The world’s biggest mobile phone maker, Nokia, presented its newest release, the company’s first ever touch-screen device. The Nokia 5800 XpressMusic is expected to provide a true competition to Apple’s iPhone and also its iTunes service.

The device offers 8 Giga Bytes of memory, which will come in handy combined with the unlimited music downloads offered by the company’s Comes With Music program. Its users will be able to download music from the archives offered by Warner Music Group, Sony BGM Music, Universal Music and EMI Group.

The company’s focus was set on developing a media phone, leaving the Internet functionality second. It features the 5th edition of the Symbian Series 60 operating system and it is equipped with maps and satellite navigation, 3G and Wi-Fi. It offers a 640x360 screen, which is significantly better than the iPhone’s 480x320, vibrating feedback when pressing the screen, removable storage and also a 3.2 megapixels camera with a video recording function and flash. Users can bring up the menu bar anytime for quick access to all of the phone’s features, such as music, favorite tracks, videos, photos and web. It allows users to place four of their contacts on the home screen in order to have quick access to all of their history, including phone logs, recent SMS messages, but also photos and blog updates.

"We wanted to turn the user interface into a human interface," said Jo Harlow, senior vice president of marketing, during the official presentation in London.

Looking to bring even more in the competition with the iPhone, Nokia announced that the device offers a HTML Web browser with Flash Lite 3. "Individuals can surf the entire web, not just pieces of it," the company’s officials stated, also taking a shot at Apple by saying that they know some people who believe that Flash is not important on a mobile device.

The retail price for the mobile phone is expected to be around $400, without any subsidies or taxes, so depending on the preferred carrier, the price might have a wide range. "That means this device is about half the price of competitive touch devices in the market today, and it certainly means that it is the best touch value proposition on the market," Harlow explained.

Nokia decided on a rather strange marketing strategy, as it plans to release the device this year only in Asia, the Middle East and Russia. Other areas such as the European and American market will begin receiving the touch-screen phone sometime in 2009 and there are no details about the areas where the Comes With Music service will be available. Only when Nokia will release the phone in all the above mentioned markets, offering customers full access to the device, we’ll be able to properly record its impact, because the iPhone managed to reach almost every corner of the world and its constant advertising campaigns keep it in the public eye. Still, there is no doubt that the competition is finally here, with Nokia looking to take the smartphone segment to the next level.

Finally the announcement that over 50 lakh government employees would be receiving 40 per cent of their arrears amounting to Rs 11,600 crore on account of the Sixth Central Pay Commission recommendations has sent cheer amongst the automobile industry. It has been learnt that enquiries from government officials have already started pouring in at the dealer's end. It is widely expected that a number of leading companies like Hyundai, General Motors, Maruti Suzuki, etc will be chalking out customised strategies to entice the aforesaid segment for buying their models. Research has clearly indicated that most of the government employees' families have never deemed it necessary to buy a car, but an aggressive marketing as well as a personal touch base by auto companies base may tilt the market dynamics in their favour.

Media reports indicate that Maruti Suzuki India Ltd. (MSIL) has already implemented a scheme christened 'Wheels of India', where the country's largest passenger carmaker doles out additional discounts and charges a modicum rate of interest. According to a senior representative of MSIL, the company has already earmarked a 4-member team to begin its campaign to woo government employees. He added that with huge sums of money in the pockets of government employees, some of them would definitely buy cars. He also stated that MSIL's institutional sales officers will work with dealers in state capitals to reach the government employees.

New Delhi (PTI): IAF chief Fali Homi Major on Friday vehemently denied reports of armed forces defying government over pay commission issues, even as he termed the Cabinet's approval for creation of 1,896 new posts as a "motivator" for all in the services.

"Not one of my air warriors have breached discipline. Not at all. In fact, my men are extremely happy with what we are getting from the 6th Central Pay Commission (CPC)," Major told reporters here.

Informing the media about the government's approval for Phase-II of Ajai Vikram Singh Committee (AVSC) report for creation of new posts from Colonels to Lieutenant Generals and their equivalents in the Navy and Air Force, he said, "This will be a great motivator for everybody in the armed forces".

Asked if the AVSC approval was an effort at placating the "angry" armed forces over CPC issues, the IAF chief said, "I do not think it is so. The AVSC went through the government's decision-making process long before the pay commission".

New Delhi, Oct 3 (ANI): The Chief of Air Staff, Air Chief Marshal Fali H Major, on Friday said the Armed Forces have not breached any discipline by publicly airing their grievances over the anomalies in the Sixth Pay Commission report.

I as the Air Force Chief and other two chiefs have gone through the sixth Central Pay Commission report and put forward the issues which we wanted the government to redress, Air Chief Marshal Major told reporters ahead of the 76th anniversary celebrations of the founding of the IAF.

He further said that the government has graciously appointed a high level committee to look at the issues and is confident that the committee will sort out the anomalies in the pay commission report.

Air Chief Marshal Major also said that the AV Singh Committee report has been approved by the Cabinet, creating more senior-level posts in the three services to improve promotional avenues and remove stagnation.

The proposals of Phase-II of the AV Singh Committee Report approved today would result in reduction in stagnation. The measures taken will also lead to progressive promotion of junior batches without adversely affecting promotional aspects of senior batches, thereby reducing the age profile of officers in select ranks.

The upgradation will be carried out in the Army over a period of five years, in the Navy over the next 10 years and in the Air Force over a period of five years. The total number of posts to be upgraded will be 1051 in the Army, 342 in the Navy and 503 in the Air Force.

Commenting on measures to counter shortage of officers in the Air Force, the Air Force Chief said that there is a shortage of officers, but the situation is not very alarming and the IAF has started short service commissions for pilots, which have became an instant hit.

He said that he is hopeful that the sixth pay commission will help to attract more new talent to the IAF.

Replying to a question on suicides in the IAF, Air Chief Marshal Major said: A detailed study was carried out with the help of the College of Defence Management and out of the 26 suicides, only one case was stress related and all other cases were related to socio-economic factors.

He added that at present there are 900 counsellors covering 60 IAF stations and pointed that the rate of suicides have come down in comparison to previous years. (ANI)

Defence Minister A K Antony on Wednesday said there were no differences between the government and the armed forces over the 6th Central Pay Commission (CPC) report.

His statement comes in the wake of the defence forces' signal to its 1.5 million personnel on the "anomalies" in the CPC, asking them to "be patient in the larger interest of the Services," which was seen as an act of defiance of the Cabinet decision to implement revised pay scales from September 1.

"There is no difference between the government and the Services, because they are also part of the government. Don't read too much (into the forces' signal)," Antony told reporters after the Defence Accounts Day function in New Delhi.

Pointing out that the government had taken a decision in the Cabinet to implement the pay commission report after amendments, Antony said the additional burden on the exchequer due to the changes in the approved CPC is Rs 6,000 crore.

"After the decision of the Cabinet, Services' chiefs noted some of the problems and anomalies, specifically regarding the defence forces, which is but natural. The government is examining it at the appropriate level. Meanwhile, you are reading too much. It is not correct," he said.

Stating that the armed forces had already submitted the details for revised pay scales, the defence minister said the government had issued a notification for paying adhoc arrears to the personnel, due to the delay in calculating their revised pay for October.

"Also, the prime minister has appointed a committee headed by my senior colleague Pranab Mukherjee. So there is no problem. As far as we are concerned, there is no difference," he added.

After the defence forces' decision not to accept the "discriminatory" CPC, the government had acted swiftly with Antony doing some tough talking to the Services' chiefs, asking them to accept the revised pay scales temporarily.

Prime Minister Manmohan Singh also set up a high-level ministerial committee headed by External Affairs Minister Pranab Mukherjee last Friday to look into the defence personnel grievances over the CPC.

Antony and Finance Minister P Chidrambaram were named as the other two members of the three-member committee.

Moreover, the government ordered release of an interim amount as part payment of the 40 per cent arrears under the CPC to be given to the defence personnel this week to enable them to celebrate Diwali.

The rest of the 40 per cent arrears would be paid to the services in November.

The reason cited for the adhoc arrears was the delay caused due to the late submission of the revised pay vouchers by the armed forces.

Consequently, the 3.5 million civilian government servants would take home their revised pay and the 40 per cent arrears under the CPC, while the defence personnel would have to wait till November for their revised salaries.

Maruti A-Star by November

Bangalore: The latest passenger car from Maruti Suzuki, the one litre A-Star model is expected to cost about Rs 4 lakh (ex-showroom) and will be launched during mid-November.

An official with Maruti Suzuki told newspersons that the A-Star will also be exported under the Nissan badge to Europe and the Middle East and will be called Pixo. Nissan can also sell the same car in India as well under a different brand. The new car is also perhaps the only model in the world, which will have 750 variants as it will be sold across 151 countries including Europe, the Middle East, Latin America, Asia and Africa, the official said.

Maruti Suzuki is also increasing the number of engineers working in its R&D centre from the current level of 570 engineers to about 1,000 by 2010. Another R&D centre is also expected to set up shortly.

The official said Maruti Suzuki will manufacture about 1 lakh car units of the A-Star a year for the export market and 50,000 for the domestic market. The same model will be made for Nissan under a contract manufacturing arrangement.

The A-Star will be the fifth world strategic model from Suzuki which means the same car can be manufactured simultaneously in other countries. Suzuki will sell the same car in Europe but under the Alto as well as under the Celerio names.

The car manufacturer will use the K-series engine for the gasoline driven car and the engine production will begin in October this year. The official said the A-Star has been positioned as an A2 premium segment car. The A2 segment has a 71 per cent share of the Indian passenger car market which is about 1.3 million units.

The official said the A-Star model will be the eighth car launched by the company in four years. He said time to market for Maruti Suzuki had come down significantly. Earlier, Maruti Suzuki used to take between two and three years to launch a new model.

The A-Star model is part of the Rs 9,000-crore investment plan spread across five years (ending 2010).

According to the plan, Rs 2,500 crore is being invested in setting up a diesel facility which will have the capacity to produce 3 lakh engines by 2010. Another Rs 2,500 crore is being invested for the Manesar plant for expansion and upgradation and the rest for setting up the K-series engine plant and for upgradation and expansion of the Gurgaon plant.

The A-Star will be the fifth car platform for Maruti Suzuki.

Maruti Suzki is also increasing the number of dealership outlets across the country to 1,000 by 2010 from the current level of 600. During 2007-08, Maruti Suzuki sold 7.11 lakh cars in the domestic market and exported about 53,000 units of Maruti 800 and Alto cars. By 2010, Maruti Suzuki expects to export about 2 lakh cars mostly driven by the A-Star model.

Joint Management Entrance Test 2009 (JMET 2009) is the first step in the process of admission to the TWO YEAR FULL TIME Postgraduate Degree Programmes in Management offered by IITs for the academic year commencing July/August 2009.

Currently IIT Bombay, IIT Delhi, IIT Kanpur, IIT Kharagpur, IIT Madras, and IIT Roorkee offer Programmes in Management.

JMET 2009 is only a qualifying examination. Candidates have to apply separately to the Institutes of their choice. They are also advised to look up the details provided in the brochure about the programmes available in the participating Institutes. There is no limit to the number of programmes a candidate can apply to, so long as he or she meets the eligibility criteria.

The results of JMET 2009 provide a basis to each participating Institute to shortlist potential candidates for conducting its own selection process, like, Group Discussion/Interview etc. However, calling the candidates for such later process of selection is the prerogative of the admitting Institute. JMET 2009 qualified candidates may contact the management departments/schools of the concerned institutes for additional information, if any. It may be noted that the GATE/JMET offices will not respond to queries on the admission procedure.

Candidates should note that the final selection would depend on their performance in each of the components of the selection process.

Now some great news for the employees of autonomous bodies, quasi-government organisations and statutory bodies. The government of India has decided to extend the benefit of Sixth Pay Commission recommendations to employees of autonomous bodies, quasi-government organisations and statutory bodies. As per the news, the benefit would be extended to employees of all such organisations whose basic pay and emoluments are similar to those payable to central government employees. What about those employees whose pay scales are NOT identical to those of the central government employees? In those cases when the pay scales are not identical, the department or bodies would constitute a "separate group of officers". The financial advisor of the respective department would be involved in the group as the representative of the finance ministry.

When will this be implemented?
No certainity about that. The final recommendation of the group would be taken by the finance ministry or the ministry of personnel and training for implementation. The accepted pay level would, however, be in no case more than those prescribed for the central government employees of similar level.

"It has now been decided that the orders may be extended to the employees of autonomous organisations whose pattern of emolument structure as pay scale and allowances are identical to those of central government employees," an office memorandum of the finance ministry said.

Dearness allowance, housing rent allowance and city compensatory allowance are the main parameters on which the similarity of the two scales would be decided.

Autonomous organisations and other such bodies would have to provide for 10% of the additional expense on account of pay revision through additional revenue generation, another 10% from savings and the rest 80% would be provided by the Centre.

In case the organisation is not able to generate additional revenue, central government would provide 90% of the additional expenses.

Words have a way of coming into fashion unannounced. In September 2006, Prime Minister Manmohan Singh remarked, “Unless the ‘beat constable’ is brought into the vortex of our counter-terrorist strategy, our capacity to pre-empt future attacks would be severely limited.” This was quickly picked up by the media, and the “beat constable” was placed in the centre of the public debate on national security.
There is, however, a disconnect between what the prime minister says, and what the Government does. The police constable currently earns between Rs 3050-4590, at par with lowest categories of government employees. The Sixth Pay Commission, in its great munificence, has recommended a hike of about Rs 150-310 in the constable’s scales, increasing his pay to between Rs 3200-4900. This is the bright side. Many states have scales well below centrally stipulated levels. Gujarat, for instance, has a current scale of Rs 2750-4400. There are rare exceptions, like in Kerala, where the scale stands at Rs 5930-9590.

Not only are constables grossly underpaid; they suffer abysmal working conditions. Across India, “housing satisfaction” for the police — the proportion of serving personnel who are provided family quarters — stands at a disgraceful 29.3 per cent. In India’s capital — boasting “global city” ambitions — it is an even lower 19.97 per cent. Thus, a majority of constables leave their families behind in their villages, seeing them rarely, on grudgingly provided leaves of absence. Those who bring their families to their place of posting, particularly in cities, end up living in illegal slums and tenements. Thus, the very condition of their daily existence constitutes a breach of the law!

Working conditions are no better. Outside the metropolis, facilities in police stations are, at best, rudimentary. In rural areas — particularly in ill-governed states — the police operate out of structures that are often worse than cattle sheds. Here, a BPR&D study notes, “across the country... they are asked to put in consistently 16 to 18 hours of duty on a continuous basis”. In many police stations and posts, far from fighting the terrorists and insurgents they are routinely pitted against, policemen lack even the minimal capacities to defend themselves. Since a majority of constables retire at the rank at which they join, only a small proportion attains the rank of head constable; a miniscule number rises to the rank of sub-inspector or inspector. Career frustration adds to this deadly cocktail.
