Reliance launches BIG TV DTH

Reliance BIG TV of Anil Ambani group announced the launch of the country's first MPEG-4 quality Direct-To-Home (DTH) service which helps an operator to broadcast more channels in a compressed form without losing quality.

With an aim to capture five million customers in the first 12 months of operation, the company plans to offer 200 channels to customers in the initial phase. The service will be available across 6,500 towns in the country.

However, the established players in the market, Dish TV and Tata Sky, who use MPEG-2 technology, claim that they have proved to TRAI that MPEG-4 does not offers superior audio-video quality.

Speaking to newsmen, Arun Kapoor, CEO of Reliance Big TV, said that DTH has the potential to emerge a 60 million connections industry by 2012 as the current penetration is only a mere six million out of around 120 million TV households in the country.

BIG TV would also launch its own channels within the next 12 months besides offering IPTV within next two to three months. Work on the IPTV rollout is on in full swing, he added. Kapoor said that BIG TV would be India's first fully Digital Home Entertainment Service on world's most advanced MPEG-4 Direct-To-Home (DTH) Platform.

Bollywood actress Shilpa Shetty, who is now hosting TV show Bigg Boss, said she was shocked to hear that British reality TV star Jade Goody, a participant on the series, had been diagnosed with cancer.

"It is unbelievable how life is so unpredictable and finds a way to distract and derail you from your plans. My prayers are with Jade, her family in this hour, when they face one of the biggest tests of their life, in times ahead.

"I pray she comes out of this soon, and stronger. Hope that she is going back with happy memories from this country," Shilpa said in a statement released on Tuesday on behalf of Endemol India, the production house of the show.

Goody, accused of racist slur against Shilpa in British reality show Celebrity Big Brother in 2007, made an entry into the Bigg Boss house on Sunday night along with 13 Indian participants. By Monday night, she had even received a nickname - Guddi - from the other inmates.

She had apparently undergone medical tests in Britain earlier this month after she had her third cancer scare. The results of these tests were declared on Monday night and she was diagnosed with cervical cancer.

She had stayed in the Bigg Boss house for just two days and was looking forward to reaching out to millions of Indians "to change people's perception" about her after the row with Shilpa in Britain.

Now Goody, 27, and a mother of two, will head back to Britain for treatment.

Said Deepak Dhar, country head of Endemol India: "We are shocked to hear this unfortunate news. Jade has been very brave in the face of such a difficult situation and we are extending all possible support that she requires at this stage. Our prayers are with her.?

Added Rajesh Kamat, CEO of Colors channel, on which the show is aired: ?It is indeed an unfortunate development and we extend full support to Jade in this testing time. Jade is a strong-willed woman who has emerged victorious from many battles. We sincerely hope that she wins this time as well.?

The first episode of Bigg Boss showed Goody making successful attempts to interact and make friends with other housemates. She was even exempted from being a part of the nominations for the first eviction that were to take place Friday, as she was an international participant.

According to a report by thesun.co.uk, the scenes when the news was broken to Goody were not aired at the time and will also not be broadcast in India in the next episode. However, there was speculation over whether the footage will be aired in Britain.

Russia's Isinbayeva vaults to gold

With Chinese hurdler Liu Xiang gone, it came down to Yelena Isinbayeva to produce that magic Monday at the Beijing Olympics.

The Russian pole vault great won the gold medal with barely two jumps and then added a world record for good measure - just like she did in Athens four years ago.

Always count on Isinbayeva to come through. Compared with Sergei Bubka as the female version of the greatest vaulter in history, Isinbayeva outdid him on the Olympic stage, winning her second gold compared to his lone win.

"I love to be alone at the top," Isinbayeva said. "It is so cool. I just tried to prove it to myself."

Isinbayeva continued to jump after winning the title at 4.85 meters, first setting an Olympic record of 4.95 before breaking her own mark with a vault of 5.05.

Coming down she was already celebrating with her hands and fingers outstretched in ecstasy before hitting the mat. She followed it up with her trademark somersault.

It was world record No. 24 for her, indoor and outdoor combined, closing in ever more on Bubka's mark of 35.

Silver went to Jenn Stuczynski, the American who brazenly challenged her but fell short at 4.80.

"You saw what happened yourself. I just tried to prove who was the best," Isinbayeva said.

Svetlana Feofanova took bronze.

Once the title was assured and challengers batted away like pesky flies, Isinbayeva retreated under a white blanket with only her sky blue spikes emerging. As so often, she found that zone that is seemingly reserved for her only.

With the whole Bird's Nest cheering her on, she missed twice - only a tease.

Talking to her pole, she lined up one final time. Speed, skills and and amazing grace conspired in one explosive move and she was the greatest again.

Along with the sensational world record of Usain Bolt in the 100 on Saturday, it was what the sport needed to reclaim the Olympic stage from Michael Phelps and swimming.

In one jump, Isinbayeva again reduced the rest of the athletes to a sideshow. It was her 24th world record indoor and outdoor combined.

In the 800, 18-year-old Pamela Jelimo ran away from Janeth Jepkosgei in a duel of Kenyan front-runners to take gold with a world junior record in one of the most anticipated races of the Games.

Jelimo dedicated the victory to her mother, who, after getting married, gave up running.

Now a new generation carries the torch. Not a single African woman had won the event since Maria Mutola did it for Mozambique in 2000.

U.S. hurdlers went one better than a Kenyan double in the 800, sweeping the 400 hurdles with Angelo Taylor leading the way ahead of Kerron Clement and Bershawn Jackson.

On a busy night, Irving Saladino won Panama's first ever gold in the Olympics, taking the long jump.

The semifinals are set for Tuesday, with Olympic gold medalist Shawn Crawford among the few believed to have a chance at stopping Bolt's quest for a 100-200 double, a feat last achieved by Carl Lewis at the 1988 Seoul Games.

As predictable as was Isinbayeva's victory, Kenya won the steeplechase - for the seventh time in row.

Brimin Kipruto, the Athens silver medalist and reigning world champion, came from behind to beat Maheidine Mekhissi-Benabbad, a Frenchman who split up an expected Kenyan sweep by taking silver ahead of Richard Mateelong.

Athens champion Ezekiel Kemboi faded to finish in seventh place.

After a horrible start to the track competition, the United States got two golds and five overall on Monday, the first gold an unexpected one from Stephanie Brown Trafton in the discus.

The 28-year-old, only third at the U.S. trials, won with a best mark of 64.74 meters ahead of Yarelys Barrios of Cuba and Olena Antonova of Ukraine.

U.S. athletes looked equally good in the 100 hurdles, with LoLo Jones setting the year's best time and a personal best to advance into the final.

World and defending champion Jeremy Wariner and LaShawn Merritt kept on track for their golden clash in the 400, both easily going through into Tuesday's semifinals. Both jogged home to win their heats.

"No surprise. He's ready, I'm ready," Merritt said. "It's time for a showdown, a throwdown."

The pair of U.S. sprinters finished 1-2 at the 2007 world championships and own the year's two best times. Wariner has said he intends to break the world record of 43.18 of Michael Johnson - who now serves as his manager.

The 400 semifinals are on Tuesday, the final on Thursday.

Kanter wins Olympic men's discus

World champion Gerd Kanter won the Olympic men's discus by exactly a metre from Piotr Malachowski.

The Estonian threw 68.82 metres, with Poland's Malachowski taking silver with an effort of 67.82m.

Lithuania's defending double Olympic champion Virgilijus Alekna claimed bronze with 67.79m.

Robert Fazekas of Hungary, who was stripped of the gold medal at the 2004 Athens Games for a doping violation, finished eighth.

6th Pay Commission hike to hit FY09 Central Budget by Rs 15K cr

The Cabinet is open to the Sixth Pay Panel recommendations and the wage hike would exceed the Pay Panel estimate by Rs 11,000 crore. The wage arrears will be paid in two instalments. 40% of the wage arrears would be paid in cash in FY09 and 60% in FY10. The minimum wage of government employee would be Rs 10,000 per month and at least three promotions are assured for defence and civilian employees. The wage bill will now rise by Rs 17,800 crore each year due to this pay hike. The average pay hike for the Central Government staff is slated to be around 21%.

The Finance Minister, P Chidambaram said that the Sixth Pay Commission hike would impact the FY09 Central Budget by Rs 15,717 crore and the Railway Budget by Rs 6,414 crore.

UP Govt to implement Sixth Pay Commission report from Dec

Following the Central government’s steps of implementing Sixth Pay Commission’s (SPC) recommendation in September, the Uttar Pradesh Chief Minister Miss Mayawati on Monday (Aug 18) announced to implement the Pay Commission report from Dec 1, 2008. The Central Government on August 14, 2008, had announced to implement the sixth pay panel’s recommendation with slight modifications by September 2008.

The State Commission, headed by former IAS officer Jagmohan Lal Bajaj, which had also submitted the state fifth pay commission’s report a decade ago in his leadership, would submit the report on pay revision by December. After examining the State Commission’s report, the UP government will hike the salary and pensions of around 16 lakh employees and 5.5 lakh pensioners.


Besides UP, Haryana, Tamil Nadu and Chhattisgarh have also announced to revise the salaries of their corresponding state employees very soon after submitting the revision report of respective state commissions, as per sources.


Viewing the forthcoming Lok Sabha Election, Mayawati who has recently expressed her desire to be next PM has quickly responded on Centre’s step of implementing the Sixth Pay Commission’s recommendation by announcing to execute it by December 1, 2008.


Criticising the Central government’s move of not releasing Rs.80,000-crore for UP as a special relief package for reforming the economic stage, Mayawati said, “We know the Centre will not help us and we run the risk of acute fund shortage for taking up development work. Yet, we have decided to go in for salary revision.”


In the view of rising historical inflation that have touched a 13-year high of 12.44%, as per data released from Department of Economic Affairs on August 14, Mayawati has said that this revision of salary will work as a relief rain after storming heat.


According to her announcement, the state employees will also get the arrears similar like Central government employees since January 1, 2008, but those arrears would not paid as cash but would be deposited in the provident fund account while salary increment from December would be given in cash.


This salary revision will be benefited to 8.71 lakh UP government employees, 6.5 lakh teachers and non-teaching staff and 1.1 lakh local bodies' employees, which will put the additional burden of Rs.5,189-crore per annum in terms of salary and Rs.14,775-crore for arrears on the state exchequer.


The wage bill of the state would also be increased including that of pension from existing Rs.21,000 crore to Rs 26,189 crore that will be nearby 8% of the Gross State Domestic Product (GSDP) of estimated amount of 3,91,000 crore.


Commenting over the impact of pay revision, Mayawati said, “By accepting the SPC recommendations, the UP government will be putting a huge strain on its resources, and the rate of implementation of development schemes in the state will be affected.”


However, she was in the favour of implementing the SPC earlier to ease the employees and pensioners from soaring inflation as she said, “If the decision had come earlier, it would have helped the salaried classes who are reeling under the impact of rising inflation.”


At present, Uttar Pradesh is suffering from massive debt of Rs. 1.54-lakh crore for which state is repaying annually Rs. 15,800-crore. However, the rule implementation of Value Added tax has healed the economic infrastructure of the state.


Mayawati has also ensured the state natives by not imposing any additional tax for easing the burden of pay revision.


Besides UP, the Haryana Chief Minister Bhupinder Singh Hooda has also announced to implement the SPC soon on the state. For this, Chief Minister has set up a revision committee to review the Sixth Pay panel report in the leadership of State Chief Secretary Dharam Vir Singh. According to Haryana government’s estimation, the new salary revision would put additional burden on state exchequer of Rs 1,550 crore.


Chief Ministers of Chhattisgarh and Tamil Nadu has also announced to implement the 6th Pay Commission soon in the state, sources said.

Michael Phelps has already received a $1 million bonus from Speedo for his record performance in Beijing.


Now he's chasing a different kind of gold -- from corporations. And the question out there is whether Phelps can prove he's worth as much (if not more) out of the pool as he is in it.

Entering the Beijing Games, Phelps was reportedly earning an estimated $5 million from corporate endorsements, with deals from companies like AT&T, Visa, PowerBar, Omega and Speedo. Now that he's won eight gold medals, breaking Mark Spitz's 36-year-old record of seven in one Olympic Games, many in the sports marketing industry believe Phelps' corporate income could set new records.

Some wondered what Phelps might have been thinking when he turned pro at the tender age of 15 -- who on earth would endorse a teenage swimmer? -- but no one seems to be questioning that decision now.


"Michael Phelps is going to have no problem from here on out," said Scott Sanford, managing director at the Dallas-based Davie-Brown talent group. "He will have star power."


According to Sanford, whose company tries to quantify an athlete's or celebrity's endorsement potential, Phelps' worth has skyrocketed. (The company won't have updated figures for a couple of days, but those numbers, clearly, are expected to jump.)


Typically, swimmers, even those at the top, are a commodity only every four years, when the Olympics are at the forefront of America's attention. Phelps, whose ultimate goal was to change the sport of swimming, might have changed that conventional wisdom -- at least for his own brand.


"He has transcended himself into a position that is going to sustain him for a long time," Sanford said. "He has separated himself from just being a swimmer."


Phelps, whose heroics in Beijing have landed him on the front pages of newspapers around the globe, has been likened to numerous athletic superstars. NBC's Bob Costas has mentioned Phelps in the same breath as Tiger Woods, Joe Montana and Michael Jordan, select company to be sure.

Of course, people are also mentioning his name along with that of Spitz. Evan Morgenstein, Spitz's agent, said he and Spitz are open to the possibility of joint appearances or endorsement deals, but so far, nothing has come up. Spitz has been able to stand the test of time. He's a sought-after speaker and endorses companies like Medco, a health benefits corporation, even though his best days in the pool were back in 1972.

"Marketing potential is such a tough question," Morgenstein wrote in an e-mail from Beijing. "It's defined by whether he is thought of by performance or stature/story. If America believes his struggle to achieve eight golds has a broader good than just victories, he will earn millions of dollars forever."


The business decisions Phelps makes over the next two years -- if not the next two weeks -- will be critical. Appearances and endorsement possibilities will be flying from every direction, and he and his longtime agent (Peter Carlisle of Octagon) will have to be careful about their decisions.

Carlisle told The Wall Street Journal on Monday that he expects Phelps' current annual earnings of between $3 million to $5 million to at least double.

Speedo has already paid him a $1 million bonus for breaking Spitz's record. Just as records can be broken in the pool, so can contracts on land. According to The Wall Street Journal on Monday, Phelps' worth to Nike could be $40 million.

Speedo has long been considered the swimming company, and its LZR Racer suits were worn by the dominant swimmers in the Games. Twenty-four world records were broken by swimmers sporting Speedos in Beijing.



Phelps also will be the spokesman for the beverage PureSport, which is about to launch its first national ad campaign with the swimmer. Phelps and the rest of the men's and women's U.S. swim teams are receiving free pizza and pasta for a year from Pizza Hut. Another one of his sponsors, Kellogg Co., is also looking into possible deals. Plus, he's hearing from potential consumers online -- reportedly 795,000 people have signed up as fans of Phelps on Facebook.


The magic of winning Olympic staying power is tricky. What can seem so important today might not down the road. Mary Lou Retton captured gold in 1984 and remains a household name. Carly Patterson also struck gold in women's gymnastics four years ago, but she hasn't made the same impact. Who knows how long-term America's memories of newly crowned gymnastics champion Nastia Liukin will be?


Some companies were savvy enough to figure out Phelps would be a worthwhile investment years ago. Visa and PowerBar, for instance, have backed him since 2002. PowerBar launched a TV ad campaign featuring Phelps back in March. Visa created two special-edition national TV ads to celebrate Phelps' achievements in Beijing.


"Michael is leaving Beijing as a global sports icon," said Michael Lynch, head of Visa's global sponsorship management. "We look forward to new opportunities post-Beijing that will reinforce our relationship with him on a global stage."


Phelps plans on moving back to his hometown in Baltimore following these Games in Beijing. He has lived and trained in Ann Arbor at the University of Michigan for four years, following the 2004 Games in Athens, where he collected six golds and two bronze. Baltimore is home and Phelps seems more than ready to return, but it is also a somewhat provincial city.

Cal Ripken Jr., for one can attest to that. But Ripken and his handlers have made certain that he has made himself a fixture in the community.

In Ripken's case, he has signed megadeals with major companies such as Chevrolet, but his contracts include components that allow him to work with the Maryland Chevy dealers, for instance. And when it comes to major media events, such as when Ripken became baseball's iron man or when he was inducted into the Baseball Hall of Fame, his handlers made sure he did interviews with the big guns, such as ESPN's Mike and Mike, as well as Baltimore sports talk radio hosts.


"Some of the big companies like Octagon are very global and they have to be careful with that," said John Maroon, who runs a public relations firm in Baltimore and has worked with Ripken in various capacities for the past 13 years. "They have to be careful with that or it's going to reflect on Michael. His brand and his worth can just keep going and going. Baltimore is a town that really embraces its own if its own embraces it."


As for Baltimore companies that might be a good fit for Phelps, Maroon said, "The problem is, you're going to need a company with a pretty big budget." There are a handful in Baltimore, but so far, Phelps' corporate endorsers have been national companies.


Phelps will be spending much of the rest of his "down time" in Beijing meeting with Olympic sponsors and mulling over future deals.


After that, maybe he can rest.

At least for a little while.

At the moment, being the king of the pool is the talk of the Olympics, but by the end of the month, most Americans will be talking about the NFL again. Swimming won't be back on the radar for four more years, perhaps with an occasional bump during the World Championships.


"Right now, it seems like the biggest thing in the world and we'll be talking about this for years and years," Maroon said. "I like Michael and I wish him the best, but the truth is that people move on.


"He needs to strike while the iron is hot."

Reliance Communications Ltd said on Tuesday its new satellite television operation can grab a market-leading 40 percent share in a year on expected strong overall demand for direct-to-home (DTH) services.

Big TV, launched on Tuesday by India's second-biggest mobile services provider, will compete with Dish TV, state-owned Prasar Bharti's DD Direct, Sun TV's DTH arm and Tata Sky, a venture of the Tata Group and News Corp.

Top mobile operator Bharti Airtel Ltd and Videocon Industries Ltd also aim to enter the market, which is forecast to expand to 25 million subscribers by 2012, according to research firm Media Partners Asia.

"There is a huge opportunity, as less than 5 percent of all TV homes in India are DTH," Big TV chief executive Arun Kapoor told a news conference, saying the sector should add 11-12 million subscribers over the next year to its current base of around 6 million.

"As more players enter, the market will grow and there is enough room for everyone to grow profitably."

While there was opportunity in urban markets that have a high penetration of cable TV, the real growth would be in smaller towns and villages that lack cable services, Kapoor said. Reliance Communications will also launch Internet Protocol TV shortly.

Big TV will initially roll out in 6,500 towns, offering a set-top box and three-month subscription for 1,490 rupees ($34). Kapoor said the bulk of Big TV's initial costs would be subsidising set-top boxes, without specifying details.

Revenues for the India's television industry are expected to more than double over the next four years, but price controls and regulations such as content-sharing for DTH operators will cap profits and force consolidation, Media Partners Asia has said.

SBI Study Loans

State Bank of India provides its customers with a variety of personal banking services. SBI, which is actively engaged in Community Services Banking, also offers education loans to students aspiring to continue higher studies. SBI Study Loans are sanctioned only to Indian Nationals. A study loan is sanctioned for studies both in India and abroad.

Courses Eligible for Education Loans:

A candidate, who applies for a program with prospects of employment, can apply for the loan. Whether you apply for a graduate, professional or postgraduate program or any other course sanctioned by UGC, AICTE or the government, you will be considered eligible for the loan. Expenses taken into account:
The student loan covers school, college or hostel fees as well as cost for buying books and other necessary items.
Apart from the library, exam or library fees, even caution deposit, refundable deposit and building fund are considered for the loan.
Other expenses, which are mandatory for completing the course, travel expense as well as a maximum cost of Rd 50,000 for buying a 2 wheeler, are taken into account.
Quantum of Loan & Security:

An applicant is sanctioned a loan of maximum Rs 10 lacs for studying in India and Rs 20 lacs for studying in abroad. On a loan above Rs 4 lacs, there is a margin of 5% and 15% for studying in India and abroad respectively.
No security is required for loan amount upto Rs 4 lacs.
A borrower should present a 3rd party as guarantee for a loan amount above Rs 4 lacs. However, on SBI discretion, this clause of 3rd party guarantee may be waived off in certain cases.
If you borrow a loan amount above Rs 7.5 lacs, you need to offer a material collateral security and assign the future income of the student for paying installments.
The guardians or parents of a borrowing student should secure an education loan.
If the borrower is married, his or her spouse, parents-in-law or parents can act as the co-obligator.
Repayment of Education Loan:

The borrower can begin repaying 6 months after getting job or one year after the course is completed, whichever happens earlier. The loan can be repaid in a period of 5 to 7 years.

Education Loan for ISM students:

Education loans are also offered to the students of ISB. An ISB student can borrow upto 95% of costs. There is also a margin of 5% on the loan amount, which needs to be repaid in 7 years. Student loans: How to get one and repay it

Student loans are the flavour of the season. With expensive professional education becoming mandatory for people across the country, a student loan seems the most effective way to tide over these expenses. Most students expect to land high salaries at the end of their professional training and are likely to be in a position to repay these loans over a period of time.

How much does it cost?

This is how it works. Take the example of State Bank of India. It has some good scheme for student loans. The loans cover all courses have employment eligibility i.e., course for graduation, post-graduation and professional courses. The expenses that can be paid by these loans are college or hostel fee, examination, laboratory and library charges, all refundable deposits, travel expenses including overseas travel for studies abroad, expenses towards study tours, project work etc.

SBI can provide a maximum loan of Rs 10 lakh for studies within India and Rs 20 lakh for overseas courses. The bank charges 10.50 per cent for loans up to 4 lakh and 11.5 per cent thereafter. It draws out a repayment schedule for one year after completion of the course or six months after securing a job, whichever comes earlier.

All students are required to submit mark sheets of last qualifying examination, poof of admission scholarship, schedule of expenses for the specified course, his/her bank account statement for the last six months, an income tax assessment order for the previous two years, a brief statement of assets and liabilities, of the co-borrower, which is usually the parent or guardian and proof of income, if any.

Product pricing

Most banks are vying with each other to aggressively market personal loans. The student loan segment is being viewed as vast untapped potential. Citibank and ICICI Bank are offering equally competitive schemes. Almost every prominent bank in the country has a student loan scheme in some form. What matters the most to an individual is obviously the cost of credit the terms and conditions for education loans. These, like any other loan, vary among banks.

Besides pricing of the product, the most important thing is documentation requirement and the quality of service offered by the bank and the speed at which the loan is approved.

Some banks, such as SBI, also give you a choice between fixed and floating interest rate.

Whereas, private and foreign banks offer loans with a fixed interest rate, some banks charge interest on a daily or monthly reducing balance.

Here the effective interest rate works out to be lower. There are others who charge interest on an annual reducing balance. Individuals can also go for an insurance product in tandem with a personal loan as some banks do product bundling.

Education loans extended by public sector banks at soft rates are a hit with the student community and have been witnessing steady increase ever since the scheme was introduced in 2001. Besides being extended at softer rates, educational loans up to Rs 7.5 lakhs are given to meritorious students without collaterals.

Rate of default

What may hamper the popularity of student loans among banks is the high rate of default. Even so, recently most large commercial banks increased their educational loan portfolio.

Indian Banks’ Association (IBA) has recently formed a working group to address the issue of student loans and the rising rate of default. The group has submitted its findings to the Reserve Bank of India and the main suggestion is to make it mandatory for parents or guardians, of the student borrowing loans, to be co-borrowers thereby making them liable for repayment.

Education loan is an investment in the inter-generational sense and hence pointed policy formulations are urgently required in this sector. The need for these loans in evident, but their viability in future could be improved if the norms governing these loans become stringent. In the meantime, students can the chose the best option from among the many schemes available with both Indian and foreign banks.

Fair or not, nosy or simply curious, I think people back in the United States are watching Michael Phelps nightly on NBC and making note of the many shots they see of Debbie Phelps cheering from the stands. The omission is probably striking to some: We see Michael's mom, but what about dad?

Brief background: Fred and Debbie separated for good in 1993, and the divorce was finalized the next year, when Michael was 9. By all accounts, Fred Phelps wasn't an everyday figure in his children's lives for much of Phelps' adolescence. In my column yesterday, I mentioned that Phelps' older sisters, Hilary and Whitney, both played pivotal roles in his development, not just as a swimmer but as a young man.

They did reconcile with their father several years ago but have since drifted apart again. Fred Phelps was in Greece. He is not in Beijing. When I asked his daughters in the weeks leading up to these Olympics whether their father would be attending, they each said, "I don't know."

Our Sun colleague, Childs Walker, spoke with Fred Phelps this week to request an interview. Fred thought about it, and I think he probably handled the request as well as he could. He declined, saying he didn't want to take away from his son's accomplishments by delving into the family story.

"This is just about Michael," he said. "This is his glory, his time to shine, and I want him to get everything he wants."

Rest assured, while Phelps is in the Beijing pool, his father is paying close attention, cheering from back in Maryland.

"I'm just on pins and needles every time he hits the water," Fred Phelps said.

Sixth Pay Commission to submit report by 2008

NEW DELHI, MAY 9: The Sixth Pay Commission report for central government employees and armed forces personnel is expected to be submitted by April 2008, Rajya Sabha was told.
Replying to supplementaries during Question Hour, Minister of State for Defence Pallam Raju said the three services have submitted a joint memorandum to the Commission seeking increase in pay scales, enhancement of existing allowances and introduction of new allowances among other things.

The Central Pay Commission's recommendation is expected by April 2008," he said adding the demand for having a member from the armed forces in the Commission was under active consideration of the government.

Pension: About 1.7 lakh pensions for freedom fighters have been sanctioned since 1972, Minister of State for Home Manikrao Gavit said.

NREGA: Over 21 lakh households have completed 100 days of employment under the National Rural Employment Guarantee Act, 2005.

Rural Development Minister Raghuvansh Prasad Singh said as per reports provided by states, so far 21,233,66 households have completed 100 days of employment.

NEW DELHI: The government on Tuesday ruled out interim relief to its employees and pensioners, pending implementation of the Sixth Pay Commission report.

"No proposal is under consideration for grant of interim relief to Central Government employees and pensioners," Minister of State for Finance P K Bansal told Rajya Sabha in a written reply.

Finance Minister P Chidambaram in his budget speech said the sixth pay panel will submit its report by March 31, 2008.

"I am confident that the report will meet the legitimate expectations of government employees" he had said.

The Railway Budget for 2008-09 had even kept aside Rs 5,000 crore for implementing the Sixth Pay Commission's recommendations.

Union Cabinet has approved the recommendation of Sixth pay Commission recommendation giving hope to the central government employees. Several state governments have also announced to implement the pay panel report. The states that have announced to implement the report include Uttar Pradesh, Tamil nadu, haryana and Puducherry.

Salient features of 6th Pay Commission

State government employees in other states too are hoping that their respective governments too would come forward to implement the report in their states.

With general elections not far away from now, it is expected that at least all states where Congress is in power would pretty soon announce the implementation of the reports. BJP ruled states cannot stay behind.

Reliance Comm launches DTH venture BIG TV

MUMBAI: Reliance Communications Ltd on Tuesday announced the launch of its DTH venture, Reliance BIG TV Ltd, which boasts of world’s most advanced MPEG4 Direct-to-Home platform.

Reliance Big TV is targeting 40 per cent market share within a span of one year. It will offer a bouquet of 202 channels with digital quality picture and sound.

Currently, DTH accounts for only 4 per cent in Indian market compared to 95 per cent analogue cable services.

“The huge potential of a quality and value offering in the home entertainment service market offers us a unique opportunity to tap the strengths and synergies of telecommunications and entertainment sectors embedded within Reliance ADA Group. With the launch of BIG TV DTH, we aim to accelerate the growth momentum enhancing value of many million shareholders of Reliance Communications,” Chairman of Reliance ADA Group, Anil Ambani, was quoted as saying in a release.

The upfront charges of BIG TV services would be between Rs 1,490 and Rs 3,990 (plus installation charges) depending on the scheme a subscriber opts for. To create its customers base, Reliance ADA is planning a huge ad campaign across the nation to promote BIG TV. At the same time, it will tap its existing 61 million customer base in India (in different business verticals).

The company has 2,000 plus stores in India to offer subscription. Besides, it has 500 plus channel partners to disseminate product information. It is the largest home entertainment service rollout in India, which is available in over one lakh outlets across 6500 towns, says a release by the company.

According to Sanjay Behl, group head – brand & marketing, Reliance Communications, BIG TV is based on four pillars. “It is magnanimous in nature. It brings some surprise offers in terms of subscription. We want to make it contagious so that the product gains ground through people to people talks. Finally, we have made it extraordinary by introducing certain advanced technology in it,” claimed Behl.

Some unique features of Big TV includes ‘subscription video on demand’ on 50 channels, adaptability to any tv set, more than 30 exclusive movie channels.

Added Arun Kapoor, CEO, Reliance Big TV, “through BIG TV, your favourit programme can get recorded even when you are not at home and your TV set is not switched on. Till date, this system is existing in US.

Reliance Big TV is planning to add more features into it.

Tuesday on NSE, Reliance Communications stock ended at Rs 399.80, down by 3.06 per cent from the previous close.

A Pay Commission is a panel comprised of members of the Union Cabinet of India for hiking the salaries of government employees.

History

Since India's Independence, six pay commissions have been set up on a regular basis to review and make recommendations on the work and pay structure of all civil and military divisions of the Government of India


First Pay Commission

The first pay commission was constituted in May 1946, and had submitted its report in a year.


Second Pay Commission

The second panel had been set up in August 1957 and had given its report exactly after two years, with a financial impact was Rs.396 million.


Third Pay Commission

The third pay commission set up in April 1970 gave its report in March 1973, and created proposals that cost the government Rs.1.44 billion.


Fourth Pay Commission

Constituted in June 1983, its report was given in three phases within four years and the financial burden to the government was Rs.12.82 billion.


Fifth Pay Commission

The Fifth Pay Commission was set up in 1994 and implemented in 1997 at a cost of Rs. 17,000 crore.


Sixth Pay Commission


In July 2006, the Cabinet approved setting up of the sixth pay commission. This commission has been setup under Justice B.N.Srikrishna with a timeframe of 18 months. The cost of hikes in salaries is anticipated to be about Rs. 20,000 crore for a total of 5.5 million government employees as per media speculation on the 6th Pay Commission, the report of which is expected to be handed over in late March/early April 2008. The employees had threatened to go on a nationwide strike if the government failed to hike their salaries. It's advantage cops, defence forces after pay revision

NEW DELHI: Government employees will see their salaries, including allowances, increase in the range of 25% to 50% following the adoption of the revised sixth pay commission (SPC). In some instances, the hike may well work out to over 75%. The revision of the fitment from a multiplication factor of 1.74, recommended by the SPC, to 1.86 will benefit all employees.

The middle-level officers, in the rank of director, have also received a better deal. This level had the lowest increase in the salary in the initial recommendations of the pay commission.

Since most government employees tend to avail government accommodation, the right benchmark for evaluating the SPC award is to exclude HRA from the calculations. The tentative calculations (the pay bands are still being worked out) show that the increase ranges from 25% to 50% with some outliers on the higher side, sources said.

The substantial increase in allowances, transport for one, has helped amplify the increase at lower levels. In the case of directors with the central government, for instance , the transport allowance has increased from Rs 800 to Rs 7,500.

This has taken their percentage increase higher. This increase is not evident in the case joint secretary onwards as they are entitled to government vehicle and therefore would not be getting transport allowance. It is important to note that these allowances are not considered part of the salary while computing increments.

The modifications approved by the government in the Sixth Pay Commission (SPC) award appear to have benefited the police and defence forces the most. One of the modification proposed creates in each state cadre one post of Director General of Police (DGP) and one post of PCCF in Forest Services at the apex Rs 80,000 levels.

This means that a chief secretary in the states would no longer be the top most administrative officer, he will have two more, one in police and one in forest, at his level. In effect , numbers would be more as states often change DGs, which would create more than one police officer at the highest rank as the grade once given cannot be withdrawn . This could cause, according to source, some problem in administration at the state level.

The government has also glossed over the recommendation that no government employee should work as a household help.

Defence has also benefited as most of their suggestions have been incorporated. Against the two assured promotions demanded, they have got at least three. Also, the suggestions on military service pay have been accepted. Defence personnel below officer rank will now get Rs 2,000, against Rs 1,000. This is however lower than the their demand of Rs 3,000.

Meanwhile, the elite IAS and IFS services have seen some of their edge over other central services eroded. The higher grade pay available to these services have been abolished. Besides, they will now get senior pay scale only after 16 years of service as opposed to 14 years earlier.

In the scheme proposed 33 pay scales have been compressed into four pay bands — PB-1 , PB-2 , PB-3 , and PB-4 . The new systems should effectively address all anomalies relating to pay fixation. Most of the salary-related anomalies arise during pay fixation at the time of promotion . In the new system, seniority will be decided on the basis of grade pay drawn.

So, at the time of promotion, the employee would get a higher grade pay and one additional increment. There would not be any fresh salary fixation. Only in the case of promotion from one running scale to another, there will be a salary fixation.

It would also address seniority-related disputes that were common earlier as pay scales were a consideration in deciding seniority.

Implementation cell for Sixth Pay Commission report set up

The finance ministry is understood to have set up a cell to implement by September, the Sixth Pay Commission recommendations that is awaiting government approval. Sources said finance minister P Chidambaram approved setting up of the Implementation Cell "to process and implement the accepted recommendations of the Commission by September."

The six-member cell set up in the department of expenditure, will be headed by a joint secretary and will complete its work in six months with effect from April 1, 2008, sources said.

The government had earlier set up a Committee headed by Cabinet Secretary to process the Sixth Pay Commission report before giving its final approval. Once the Cabinet approves the report, the cell will implement the report, the sources said.

Ever since inflation rose to a three-year high of over 7%, the government has been eager to implement the recommendations of the Central Pay Commission report at the earliest, sources said.

The pay panel has recommended an average hike of 28% in the salary of the central government employees, which is expected to benefit over 40 lakh persons.

The government is concerned that the armed forces, along with employees of the Railways and other departments are unhappy with the disparities in the pay commission's recommendations and have asked the Cabinet Secretary to submit the report at the earliest.

The implementation cell is also expected to look into timely flow of funds to all the Ministries, which is estimated at Rs 12,500 crore by the Pay Panel for 2008-09. The pay panel has estimated that the government would require additional about Rs 18,000 crore this year towards payment of arrears.

Sixth Pay Commission to submit report by 2008

NEW DELHI, MAY 9: The Sixth Pay Commission report for central government employees and armed forces personnel is expected to be submitted by April 2008, Rajya Sabha was told.
Replying to supplementaries during Question Hour, Minister of State for Defence Pallam Raju said the three services have submitted a joint memorandum to the Commission seeking increase in pay scales, enhancement of existing allowances and introduction of new allowances among other things.

"The Central Pay Commission's recommendation is expected by April 2008," he said adding the demand for having a member from the armed forces in the Commission was under active consideration of the government.

Pension: About 1.7 lakh pensions for freedom fighters have been sanctioned since 1972, Minister of State for Home Manikrao Gavit said.

NREGA: Over 21 lakh households have completed 100 days of employment under the National Rural Employment Guarantee Act, 2005.

Rural Development Minister Raghuvansh Prasad Singh said as per reports provided by states, so far 21,233,66 households have completed 100 days of employment.

Minimum salary at the entry level of PB-1 pay band to be Rs 6660 (Rs 4860 as pay in the pay band plus Rs 1800 as grade pay). Maximum salary at the level of Secretary/equivalent to be Rs 80000. The minimum: maximum ratio 1:12.
Every post, barring that of Secretary/equivalent and Cabinet Secretary/equivalent to have a distinct grade pay attached to it. Grade pay (being a fixed amount attached to each post in the hierarchy) to determine the status of a post with a senior post being given higher grade pay.
The total number of grades reduced to 20 spread across four distinct running pay bands; one Apex Scale and another grade for the post of Cabinet Secretary/equivalent as against 35 standard pay scales existing earlier.
At the time of promotion from one post to another, the grade pay attached to posts in different levels within the same running pay band to change. Additionally, increase in form of one increment to be given at the time of promotion. A person stagnating at the maximum of any pay band for more than one year continuously to be placed in the immediate next higher pay band without any change in the grade pay.
Annual increments to be paid in form of two and half percent of the total of pay in the Pay Band and the corresponding grade pay. The date of annual increments, in all cases, to be first of July. Employees completing six months and above in the scale as on July 1 to be eligible.

UP to implement Central pay scale from December

Lucknow, August 18 The state government will implement the recommendations of the Sixth Pay Commission retrospectively from January 1, 2006. The payment of revised salaries to the employees will begin from December 1, 2008.
The state will have to shell out Rs 14,000 crore on account of arrears. Unlike the Centre, the state government, however, may not pay the arrears in cash but deposit it in the provident fund account of the employees.

The decision will benefit over 16 lakh state employees and 5.5 lakh pensioners. It will entail a recurring annual expenditure of Rs 5,189 crore, which includes Rs 3,789 crore on salaries and Rs 1,400 crore on pension.

Making the announcement after a cabinet decision, Chief Minister Mayawati said: “I know that the Centre will never provide us with any assistance, yet we have decided to give the benefit of the Sixth Pay Commission to the state employees from the limited resources of the state government despite escalating inflation.”

The burden on the state exchequer will affect the funding of welfare and development schemes. But the chief minister assured that steps would be taken to keep the situation under control.

As an immediate measure, the government has decided to cut down on non-plan expenditure by five per cent. Also effective measures will be taken to check tax evasion and additional resources will be mobilised

Mayawati praised the Congress-led UPA government at the Centre for implementing the report of the pay commission. But, she said it should have been submitted much earlier to provide relief to the employees reeling under inflation.

At the same time, she lambasted the Centre for its refusal to sanction a special package of Rs 80,000 crore to UP.

Despite the Centre’s discriminatory attitude, her government, she said, will pursue policies for the welfare of the “sarvajan”.

A committee headed by retired IAS officer Jagmohan Lal Bajaj had been constituted to examine the pay commission report and submit a report in three months. Bajaj had headed a similar committee in 1997 before the implementation of the Fifth Pay Commission report in the state.

Karunanidhi promises to implement Sixth Pay Commission recommendations on I-Day

Tamil Nadu Chief Minister M.Karunanidhi on Friday promised that his DMK-led Government would implement the recommendations of the Sixth Pay Commission approved by the Union Cabinet to the satisfaction of all employees.

Unfurling the national flag and addressing the people from the ramparts of Fort St. George on the occasion of the country’s 62nd Independence Day here, Karunanidhi said orders to this effect would be issued shortly.

He also announced that the over 220,000 noon meal scheme workers would get a hike in salaries as they are being brought under special time scale of pay. He said the workers would be covered by a special pension scheme. This would be effective from September 15 and would cost the State Government Rs.200 crores.

The Chief Minister also said that this year 400,000 more free television sets would be distributed to the poor. (ANI)

Haryana to implement 6th Pay commission

CHANDIGARH: The Haryana Chief Minister, Mr Bhupinder Singh Hooda on Friday said the 6th Pay Commission recommendations will be implemented in the state.

Mr Hooda made the announcement at the Independence Day function at Palwal.

The Centre had announced an increase of around 21 per cent with effect from January 2006. He said a committee headed by the Chief Secretary of the state would be formed to look at the Central pay panel report and work out the modalities for its implemen tation. - PTI

Trade unions call for nationwide strike on August 20

New Delhi: Accusing the government of pursuing "anti-labour" and "neo-liberal" programmes, eight major trade unions today called for a nationwide strike on Wednesday to press for reversal of the policies that are leading to inflation.

The unions, to be supported by 40 federations of Central and state government employees, will organise demonstrations, rail and road blockades during the day-long agitation to protest against the government's economic and labour policies.

"The agitation will be a warning to the government that their design of doing as they like to pamper the corporates and speculators, both the domestic and foreign at the cost of the rights and livelihood of the toiling people will be resisted tooth and nail and they have to pay heavily for such misdeeds," a joint statement issued by the unions said.

The agitators have six-point charter of demands which include curbing inflation, a comprehensive Unorganised Workers Bill, loan-waiver scheme for farmers, proper implementation of labour laws.

The grievance also relates to the 6th Pay Commission, which the unions allege favours only the officers and neglects the junior employees.

"This is going to be the largest ever strike organised by the trade union movement. If the government fails to comply with our demands we will take further actions," said CITU President M K Pandhe.

Cabinet approves Sixth Pay Commission report

On Thursday, adopting the Sixth Pay Commission recommendations, the UPA government announced an average increase of 21 per cent in salaries of over 50 lakh government employees with effect from January 1, 2006.

The wage hike would increase the financial implication for the Centre by Rs 17,798 crore annually and the arrears with effect from January 2006 would cost Rs 29,373 crore, Information and Broadcasting Minister P R Dasmunsi told reporters after a Cabinet meeting.

The government increased the minimum entry-level salary of a government employee to Rs 7,000 against Rs 6,660 recommended by the Commission headed by Justice B N Srikrishna who submitted the report in March this year.

Consequently, it would push up the total emoluments of an employee at the lowest level beyond Rs 10,000 per month including allowances.

It also increased the rate of annual increment from 2.5 per cent to 3 per cent.

In the defence sector, it approved at least three assured promotions for all defence forces personnel and civilian employees under the modified Assured Career Progression scheme.

While civilians would get this after 10, 20 and 30 years of service, defence forces jawans would be promoted under ACP after 8, 16 and 24 years.

The hiked salary would be given to the employees beginning September this year and the arrears from January 2006 would be given in cash in two installments - 40 per cent this fiscal and 60 per cent in 2009-10.

The financial implication of Pay Commission on the General Budget would be Rs 15,717 crore and Rs 6414 crore on Railway Budget in 2008-09.

The government's present salary bill is over Rs 70,000 crore and the pension bill is over Rs 30,000 crore.

Finance Minister P Chidambaram said the budget deficit target would be adhered to, despite the implementation of the Pay Commission recommendations.

The government for the first time approved Military Service Pay for armed forces personnel, under which officers would get Rs 6,000 over and above their pay per month.

The lowest limit of disability pension for defence personnel would be doubled to Rs 3100 a month.

Sixth Central Pay Commission had invited all interested persons, including members of the public, peoples' representatives, consumer associations, staff associations, State/UT governments, ministries/departments to send their views on the subject by 31st December 2006. Consequent to an addition in the terms of reference, Unions/Associations of officers and employees of the Supreme Court of India were requested to submit any memorandum to the Commission before 31st August 2007.

Sixth Central Pay Commission

A panel of Sixth Central Pay commission was setup by Union Cabinet of India on October 5, 2006 for hiking the salaries of government employees. This commission has been setup under Justice B.N.Srikrishna with a timeframe of 18 months. Other members are Prof. Ravindra Dholakia, Mr. J.S.Mathur and Secretary Smt. Sushama Nath.
