Navy chief meets Finance Minister on anomalies in 6th Pay Commission

New Delhi, Sept 11, 2008: After meeting Defence Minister AK Antony and Prime Minister Dr Manmohan Singh Indian Navy chief Suresh Mehta met Finance Minister on the issue of anomalies in the 6th Pay Commission.

The Navy chief has been campaigning for ending the anomalies that have crept in the pay structure of mid level armed forces officials viz a viz civilian officials.

The Navy Chief Admiral Suresh Mehta is not alone in taking a firm stand on the issue, Indian Army chief and Indian Air Force Chif too have voiced concern against the anomalies, reasoning that it will severely affect the morale of the armed forces if its officials were discriminated.

The Navy chief’s meeting with Finance Minister P Chidambaram and Prithviraj Chavan in the Prime Minister’s Office (PMO) is seen as taking the issue further forward. Earlier finance ministry had discounted any possibility of the revision in the Sixth Pay Commission. The revision will entail an extra expenditure of more than rupees 250 crore.

The three main issues are alleged disparities in the pay structure of officers of rank of Lieutenant-Colonel and equivalent in the armed forces vis-à-vis their civilian counterparts in the bureaucracy, disparities in grade pay between armed forces officers and their civilian counterparts and creation of a separate higher administrative grade plus (HAG plus) grade which, armed forces officers say, accentuates disparities in pay structure.

The main grouse of the forces revolves around the fact that the ‘‘extant parity’’ of Lt-Colonel rank officers has been lowered by retaining them in Pay Band-3 (Rs 15,600-39,100), while raising similarly placed civilians and paramilitary officers to PB-4 (Rs 37,400-67,000). The forces have also sought restoration of parity in grade pay for lower and middle rung Service officers with their civilian counterparts, who are going to get more as per the new pay scales.

Lieutenant colonels make a large number of Army officers and their equivalent in Navy and Air Force. Reports say that the additional cost of placing such officers in the higher pay band will work out to Rs 230 crore annually.

The armed forces chiefs are worried that he anomalies in the pay structure of armed forces officials viz a viz civilian officials can deter many bright young men from joining the armed forces in the future.

Even now there is a big gap of officials in the armed forces and the gap is increasing. The sort of talent that the army requires at officers level can easily get several time higher pay package than they actually get in the armed forces in India.

Former armed forces chief General (Rtd) NC Vij had criticized the original Sixth pay recommendations calling it inadequate. In a letter written to Prime Minister Dr Manmohan Sigh he had said, “ As a former chief, I feel morally duty-bound to bring this fact to the notice of the Hon'ble Prime Minister in my personal capacity. I take heart from the fact, that it is under your leadership, that, in my tenure, the government went for a major improvement in the 'operational posture by sanctioning South Western Command and 9 Corps HQs with full complements and also for some restoration of self esteem of the young officers through addressing their delayed promotions-cum-service conditions, by approving Part 1 of Ajay Vikram Singh Committee report'…If this had been followed up, through a balanced PCR and implementation of Part II of the 'AVS Report', things would have reasonably improved, but unfortunately the very opposite has happened.”

Stressing on the plight of army personnel he further said, “Sir, you yourself hail from a state, which has traditionally produced soldiers. You would have often wondered, as to why a supremely fit jawan/JCO who retires at the young age of 42-48, ages and grows old so fast. It is because he has no resources to fall back upon to ensure a decent living for his family after his early retirement. This problem gets further accentuated with the constraints of even poor farming conditions. Why should a soldier retire at this early age (other services serve upto 60 years) and why this man who has served the Nation so valiantly not be given a second career by way of 'lateral transfer', which alas will never come about”.

PUNE: Come September 22 and a team of eight Armymen from the Southern Command will set out for an expedition to inspire the country's youth to join the Indian Armed Forces and serve their nation.

Setting a fine example, four officers and four soldiers, will cover a distance of 4,500 km on their motorbikes, educating people about the benefits offered in the sixth pay commission.

The expedition named Golden Katar Motorcycle Expedition will commence from Pune on September 22 and will traverse the eastern and the western Ghats, touch the southern-most tip of the country and finish here. The expedition will go via Panaji, Kannur, Kanyakumari, Rameshwaram, Punducherry, Chennai, Ongole, Visakhapatnam, Vijaywada, Hyderabad, Nanded, Aurangabad and back to Pune.

Talking to TOI, Captain Sagar Pushpa, the expedition's team leader said that majority of the youngster today choose courses in management and information technology despite the fact that the Army now offers good salaries and there are a lot of added benefits. "Also, working with the armed forces gives you a great sense of satisfaction that you are serving your nation."

He pointed out that the sixth pay commission has changed things for better as far as monetary gains are concerned. "During the tour we will emphasis on this aspect," he said, adding that they are looking forward to tapping, both the rural and the urban talent.

"Hence, we will not only stop in cities and towns, but also villages. We will educate the youth about the various channels to join the armed forces, like the National Defence Academy, Combined Defence Services, College of Military Engineering, Armed Forces Medical College and Officers Training Academy," Pushpa said. Youth will be sensitised about the Short Service Commission and other special initiatives by the armed forces.

"The participants of the rally have been chosen in such a manner that communicating with people in local language would be possible. The group has Armymen who know Tamil, Telugu, Marathi and other regional languages," Pushpa said.

The tour's second motive is to foster the spirit of adventure among Armymen. This army motorcycle expedition is dedicated to the very spirit of brave soldiers who have made supreme sacrifices during various operations.

As many as 450,000 employees of the MP government today went on strike in protest against the state cabinet decision to approve interim relief instead of implementing sixth pay commission recommendations, as have been promised by Chief Minister Shivraj Singh Chouhan.

Though Madhya Pradesh is the first state to revise pay scales in accordance with the pay commission recommendations, it has asked for “rationalisation” from the pay commission.

The state cabinet yesterday approved 20 per cent interim relief to employees by merging their basic pay and grade pay.

“We want to rationalise pay recommendations since there are differences in central and government grades for similar posts. The number of central government employees in various grades under similar pay-scale is low than those in state government,” Raghavji, State finance minister, told Business Standard, adding, “We have approved interim relief to pay some cash relief to our employees with immediate effect, in view of the coming festive season. We have demanded rationalisation in lower and higher grade pay-scales from the pay commission and hope that a final decision will come soon. We also hope that employees will withdraw their strike.”

The central government recommended pay scale is Greek to many employees. For example a sub-inspected in police department and inspector will get the same salary after implementation of recommendation of the sixth pay commission.

Similarly an upper division clerk and section officer in a department will draw the same salary if state government implements the recommendations. “This will make the promotion procedure in various departments typical and will disturb the discipline among employees,” Raghavji said.

The state has approximately 1.5 lakh employees under Rs 5,500-8,800. After revision, this scale will be converted to Rs 9,300-34,800 and bring many a senior employees like tehsildar, inspectors and sections officers at par with their subordinates.

“How will we motivate employees if they do not have promotion chances,” Raghavji said.

Further higher grade employees, more than one lakh in number, are under Rs 1,200-16,500 scale. These employees have been recommended only 20 per cent hike while higher rank officials (additional directors and directors of various departments under Rs 14,300-18,300 and Rs 16,400-20,000 have been recommended a hike of 50-60 per cent.

“We have demanded to rationalise the lower pay scale for high rank officials,” the minister said further.

The State government has also demanded 50 per cent contribution from the pay commission. At present the state has to shell out Rs 2,500 crore more from state kitty to meet Rs 12,500 crore pay burdens. After a final decision the state will have to arrange another Rs 100 crore.

Bhopal, Sept 10: Leader of Opposition in State assembly Jamuna Devi met Chief Secretary Rakesh Sahani in the Secretariat on Wednesday and appealed to implement sixth pay commission akin to the Central Government. She submitted a memorandum to the Chief Secretary in this connection.

Leader of Opposition has demanded in the memorandum that sixth pay commission should be made effective in the State from January 1, 2006 and from September 1, 2008 benefit of increased pay-scale should be given. She reasoned that from January 1, 2006 to September 1, arrears should be given in two instalments and the first instalment should be given before Diwali.

Leader of Opposition in State assembly maintained that State government has betrayed the employees by not implementing the sixth pay commission of Central Government and announcing interim relief. Reacting to the cabinet decision of giving interim relief she opined that Chief Minister Shivraj Singh Chouhan has failed to stand by his word.

She reasoned that Chief Minister had made announcement of giving sixth pay commission to State employees from September 1 but instead of sixth pay commission now only interim relief is being given.

Secretariat Employees Association

Meeting of all the organisations related to Chatva Vetanman Sanyukt Sangarsh Morcha concluded in the office of Secretariat Employees Association. It was decided in the meeting that all the big employees' organisations of the State should exhort its district office-bearers and departmental office-bearers to continue their agitation till recommendations of the sixth pay commission are implemented.

MP Secretariat Government Officers Employees Association president OP Gaur State general secretary of MP Government Officers/Employees Public Welfare Association, RC Gupta maintained that State employees have been forced to proceed on agitation by not sanctioning sixth pay commission akin to Central Government employees. All the employees of Secretariat stopped the work of Secretariat on Wednesday and staged agitation in front of Secretariat.

MP Semi-government officers, Employees Public Sector Undertaking

A delegation led by MP Semi-government officers, Employees Public Sector Undertaking State president Arun Verma and Heralal Sahu of MP Co-operative Employees Association met Finance Minister Raghav Ji for fulfillment of the demands of employees of Corporations, Boards, Co-operative societies, Co-operative Banks etc.. Their main demand was to implement sixth pay commission, increasing the retirement age, reinstatement of daily wagers.

MP Karamchari Congress State president opined that State Government has deceived the employees by not implementing sixth pay commission.

MP Karamchari Mahasangh, employees of civic bodies of the State, Government Officers Employees Association and Chatwa Vetanman Sangarsh Samiti have also demanded that employees of the State should be given benefits of sixth pay commission.

In this connection about 50000 teachers and school teachers on contract took out a mammoth rally which was stopped at Neelam Park by administration where this rally assembled.
