.

Dussehra celebrations begin in Mysore

If you are wondering when Dussehra is, 12 elephants have already begun trumpeting their arrival in Karnataka.
A huge crowd cheered them before they started from their home in Nagarhole National Park.
Gajendra, Abhimanyu, Arjuna, Sarala, Vijaya and Balarama will keep each other company when the roads are lonely. The walk is to officially ring in Dussehra celebrations in the state.
They will follow 50-year-old Balaram who will carry the 800 kg gold howdah for the ninth year in a row.
A huge tourist attraction during the festival, the elephants will train and stay in the palace courtyard.
In an effort to include tribals in the celebrations, district-in-charge and state minister Shoba Karandlaje agreed to increase the pay to mahouts and assistants to Rs 3000.
And thus, another year of the famous Dussehra celebrations has begun.

Inside Bangalore's traffic control room
The city’s traffic management centre is located in the Ashok Nagar Police Station. A lesser known fact is that it is open to the public.

Believe it or not, Bangalore does have a traffic control room. It is called the Traffic Management Centre and is situated on the first floor of Ashok Nagar Police Station. As you enter the air-conditioned room, you will see five LCD screens mounted on the wall. All of them are connected to computers. The screens show a grid of nine small screens with traffic movements captured through cameras. Any one of the junctions from the screen can be enlarged and seen in particular.
The system uses two types of cameras: surveillance cameras and enforcement cameras. Presently the city has 40 surveillance cameras put on various junctions. Out of these, 33 are in working conditions and the others are yet to be connected. This camera is put on an eight metre-tall pole beside the traffic signals on the junctions. All the cameras are connected through cables (provided by BSNL) with the control room.
These cameras are German-made (Bosch) and can be rotated in 360 degrees to see any point on a particular junction. They are controlled by a mouse or a joy stick. The camera can be zoomed in upto 1.5 kms of distance along the road. With the help of the zooming, the number plates of the vehicles are captured.
All the screens constantly show a grid of all the different junctions and how the traffic is moving. At the same time one can also see if anyone is breaking the signals and also if the traffic constable is there on duty or not. If the constable is not seen on duty, the control room contacts him through a walkie-talkie and asks him to be on the junction. Even when the constable misses any violator, he is informed about that immediately, say the staff at the control room.
Recording violators and issuing fines

When a vehicle is seen violating the signal, driving speedily, or not following the traffic constable's directions, the surveillance cameras make a note of the vehicle (the number plate). This number is fed to an ‘automation’ computer as the police call it. This computer has all the details about all the vehicles registered under any RTO in the city. The automation computer is actually a data bank for all the vehicles that get registered in the city. This data base is updated regularly.

Once the vehicle number is fed to the automation computer it shows the address, name of the person for whom the vehicle is registered. A challan is sent to the address and the person has to pay the fine in the nearest police station or in any Bangalore One customer service centre.
Along with this there is a computer that is connected to the enforcement cameras. The watch is kept in the similar manner as of the surveillance cameras. But the enforcement cameras have a special feature by which they flash and click the images. The image then becomes a reference to find out who, when and where violated the rules. When a violation is observed, the clicked image is fed to the automation computer. For any violator, the enforcement camera clicks three images which are analysed in the control room to verify and fine the violator.
The enforcement cameras are right now only on five junctions: Devegowda Petrol Pump in Padmanabhanagar, Hennur Cross, Kamaraj Road and the Tata Institute Junction (Malleswaram). One more camera is set up in JP Nagar which is not yet in working mode. All these cameras are using a special software called called Auto Number Plate Reader (ANPR). It helps identifying number plates of all the vehicles that pass a signal.
The control room staff say that per day at least 200 violators are caught on one camera. But not all violators get a challan, because at times the camera cannot get the exact vehicle number due to technical errors.
Traffic signal control and timing
Along with the different kinds of cameras, the centre also controls traffic signals in the city. There are more than 700 traffic signals in the city and all of these are maintained, controlled and programmed by Bharat Electronics Limited (BEL). Out of all the traffic signals, 110 are under traffic police's control. Some staff from BEL are stationed at the centre and they help in programming and controlling the rest of the signals.
All these signals are connected by BSNL cables to a controlling server and each signal is fed with a programme for a day. There are three types of signal controls - fixed time signals, vehicle activated control and synchronised control.
Fixed time signals run on a fixed time programme. For example each light (red, green and amber) will remain for a specific of 40 seconds. Then whether there is enough traffic or more the signal is programmed to be on one light for the set time. If there is more traffic the signal stays for more than 40 seconds as per the requirement. It trips only once the traffic flow reduces.
Vehicle automated control is a programme in which if the signal turns green and there aren't many vehicles requiring it to stay green for 40 seconds, then after waiting for 4 seconds after the last vehicle crosses, the signal automatically trips down. The line marked as the stopping line during a signal has sensors beneath. It can recognise if vehicles are passing by or not.
Synchronised control is programmed for all the signals coming along a particular road. They are programmed to show green/red/amber one after another after a set time. In this way, if one gets a green signal at the start of the way he can get green throughout the lane and red if the person is not lucky.
Each signal is controlled from the traffic management centre and all the programmes are fed into the signals usually on daily basis. The programmes can also be changed depending on the need. All the signals are programmmed to work from 7am to 11pm. The time for how long a green signal should remain can be changed depending on the traffic flow. On an average day the signal lights are green/red for 90 seconds in peak hours and 35 seconds in low hours.
From 11pm to 7am all the signals in the city are in a blinking mode and show amber blinking. This is done keeping in mind that there is low traffic in the night. But the programme can be changed if the conditions are such.
For VIPs and critical situations
There is another function known as Hurry Call. This is usually done when VIP movement is happening or in cases of emergency. In this feature, a full road clearance is done. Hurry Call is invoked when an ambulance is found caught in the traffic, though not very often, according to Sudhir R, Sub Inspector of Police.
The traffic management centre also has other rooms with staff keeping an eye on other traffic variations through walkie talkies. These control rooms are in direct contact with all the police constables on each signal and help them if they are stuck.

There is a manned helpline room where all of us can call when we are either stuck in traffic or if we see an accident happening and want immediate help. The main toll free helpline number is 103 for all traffic matters.

25588555There is a second helpline, 25588444/555, which is a connected to a Telephone Voice Recording System (TVRS), which is a computer connected to the telephone lines. A caller is asked to leave his message and the message gets recorded. This system can be used when the caller does not wish to disclose his/her identity or when the 103 number is unreachable or busy.
The helpline gets more than 200 calls a day on the toll free number (out of which 50 per cent) are bogus calls, and the TVRS service on an average gets 20 calls a day and all of them are genuine, according to control room staff. The helpline numbers gets feedback calls from citizens as well, after a problem or issue is resolved or addressed, say staff. ⊕

Get an iPhone on credit
Personal loans and auto loans are passé. Enter iPhone loans, which are set to provide the money for the aspirational handset that has been making waves the world over.
Vodafone and Bharti Airtel, which are set to introduce this next generation cell phone on Friday, have tied up with ICICI Bank, Axis Bank and Barclays Bank to provide finance to customers who are planning to buy the iPhone but can’t afford it immediately.
“As per the arrangement, customers who hold a credit card of any of these banks can avail iPhone without any down payment and at a rate which will be significantly below the interest rates charged for credit cards or personal loans,” said a top official working with a leading telecom service provider who did not wish to be named.
For instance ICICI Bank offers personal loans that range between 9.8 per cent and 15.5 per cent per annum. However, finance for the iPhone would be available at a significantly lesser interest rate.
“The amount can be reimbursed in 6 to 12 months equated monthly installments (EMIs),” said an official who has direct knowledge of the deal.
However, spokespersons of both Airtel and Vodafone declined to comment on the issue.
A top ICICI official confirmed that the bank has agreed to offer a credit facility similar to ones available for any high-end product in the market. “This could be similar to the credit facility that we are currently offering in the consumer finance space,” the official said.
The move to provide credit facility is being seen as a step by operators to nullify the hefty price tag under which the phones are offered in India.
“In the US, the operators are giving subsidies to increase the usage and the attraction is the price tag. You need to have a price advantage while you market this in India,” said an industry analyst. “However, you cannot compare India and the US as both are two different markets.”
Vodafone and Bharti Airtel are marketing two categories of iPhones at Rs 31,600 and Rs 36,000 in the Indian market.
iPhone has third generation mobile telephony features and is twice as fast compared with existing mobile phones. The phone also has an in-built GPS system that facilitates as a navigation and positioning tool.
According to analysts, the iPhone is a high-end luxury phone and is not sold on credit. “Here it will take time to test how the market will react to it. We need to wait and watch up to what extend this could be received,” said Nishna Biyani, telecom analyst with the city-based brokerage firm, Prabhudas Leeladhar.
