Bollywood’s bad boy is been given an enormous amount of Rs 150 crores for his upcoming flick Veer, the story of which has also been jotted down by the actor himself. This is the highest ever sum paid to any actor in the Bollywood industry. Sohail and Mithun Da would also be seen sharing the screen space with Salman.

Puducherry, Sep 2 : Teachers of government educational institutions here would boycott the Teachers Day celebrations here on September 5 and picket the venue of the official function to protest non-settlement of their demads, the Federation of Puducherry Government School Teachers Association today said.

The government had been dragging its feet to settle a number of demands, including promotion and amendment of recruitment rules, put forth by the school teachers, college lecturers, President of the Federation P Lakshmanasamy told reporters here.

He alleged that officials were totally indifferent to the welfare of the teachers and hence as part of efforts to intensify the agitations the teachers would picket the celebrations of Teachers Day and would also boycott the function that day. - Agencies

New Delhi, Sept 2 (PTI) The Armed Forces have communicated to Defence Minister A K Antony that they were "unwilling to implement" the Sixth Central Pay Commission (CPC) report without "anomalies" being removed to restore their status and parity of pay scales.
"A high level delegation from the Chiefs of Staff Committee (COSC) made a presentation to Defence Minister A K Antony and top officials on anomalies, as introduced in the notified CPC report for officers, though it expressed satisfaction over the pay hikes for personnel below officer rank," Defence Ministry's top sources said here today.

After witnessing the presentation, Antony was quoted as assuring the Armed Forces that he would take up "the anomalies" with the government and get them addressed, sources said.

The presentation comes in the wake of Chairman of COSC and Navy chief Admiral Sureesh Mehta meeting Antony on Friday evening just hours before the CPC report was notified seeking to stop the government order as "the anomalies" were not removed.

When Mehta was on a visit to Japan and South Korea early last week, then acting Chairman of COSC and IAF chief Air Chief Marshal Fali Homi Major had written to Antony pointing out that the extant parities of Lieutenant Colonels and their equivalents in the Navy and Air Force were lowered by retaining them in Pay Band-3, while raising similarly placed civilian and paramilitary officers to Pay Band-4. Following the notification of Sixth Central Pay Commission (CPC) for Central Civil Employees, the government of India on Monday issued the improved 6th Pay Panel recommendation for the officers of armed forces in a move to implement it on September 01, 2008. But the army officers are not pleased with this notification and top level officials of all the three wings are reportedly considering to meet Defence Minister A K Antony to again review the 6th CPC report.

The Ministry of Defence has accepted the recommendations of Sixth CPC and for implementing it on time, it has issued the notice on Monday. The move of issuing notification refers the move of salary fixation that would be implemented from this month and would come into effect from January 01, 2006.


The Defence Ministry has accepted the modified format of new pay revision that would be 1.86 times more on basic salary while Sixth CPC has recommended it to implement with the multiplication of 1.74. The Defence Ministry has also accepted to distribute arrears in cash in two parts: 40% in this fiscal while 60% in the next fiscal. The recommendation of hiking annual increment from existing 2.5% to 3% has also been accepted while the rates of Special Forces Allowance for Army and Air Force has been equated with Navy's Marine Commando Allowance.


The government has also rejected the same recommendation that it had done in Central employee pay recommendation including flexi hours for women and disable persons, restricting to only three government holidays and Liberal 'severance package' for those employees who want to leave service without pension with more than 15 years but less than 20 years service.

But, the armed officials are not happy with all and want further rectification in the modified salary structure. They are arguing that Sixth CPC recommendations have enhanced the inequality between the salary structure of civil officials and the defence officials especially the mid-level officials whose ranking is considered equivalent to any Indian Administrative Service (IAS) officials.

As per defence officials, Majors and Lieutenant Colonels who were at equivalent salary scale of Rs.15,100 in the fifth CPC recommendation would now get Rs.11,000 less from the IAS officers. Moreover, the Lt General second highest ranked army officers who command over 40,000 troops will get less salary than the Director Generals of Printing, Stationary and many more who have no operational role.

The mid-level of army officials like Majors, Lieutenant Colonels that are nearby 25,000 in all wings of defence are considered as cutting edge of forces.

According to sources, Army Chief General Deepak Kapoor, Naval Chief Admiral Sureesh Mehta and Air Chief Marshal F H Major are considering to meet the defence minister to revive it once again before imposing this ‘disparity’ pay scale.

Sanjeev Nanda, grandson of former Naval Chief S M Nanda, was on Tuesday convicted by a Delhi court for mowing down six persons in the nine-year-old BMW hit-and-run case and can face a ten-year prison term.

"Sanjeev Nanda, I hold you guilty under Section 304 (Part II) (culpable homicide not amounting to murder) of the IPC," Additional Sessions Judge Vinod Kumar pronounced in a packed court.

The quantum of punishment will be pronounced on Wednesday.

The court also convicted three others - businessman Rajeev Gupta and his two employees Bhola Nath and Shyam Singh -- for destruction of evidence as they had washed the bloodstains and victims' flesh pieces from the offending vehicle.

Nanda, 30, was found guilty of mowing down six persons, including three policemen in the wee hours on January 10, 1999 in the Lodhi Colony in south Delhi.

Manik Kapoor, a friend of Nanda, who was in the vehicle at the time of the accident, was acquitted.

"Convicts Nanda and others be taken into custody," the court ordered, leaving Nanda's father Suresh Nanda, mother and grandmother in tears.

The Section 304 (Part II) of the IPC is applied in a case where an accused commits an act with the knowledge that it is likely to cause death but without any intention to cause death. The provision prescribes a maximum prison term of 10 year or fine or both as punishment.

Nanda, sporting vermilion on his forehead, entered the courtroom around 12.15 pm along with his grandmother, Gyatri Nanda, father and sister Sonali to attend the crucial proceedings on the verdict day.

His family members were left shocked as the court pronounced him guilty under a penal provision, which carries a maximum punishment of 10 years.

Tears welled up in the eyes of Nanda's relatives and well wishers as soon as the judge delivered his judgement. Nanda's advocates also tried to consoled him.

His relatives, however, refused to comment on the conviction and looked on in disbelief as Nanda, who was out on bail till today, was taken into custody by the police for being taken to Tihar jail van.

On the contrary, Public Prosecutor Rajeev Mohan expressed satisfaction over the outcome of the case, which hinged on the circumstantial evidence.

As many as two eye-witnesses, including the sole survivor of the incident Manoj Malik, had turned hostile and claimed that it was not a car but a truck that had caused the incident.

Two Delhi Police constables -- Ram Raj and Peru Lal -- and one CRPF constable, Rajan Kumar, and three others -- Mehdi Hasan, Nazir and Ghulam -- were killed after being hit by the speeding BMW in the wee hours of January 10, 1999.

Imputing motives on Nanda, the prosecution had claimed that the accused, after hitting the victims, had stopped the vehicle, descended from it to assess the damage and driven away despite knowing that some the victims were entangled under the car and were crying for help.

"The intention to indulge in such an act which could result into the death of the victims was writ large when Nanda deliberately fled away from the spot," Mohan had said in his final arguments.

The defence, however, had opposed the prosecution saying that it was just a case of accident and Nanda could at best be convicted under Section 304 A of the IPC for causing death by rash and negligent act which carries a two-year jail term.

The trial in the case had seen many twists and turns with Sunil Kulkarni, a key eye witness, who was earlier dropped as prosecution witness after being condemned as "won-over" and being summoned last year again as a court witness.

Continuing with his flip-flops, Kulkarni though named Sanjeev Nanda as one of occupant but stopped short of saying that the accused was in the driving seat at the time of the accident.

Meanwhile, a sting operation was telecast on May 30 last year showing collusion between senior defence counsel R K Anand and prosecutor I U Khan, prompting the Delhi High Court to take a suo motu cognisance a day later.

The High Court had on August 21 convicted both the lawyers for obstructing administration of justice and as a punishment debarred them from appearing in courts for four months.

Expressing dissatisfaction over the verdict, Nanda's counsel Ramesh Gupta said "Now, you (intending towards media personnel) might be feeling elated as the acquittal of Nanda would have meant travesty of justice."

As a distraught Nanda took up the procedural formalities that follow a conviction, his father Suresh Nanda, an arms dealer, told reporters that they would look into the judgement before saying anything.

Sanjeev's friend Manik, who was acquitted of all the charges, was seen crying inconsolably. "My friend Nanda was also innocent," he said.

New Delhi, September 1:: Low-cost carrier SpiceJet Ltd said it does not plan to cut air fares even as jet fuel prices in the domestic market were slashed by 16 per cent from Monday.

Shares of SpiceJet, which has a tenth of India's domestic passenger market, rose more than 6 per cent to 29 rupees and were trading at 27.85 rupees at 12:06 p.m. while the benchmark BSE index was down 1.9 per cent.

SpiceJet's rival Deccan Aviation was up 5.2 per cent and Jet Airways was up 4.1 per cent.

"We need at least 2-3 months of stability of prices before we go back and revise. As of today, we are not doing anything," Partha Sarathi Basu said.

State-run Indian Oil Corp cut domestic jet fuel prices by 16 per cent with effect from Monday as international crude oil prices have fallen by a fifth from an all-time high of over $147 a barrel in mid-July.

Domestic jet fuel prices, among the most expensive globally due to high-level of taxes, constitute up to 45 per cent of an airline's operating costs and are more than 56 per cent up from September last year.

SpiceJet on Friday said it posted a 1.02 billion rupees loss for the April-June quarter hurt by high jet fuel prices.

Centre for Asia Pacific Aviation (CAPA) said July-September would be the worst quarter in the financial year for all airlines due to low passenger traffic and high costs of operation.

"Airlines would do wise not to reduce the fares but continue to look at dynamic fare regime, which allows some bucket of lower fares in the market place," Kapil Kaul, CAPA's chief executive officer, Indian subcontinent and Middle East, said over the telephone.

SpiceJet's Basu said he expects the load factor, a measure of filling planes, which dropped to 61 per cent in August from 70 per cent a year ago, to pick up in the coming festival months of October and November.

"Next three months is the season for us. We expect the load to be back to 70 per cent," he said.

myYearbook was initially created by two high school students, David and Catherine Cook, and their older brother Geoff, during

Spring Break of 2005. Catherine persuaded Geoff, who founded EssayEdge.com and ResumeEdge.com from a Harvard dorm in 1997, to

On 13-Mar-08 morning I found that a sum of Rs.38000.00 was unauthorizly transferred from my HDFC a/c to another HDFC a/c #03941140044680 who’s a/c name was given as Manuram Basumatari through third party transfer facility using my netbanking. Immediately I call HDFC Bank and filed phone complaint and the complaint number is 204470186. During my complaint the bank people said that the amount was not yet credited into the his a/c, but they did not take action to stop the transaction rather they asked me to come in person and give written complaint. Next moment I went to bank and given them written complaint and I asked them whether they have stopped the transaction or not but there reply was that guy has already withdrawn the money from his account which is absolutely bank’s lack of service.I was so tensed and shocked to hear that.

Next day myself and my wifewent and spoke with the branch manager MR.VENKATESWARAN for nearly 45min. He called that guy and asked him to deposit the amount within an hour for what that guys said he will do it, but till today I did not get the amount. Then the branch manager said there are only 2 possible was for this to happen either I should have accessed some phising *****s or I would have given my username and password to someone. I strongly disagree with the above 2 options because I am also a software engineer working in software field for more than 9 yrs so I know the importance of username and password and I am 200% sure I did not access any phising *****s because I know what phising *****s are.

What ever I was telling the manger was not at all bothered to take to his ears rather he harassed me asking me to accept that I accessed phising *****s, he asked to to accept so that I will get back my money, since I don’t want o fight with him I stayed calm, in the meantime my wife became very dizzy and she was about to faint and was crying , on seeing this the branch manager wanted to somehow get us out of the bank so he said ‘Don’t worry sir you will SURELY get back your money and I gaurentee for that. He insisted me that he can claim insurance and get back my money with a week or 10days. So on hearing that myself and my wife was much relieved and came out of the bank. Only today I came to know that only because he wanted us both to get out of the bank he was giving all false information.

Next day we went and filed a CSR complaint at J5 Police station,Shastri Nagar, Adyar for the lost money. Station Inspector immediately called the branch manager and enquired for which the manager replied that he will take care and will return the money through insurance with a week or 10days, so 2nd time he gave assurance that through insurance he will get back my money. So I stayed calm for next 10days and after that I started to followup again.

During followup I came to know that banks risk department will take of these fraud cases so we both went to HDFC Bank, Nelson Manickam Road and met Mr.Gururajan Sampathkumar who was handling my case and discussed with him. He strongly said there is no such insurance for net banking and he don’t know why the branch manager told like that, he said we will get our money only if the guy is caught , on hearing this me and my wife were so (no words to say…..). After that we understood that the manager purposely gave false information about the bank inorder to get us out of the bank. After that we came back home.

Next day from my office I called one Mrs. Kavitha Krishnamachari working in HDFC headoffice located at ITC building in Mount Road and told her my story and that the HDFC besant branch manager told me about getting my money through insurance and I wanted to confirm that, she asked me to call after 30min, when I called her after 30min she said she spoke with the branch manager Mr.Venkateswaran and that told me that he never used the word Insurance to the customer. This again aggrevated our confidence about the branch manager who hold such a responsible position. After that we clearly understood that the manager is not a reliable person. I think he should not be in that position if he is that type of a guy who give false information to his customers in order to protect himself , he does nto know that he is spoiling banks reputation.

On 04-APR-08 the inspector of police called the branch manager and asked him the status for which the manager does not give him any responsible or proper reply and inspector told me that the branch manager is not even trying to initiate any anything from his side, he blindly trying to save his bank and he says that the customer lost his money because he leaked out his password, inspector also said the manager does not take any steps to solve this problem and he is not ready to do anything for you.

Myself, my country manager, my finance manager used to sending *****s after *****s to the manager to get the status but he never replied even once, my finance manager also said the manager has never replied even official *****s because he don’t want to keep any ***** records.

Tommorrow 15-APR-08 I am filing FIR with Adyar Police station based on the complaint I gave at the commissioner office, I don’t who else can help me in this regard.

I am a ordinary salaried person so this is very high amount for me I cannot afford to keep calm so I am trying my best to retrive my money.

After this most of my office colleague have already disabled third party account , infact they are afraid of continuing with the bank. I think my company is thinking whether to continue the salary accounts with this bank or change to someother bank which again is a big black mark for the bank.

Yesterday I came to know about the RBI Ombudsman so immediately I called 044-25399170 and spoke, they asked me to send mails to bochennai*rbi.org.in, based on this I am sending you all the details .I think this is the last hope for an ordinary citizen like myself. On Friday, some banking stocks rallied pretty hard on expectations that rates might be easing off.


However, KC Chakrabarty, CMD, Punjab National Bank, believes that if the Sixth Pay Commission’s recommendations are implemented there may be some more liquidity in the market, which would result in further CRR hikes. He also sees some repo rate hikes but does not see banks increasing interest rates immediately.


Excerpts from CNBC-TV18’s exclusive interview with KC Chakrabarty:


Q: What could we expect from RBI at the next meet, could we see any pullback in the stance that they have had so far?

A: I don’t think anything will happen. It is too early. If the recommendations of the Sixth Pay Commission are implemented, it will result in more liquidity being infused into the market. So, there maybe further CRR hikes to rein in this liquidity, but I don’t think rates are going to be eased off so early.


Q: Do you expect repo rates to go up from here because a lot of market participants feel there could be another 50 bps tightening of the repo rate?

A: It may happen, but this would not result in banks raising their interest rates. Banks have already factored in a repo rate hike. They need not go in for another interest rate hike for at least another 5-6 months. If there is a 25-50 bps repo rate hike, banks may not increase their lending rates immediately, but there may be a hike in deposit rates so as to encourage people to save in this difficult market.

Q: If deposit rates go up some more, do you expect some squeezing of net interest margins if you are not inclined to pass down those rates?

A: A 50 bps increase in CRR or a 25 bps hike in the repo rate will not affect margins by more than 10-15 basis points. We will be able to achieve our targeted net income growth despite the pressure. Banks may not unnecessarily tamper with interest rates at this juncture. However, if the CRR increases by another 100 bps, then we may have to rethink.

Q: There are some reports which suggest that the demand for housing sector has scaled back quite significantly. What kind of credit growth do you think banks can maintain? Will it get closer to the RBI’s target of 20% or will it remain above the 25% mark?

A: Credit growth has to come down. If banks are unable to achieve 20% credit growth, RBI should take Monetary measures to bring it down to that level. Credit growth should stabilize at around 20-21%. It may be little more than 20%, but it cannot be more than 25%.


Q: The bond market has moved quite interestingly. The bond yield went up to 9.5% and now the benchmark yield is down to 8.7%. What is that signalling and where do you think yields are headed?

A: I don’t think 8.7% on bond yields is sustainable with this interest rate structure. When bond yields had gone up to 9.5%, many investors built up their bond portfolio believing it was a good rate for the next 10-15 years. However, credit demand in the pipeline was a bit more and people therefore tried selling out. That is why this has happened.


Bond yields will stabilize around 9%. A correction in bond yields is not possible unless inflation comes down.

New Delhi, Sept. 2, 2008: Following Sixth Pay Commission notification new pay scales for officers of the armed forces have been announced by the defence ministry. The new pay bands and pay scales are announced at a time when armed forces officers have been criticizing the sixth pay commission recommendations.

They have called the 6th Pay Commission recommendations for the armed forces officials as discriminatory. Armed forces chiefs including Navy and Indian Air Force chiefs have demanded that the anomalies in the pay commission recommendations be rectified.

Armed forces officials say that instead of reducing the disparity, the Sixth Pay Commission has increased it even further.

They say that before the Sixth Pay Commission came into vogue, IAS officers equivalent to Majors, Lieutenant Colonels all were on same pay-scale of Rs 15,100, but it has changed after the pay panel’s recent recommendations were implemented.

Now after pay panel’s recommendations IAS officers will earn Rs 11,000 more as basic pay.

According to the new pay scale services chiefs will get Rs 90000 as fixed salary while vice chiefs will get Rs 80000 as consolidated emolument.

New Delhi, Sept. 2, 2008: The disparities in 6th Pay Commission has left officials in armed forces very unhappy. It is not just junior level officers who have been voicing discontent over the anomalies and disparities between civilian and armed forces pay package, even top echelon of armed forces has come forward to voice concern regarding the anomalies.

There are news that armed forces bosses are so much worried over the disparities that there is talk as to whether armed forces should accept implementation of new pay package for armed forces officers.

The bosses in armed forces are worried that disparities between them and their counterparts in the bureaucracy and paramilitary forces will discourage young people from joining the armed forces including army, navy and air force.

Reacting to the government's notification of the new pay packages Monday, sources said the Chief of Staffs Committee had taken the matter seriously and apprised defence minister A.K. Antony about the disparities.

Officers in armed forces are concerned over the raw deal given to Lt-Colonels and their equivalent ranks in IAF (Wing Commander) and Navy (Commander). They are the mainstay of the fighting forces and a small mistreatment can make them feel neglected.

Earlier Air Chief Marshal Fali H. Major in a letter addressed to Chairman of the Chiefs of Staff Committee and the Indian Navy chief had said, “The finance ministry is introducing yet another anomaly by lowering the extant of parities of officers of the armed forces, of the Lt. Col. (and equivalent), by retaining them in pay band-3, while raising similarly placed civilian and paramilitary officers to pay band-4”.

IAF chief had said that “It is reliably learnt that civilian and paramilitary officers in the extant pay scales S-24 (Rs.14,300-400-18,300) and S-25 (Rs.15,100-400-18,300) will be placed in pay band-4, whereas the same is being denied to the armed forces officers (Lt. Col. and equivalent) who were already in S-25”.

Former armed forces chief General (Rtd) NC Vij had criticized the original Sixth pay recommendations calling it inadequate. In a letter written to Prime Minister Dr Manmohan Sigh he had said, “ As a former chief, I feel morally duty-bound to bring this fact to the notice of the Hon'ble Prime Minister in my personal capacity. I take heart from the fact, that it is under your leadership, that, in my tenure, the government went for a major improvement in the 'operational posture by sanctioning South Western Command and 9 Corps HQs with full complements and also for some restoration of self esteem of the young officers through addressing their delayed promotions-cum-service conditions, by approving Part 1 of Ajay Vikram Singh Committee report'…If this had been followed up, through a balanced PCR and implementation of Part II of the 'AVS Report', things would have reasonably improved, but unfortunately the very opposite has happened.”

Stressing on the plight of army personnel he further said, “Sir, you yourself hail from a state, which has traditionally produced soldiers. You would have often wondered, as to why a supremely fit jawan/JCO who retires at the young age of 42-48, ages and grows old so fast. It is because he has no resources to fall back upon to ensure a decent living for his family after his early retirement. This problem gets further accentuated with the constraints of even poor farming conditions. Why should a soldier retire at this early age (other services serve upto 60 years) and why this man who has served the Nation so valiantly not be given a second career by way of 'lateral transfer', which alas will never come about”.

Reports say that out of total 54,770 officers in the armed forces, almost 19,000 are Lt-Cols. These include 11,187 in the Army, 4,216 in IAF and 3,528 in Navy.

Income-tax staff miffed by poor pay revision by Sixth Pay Commission headed by Justice Srikrishna resorts to Gandhigiri.

If Justice B N Srikrishna finds the postman ringing his doorbell again and again and again in the next few days, here's why: nearly 50,000 staffers of the Income-Tax department, upset by what they say is poor pay revision by the Srikrishna-led Sixth Pay Commission and inspired by Lage Raho Munnabhai, have decided to send one lakh 'Get Well Soon' cards soon to his Chembur residence to register their protest.

Their card, inspired by Sanjay Dutt's Gandhigiri towards Boman Irani, carries a graph showing the discrepancy in the salary revision for I-T officers of Grade I and other grades and simply says, in big, bold letters, "Respected Justice Srikrishna, Get Well Soon!" At the bottom, right, is a slot for every employee to write his 'name' and 'designation' before dashing off the card.

Though for now, the card will go out from members of the Income-Tax Gazetted Officers Association from Mumbai circle, who came up with the idea, the Association has also appealed to staffers in other government departments to send similar cards.

“Some staffers will present the card to Justice Srikrishna personally by visiting his residence on May 1,” Rajesh Menon, all-India general secretary of the Association said.

Justice Srikrishna, who led the panel carrying out the unenviable task of recommending revised pay scales for government employees, submitted his report this month. The report has received criticism from most sections of government employees.

The I-T Gazetted Officers Association’s complaint is that while the report recommends a 39 per cent to 81 per cent hike for Pay Band-4 officers of the I-T department, Pay Band-1, 2 and 3 officers have been recommended a hike of 15 to 41 per cent.

The common complaint of government staffers is that the report is skewed in favour of IAS officers.

An I-T official who did not wish to be named said, “IAS officers have got the best out of the Sixth Pay Commission as they stand to get basic pay ranging from Rs 39,000 to Rs 67,000 while all other officers right from entry to senior level are placed in a lower bracket.”

Following opposition from government employees, the government has formed a high-level committee to look into the Panel’s recommendations and suggest corrective measures.

New Delhi: The sixth pay commission will be effective from September 1 and pay arrears will be accounted retrospectively from January 1, 2006. Over 50 lakh government employees will be receive an enhanced pay packet.


The armed forces personnel will gain too, with the government having notified the revised recommendations of the Sixth Central Pay Commission (CPC) three days ago.


More than one million defence personnel will be the first to benefit from the Sixth Pay Commission recommendations.


Forty per cent of the arrears will be paid in this financial year 2008-2009.


The balance 60 per cent will be paid in 2010.


Persons below officer ranks will receive Military Service Pay at the enhanced rate of Rs 2,000.


While officers of the rank of colonel and brigadier will be elevated to the major-generals' pay band of Rs 37,400 to Rs 67,000.


The much-awaited CPC proposals had received a seal of approval from the union cabinet almost a fortnight ago. The Centre amended certain recommendations of the Justice Sri Krishna-led Pay Commission. The commission had submitted its report to the government on March 24 this year.

NEW DELHI: Unbridled anger is brewing among the officers of the armed forces against the Centre for notifying the Sixth Pay Commission without taking into account their demands for restoring parity with their civilian and paramilitary counterparts.

With the officers raising their voice against the ‘‘mischievous bureaucratic design to cheat us once again’’, sources said the chiefs of staff committee, comprising General Deepak Kapoor, Admiral Sureesh Mehta and Air Chief Marshal F H Major, may even take up the issue with the government once more in a last-ditch effort.

The main grouse of the armed forces is that a ‘‘raw deal’’ has been given to Lt-Colonels and their equivalent ranks in IAF (Wing Commander) and Navy (Commander), the ‘‘cutting edge’’ of fighting formations, squadrons and warships.

‘‘The extant parity of Lt-Col rank officers has been lowered by retaining them in Pay Band-3 (Rs 15,600-39,100), while raising similarly placed civilians and paramilitary officers to PB-4 (Rs 37,400-67,000),’’ said an officer.

Lt-Col rank officers, incidentally, constitute the major bulk of the officer cadre in the armed forces. Of the 54,770 officers in the 13-lakh strong armed forces, almost 19,000 are Lt-Cols. These include 11,187 in the Army, 4,216 in IAF and 3,528 in Navy.

‘‘Civilian and paramilitary officers who were in a lower pay bracket and were hitherto drawing lesser pay as compared to Lt-Cols will now draw a higher basic salary in the running pay band,’’ said the officer.

Said another officer, ‘‘Lt-Colonels, for instance, will now be drawing Rs 14,000 less than director-level IAS officers and Rs 11,000 less than directors from other civil services. This is gross injustice.’’

The forces are also aghast at the government notification placing all directors-general of police and their equivalents over Lt-Generals by the creation of a new ‘‘higher administrative grade-plus’’.

‘‘The salary of DGPs has been fixed higher than Lt-Generals to further increase disparity. Till the Fourth Pay Commission, all DGPs were a rung lower than Lt-Generals. The Fifth brought the two on par,’’ said a senior officer.

‘‘The Sixth Pay Commission had maintained them on par but the empowered committee of secretaries that went into its recommendations has quietly placed Lt-Generals below DGPs,’’ he said.

The armed forces are, however, ‘‘satisfied’’ that most of the demands raised in connection with jawans, NCOs and JCOs have been met. There will be a 50% to 60% increase in salaries of PBOR (personnel below officer rank) as per the new notification.

The military is unhappy with the pay hike cleared recently. And the discontent is so high that over the last couple of days, all three service chiefs have met the Defence Minister to ask for a review.

The cause of worry is the morale of about 25 thousand mid-level officers.

Before the Sixth Pay Commission report, IAS officers equivalent to Majors, Lieutenant Colonels all were on same pay-scale of Rs 15,100.

But after the report, IAS officers will earn Rs 11,000 more as basic pay. Due to this, strong resentment is brewing among Majors, Lt Colonels and equivalent ranks.

Over 25,000 Majors, Lt Colonels and equivalent ranks in three services are considered the forces' cutting edge.

Earlier, at a pay scale of about Rs 15,000 Majors and Lt Colonels were at par with their IAS counterparts.

Another reason for resentment is the fact that Lt Generals, second only to the Army chief and in-charge of key fighting formations, are paid less than Director Generals.

Lt Gens who command more than 40,000 troops are kept lower than director generals of stationery, printing and equivalent who have no operational role.
