Fixation of Pay as on 01.01.2006:

Old basic = 7500 ( in pre revised scale S-14 = 7500 - 250 - 12000)

Revised Pay Band = PB-2 = 9300-34800

Grade Pay = 4800

New Basic pay as on :

01.01.2006 = Old basic pay X 1.86 + Grade Pay = 7500 X 1.86 + 4800 = 18750

01.07.2006 = 18750 X 1.03 = 19313

01.07.2007= 19313 X 1.03 = 19892

01.07.2008 = 19892 X 1.03 = 20489

Transport allowance for A1 city from 01.09.2008= 1600

HRA for A1 city = 30 % of new basic from 01.09.2008 = 0.3 x 20489 = 6147

DA on new basic and transport allowance( but TA will be given from 1.09.2008) = revised DA is 16 % effective from 01.07.2008 = 0.16 X ( 20489 + 1600) = 3524

Total Emoluments from 01.09.2008 = New basic pay + TA + HRA + DA ( on new basic pay + TA) = 20489+1600+6147+3524
= Rs 31760

Total Revised Gross Pay from 01.09.2008 = Rs 31760.

Total Pre revised gross pay as on 01.08.2008

= old basic X 1.5 X 1.54( 7% additional DA will be effective from 01.07.08 in pre revised scale 47+ 7 = 54%) + TA + HRA + CCA = (7500X1.5 X 1.54)+ 400 + (0.3 X 7500 X1.5) + 300
= 17325 + 400 + 3375 + 300 = 21400

Gross pre revised Pay as on 01. 08. 2008 = 21400

Absolute hike in gross salary = Gross revised salary - gross pre revised salary = 31760 - 21400 = 10360

Percentage (%) hike in Gross salary = (10360/21400 ) X 100 = 42 %

Notes:

1. It is assumed that he has not got any promotion between 01.01.2006 to 01.09.2008. If one got promotion between 01.01.2006 and 01.09.2008, one additional increment of 3% of new basic pay will be given plus his revised grade pay after promotion will be added for calculating new basic pay. In above sample calculation, if someone got promotion in 01.08.2007 from pre revised scale S-14 (= 7500 - 250 - 12000) to S-15 scale (8000 - 275 - 13500), this scale is now upgraded in PB-3 ( 15600 - 39100) with grade pay 5400.

Therefore he will get one additional ancrement on 01.08.2007
New Basic pay as on
01.08.2007 = 19892 X 1.03 + 5400 ( new grade pay) - 4800 (old grade pay) = 21089
01.07.2008 = 21089 x 1.03 = 21721
Remaining calculation for TA, HRA and Da will remain as it is.

2. He is staying in Class A-1 city.

3. He is not using official transport, therefore eligible for transport allowance.

4. Revised Da will be effective 2% from 01.07.2006, 6% from 01.01.2007, 9% from 01.07.2007, 12 % from 01.01.2008 and 16 % from 01.07.2008.

Lucknow, Aug 23, 2008: Mayawati announced with great pomp the implementation of Sixth Pay Commission in Uttar Pradesh (UP). But would it be possible for her to implement the 6th pay commission recommendations.

Skeptics are saying that how a state that is in dire financial condition and that has failed to fully implement the fifth pay panel recommendations would be able to implement the 6th Pay Panel recommendations.

Is Uttar Pradesh chief minister Mayawati’s decision to implement the recommendations of the 6th pay panel has more to do with electoral politics than the ground realities. Her government is under tremendous financial strains and it does not seem that the bad financial condition is going to change any time soon.

But electoral politics play more important role in a country like India and more importantly in case of Uttar Pradesh where caste and religious factors make everything more complicated. In Mayawati’s case financial considerations and the bad shape of her state’s economy may not even figure on her priority’s list.

She has a more pressing task. The lady who has single handedly gone on to anoint herself as the chief minister of the most populous state of the country without any outside support has more pressing task at her hand. And that is to win Prime Minister’s post.

And every step the UP chief minister is taking is aimed at fulfilling her ambition of becoming the prime minister.

Under Sixth Pay Commission government has approved many allowances. It has also withdrawn several allowances and has reduced or increased them.

In the meantime the government has forwarded the report to Department of Personal and Training for the implementation of the report. This shows government’s sincerity in implementing the report.

In the meantime more and more state government are coming forward to implement the report in heir respective states. Though there are questions as to whether how the state governments already their economy in tatters can absorb the burden of thousands of crore of rupees on the implementation of the report.

Nonetheless it gives hope to millions of state government employees that sooner than later they too are going to benefit from sixth Pay Commission recommendations.

1. Dearness Allowance:

the AICPI (IW) will continue to be the index used for calculating DA for Government employees.
Merger of dearness allowance with basic pay is not recommended.
DA will continue to be sanctioned twice a year as on 1st January and 1st July payable with the salary of March and September, respectively.
2. City Compensatory Allowance (CCA):

City Compensatory Allowance to be abolished.
3. Other Compensatory allowances:

Rates of Special Compensatory (Hill Area/Remote Locality), Tribal Area Allowance, Project Allowance and Bad Climate Allowance revisied as follows :
Project Allowance: Rs.1500 p.m. For posts in the grade pay of Rs.5400 and above; Rs.1000 p.m.For posts in the grade pay of less than Rs.5400
The rates of all the above allowances shall automatically increase by 25% whenever the Dearness Allowance payable on the revised pay bands goes up by 50%.
Abolition of Special Compensatory Allowance for Gandhinagar and Special Compensatory (Border Area) Allowance.
As regards Special (Duty) Allowance for postings to North East Regions, the allowance at the existing rates should be paid to all Central Government employees on their posting on transfer to any North East Region irrespective of whether the transfer is from outside the North East Region or from another area of that region.
The condition that the employees have all India transfer liability should also be dispensed with. This will ensure that all employees, irrespective of their group, get the benefit of this allowance on their posting to a new city in North East on transfer.
The Special (Duty) Allowance as well as other concessions allowed to the Government employees in North East region to be extended to the Government employees posted in Ladakh.

Sixth Pay Commission: Kamal Nath projected as Madhya Pradesh chief minister at rally

Bhopal, Aug 23 (IANS) Senior Congress leader Kamal Nath was Friday projected as the future chief minister of Madhya Pradesh by party leaders at a rally in Chhindwara. Keen to dislodge the ruling Bharatiya Janata Party (BJP) in Madhya Pradesh, the Congress, seen as faction ridden, decided to bring all state leaders on one platform in a show of unity at Chhindwara Friday.

But what took everybody by surprise was former state unit Congress chief Subhash Yadav’s proposal to contest the upcoming assembly elections under the leadership of Kamal Nath, describing him as the future chief minister before the people. This was seconded by former chief minister, Digvijay Singh, who gave the call for formation of a Congress government in the state.

“The rally was attended by almost all the senior party leaders including Kamal Nath, Digvijay Singh, Satyavrat Chaturvedi, Jyotiraditya Scindia, Suresh Pachauri, Jamuna Devi and others,” state Congress general secretary Rajiv Singh told IANS. Central minister Arjun Singh, however, could not attend the meet due to health reasons, but his son and MLA Ajay Singh was present.

National leaders like the party’s in charge for Madhya Pradesh and union Parliamentary Affairs State Minister Narayan Sami and Congress spokesman Veerappa Moily were also present.

The state-level convention, organised at the Dussehra Maidan, saw a huge gathering. Senior leaders took a pledge to form the next government in the state.

They said corruption would be the main poll plank against the ruling BJP.

The Congress leaders promised to waive off farmers’ loans for five years and provide free electricity up to 5 HP motors if their party is voted to power.

They also promised to implement the recommendations of the Sixth Pay Commission for state government staff and removing discrepancies in the Fifth Pay Commission.

Kamalnath to be CM?

Chhindwara, Aug 22: The Congress party will present its senior leader Kamal Nath as Chief Minister for Madhya Pradesh in the forthcoming Assembly elections. This was announced at the convention of the party today here.
The State-level convention of the party was organised at the Dussehra maidan here today in the presence of senior leaders who took pledge to form government in the State. Issues raised during the elections were also spelt out. Some of these include increasing corruption, deteriorating power position and poor law and order situation.

The convention was attended by more than one lakh people. The senior leaders present include party's in charge for Madhya Pradesh and Union Parliamentary Affairs State minister, Narayan Sami; Congress spokesman and in charge media cell, Veerappa Moily, Union Commerce and Industries Minister, Kamal Nath; Madhya Pradesh Congress Committee president, Suresh Pachauri; union minister of state for telecommunications, Jyotiraditya Scindia, Union minister of state for agriculture, Kantilal Bhuria, former Chief Minister of the State, Digvijay Singh, Subhash Yadav, Satyavrat Chaturvedi, leader of the opposition in the assembly, Jamuna Devi, president of Election Campaign Committee, Ajay Singh and deputy chairperson of Vidhan Sabha, Hajarilal Raghuvanshi.

On the occasion, former MPCC chief Subhash Yadav placed the proposal for fighting the Vidhan Sabha elections under the leadership of Kamal Nath and proposed him as future Chief Minister before the people. This was seconded by former Chief Minister, Digvijay Singh who gave the call for formation of Congress government in the State in the forthcoming elections.

In case Congress forms its government in the State, the party made the announcement to waive off full loans of the farmers for five years and to provide free electricity up to 5 hp to them. Also to implement the recommendations of Sixth pay commission for the State staff as also removing the discrepancies in the fifth pay commission.

Sixth Pay Commission recommendations: Some feel the price pinch, others rejoice this festive season

SILIGURI, Aug. 21: It is the irony of times that would allow some to be extravagant this Pujas and force others to practice austerity.

While the Central government employees can and are looking forward to celebrating a grand festival this year following New Delhi's decision to implement the Sixth Pay Commission recommendations, for the State Government employees and teachers, who apprehend a steep rise in prices and services before the Pujas due to an average increase of 21 per cent in the salaries of the Central government employees, it is austerity time.

“We are likely to get the benefits of the increase in our pay after Durga Puja, but we are planning to celebrate the Puja in a grand style this year as the hike in our salaries will increase our purchasing power during the festive season,” grinned Mr Parimal Roy, a senior employee at the Sashastra Seema Bal office in Ranidanga. Most of the West Bengal government employees, on the other hand, are upset this Puja as they feel their pockets would not permit them to indulge in extravagance.
While many of them are busy chalking out strategies to cope up with the imminent price rise due to the increase in Central government salaries, some are hurriedly applying for loans in different banks in anticipation of a hike in the interest rates soon.

Even the State government's recent decision to set up the Fifth Pay Commission for salary revision next month has failed to mitigate their anxiety.
“The fourth pay panel took a year to submit its report and it was implemented two years after it was released. The fifth pay panel should release its report quickly and the state should pay interim allowance to employees, so that the burden of inflation on government employees can be somewhat less,” a senior teacher at a higher secondary school in Ghoshpatti, Mr Hari Kamal Barman said.
