New Delhi, Sept 6, 2008: Former central government employees should be happy to know that the Central government has improved over Sixth Pay Commission when it comes to pensioners.

Pensioners were worried as not many details were available when it came to pension in the aftermath of the sixth commission recommendations’ implementation.

Government has improved the pension of the central government pensioners giving them substantial rise than the pay panel had demanded.

An important benefit approved by the union cabinet is raising the gratuity limit to Rs 10 lakh, higher pension for octogenarians, exclusion of earned leave encashed while in service from the overall limit, clubbing of earned leave and half-day pay leave for encashment.

Octogenarians will now be paid an additional 20 per cent of their basic pension, while those aged 85 will get 30 per cent more, rising to 100 per cent additional pension for centurions.

To get an idea of the quantum of hike, a person with a basic pension of Rs 10,000 — who used to get Rs 22,050 in hand — will now receive a total pension of Rs 26,216. The new rates are effective from January 2006 and the arrears will be given out in two instalments — 40% during the current fiscal, 60% in 2009-10.

On voluntary retirement front too the government officials who wanted to quit their job or retire voluntarily had never had it so good and enticing. It will be like having the cake and eating it too.

In fact the sixth pay commission has all the charms to both entice the government officials to be in job and/ or also prompt him to leave his well paying job.

The mid level or senior government officials who still think that they don’t get the pay package they deserve in their present government jobs may well like to seek a job change and here the new pay commission would help them.

The current practices don’t give full pension to a government employee who does not complete 33 years of services in his job. But the sixth pay commission has reduced this period to just 20 years.

So if you have completed 20 years in your government jobs and hope that you could get better options you can think of shifting to a corporate office without fearing that you may lose on your pension.

Sixth pay commission’s recommendation is this regard has been accepted by the Union Cabinet, along with other recommendations of the Sixth Pay Commission on pension benefits for the estimated 3.84 million central government pensioners. Experts said the reduction in the number of years of service to 20 years to earn full pension benefit was a liberal move and would end stagnation in government service.

NEW DELHI: This should cheer former central government employees. With the Centre notifying the new pension rules, they can expect a higher pension packet from next month. The revised pensions are higher than what the Sixth Pay Commission recommended.

Although the move benefits the cross-section of retired employees, those in higher brackets have gained more in real terms. New pensions for defence and railway personnel will be notified separately.

Older pensioners have an added reason to rejoice. Centenarians will get 100% extra pension calculated at revised rates. Similarly, those over 80 years will get an additional 20% of their basic pension. This goes up by 30%, 40% and 50% for those over 85, 90 and 95, respectively.

To get an idea of the quantum of hike, a person with a basic pension of Rs 10,000 — who used to get Rs 22,050 in hand — will now receive a total pension of Rs 26,216. The maximum gratuity too has been revised to Rs 10 lakh, up from the earlier Rs 3.5 lakh. If an employee dies during service, his family will now get full pension (enhanced family pension) for 10 years.

The new rules also add more flexibility in retirement benefits. For instance, those who are due to retire can now get 40% of their pension commuted and get a lump sum amount in turn.

New Delhi, Sept. 5, 2008: The issue of anomalies in 6th Pay Commission for armed forces has finally reached Prime Minister Dr

Manmohan Singh. The military is peeved at the alleged discrimination against some posts in the armed forces.

The armed forces officials had already raised the issue of anomalies in Sixth Pay Commission recommendations with the Indian

Defence Minister AK Antony.

The armed forces chiefs are worried that he anomalies in the pay structure of armed forces officials viz a viz civilian

officials can deter many bright young men from joining the armed forces in the future.

Even now there is a big gap of officials in the armed forces and the gap is increasing. The sort of talent that the army

requires at officers level can easily get several time higher pay package than they actually get in the armed forces in

India.

On Friday Navy Chief Admiral Sureesh Mehta met Dr Manmohan Singh over perceived discrimination against the armed forces. It

is unprecedented for the Indian military to take its campaign for better pay to the level of the Prime Minister.

In the eye of the storm brewing in the army on the issue of revision, the Finance Ministry had on Wednesday virtually

rejected military's pay demands, and the three services chiefs had on Thursday said that issues raised by them should be

addressed by the country's political leadership instead of the Anomalies Committee.

Former armed forces chief General (Rtd) NC Vij had criticized the original Sixth pay recommendations calling it inadequate.

In a letter written to Prime Minister Dr Manmohan Sigh he had said, “ As a former chief, I feel morally duty-bound to bring

this fact to the notice of the Hon'ble Prime Minister in my personal capacity. I take heart from the fact, that it is under

your leadership, that, in my tenure, the government went for a major improvement in the 'operational posture by sanctioning

South Western Command and 9 Corps HQs with full complements and also for some restoration of self esteem of the young

officers through addressing their delayed promotions-cum-service conditions, by approving Part 1 of Ajay Vikram Singh

Committee report'…If this had been followed up, through a balanced PCR and implementation of Part II of the 'AVS Report',

things would have reasonably improved, but unfortunately the very opposite has happened.”

Stressing on the plight of army personnel he further said, “Sir, you yourself hail from a state, which has traditionally

produced soldiers. You would have often wondered, as to why a supremely fit jawan/JCO who retires at the young age of 42-48,

ages and grows old so fast. It is because he has no resources to fall back upon to ensure a decent living for his family

after his early retirement. This problem gets further accentuated with the constraints of even poor farming conditions. Why

should a soldier retire at this early age (other services serve upto 60 years) and why this man who has served the Nation so

valiantly not be given a second career by way of 'lateral transfer', which alas will never come about”.

Air Chief Marshal Fali H. Major in a letter addressed to Chairman of the Chiefs of Staff Committee and the Indian Navy chief

says, “The finance ministry is introducing yet another anomaly by lowering the extant of parities of officers of the armed

forces, of the Lt. Col. (and equivalent), by retaining them in pay band-3, while raising similarly placed civilian and

paramilitary officers to pay band-4”.

IAF chief added that “It is reliably learnt that civilian and paramilitary officers in the extant pay scales S-24

(Rs.14,300-400-18,300) and S-25 (Rs.15,100-400-18,300) will be placed in pay band-4, whereas the same is being denied to the

armed forces officers (Lt. Col. and equivalent) who were already in S-25”.

NEW DELHI : The RBI on Thursday warned that the government finances will come under pressure due to the Sixth Pay Commission, as also farm-loan waiver and subsidies, and said it will continue tight monetary policy even as inflation eased for the second successive week to 12.34 per cent.

"The finances of the Central Government may come under pressure during 2008-09 on account of implementation of the Sixth Pay Commission award including payment of arrears, higher oil subsidies, increase in fertiliser subsidy due to a sharp rise in the price of raw materials and fertiliser in the international market," RBI said in its report on Currency and Finance 2006-08.

In addition to this, the RBI further said that volatile food and energy prices are other causes of concern that call for attention on urgent basis.

Projecting an eight per cent economic growth, the bank said that the overall stance of monetary policy would be to ensure a monetary and interest rate environment that accords a high priority to price stability.

"It is critical at the prevailing juncture to demonstrate on a continuing basis a determination to act decisively, effectively and swiftly to curb any signs of adverse developments in regard to inflation expectations," the RBI stressed.

The Reserve Bank has gradually raised the Cash Reserve Ratio (CRR) and reserve repo rate to nine per cent to tame rising inflation.

While sounding a word of caution on going ahead with fuller capital account convertibility of rupee by 2011, the report said "the banking sector requires to develop appropriate capabilities to manage the varied and enhanced risks".
