In an Independence Day-eve bonanza, the central government on Thursday gave
its 50 lakh employees, including defence personnel, a significantly bigger pay packet improving on the recommendations of the Sixth Pay Commission with retrospective effect from January, 2006.
The Union Cabinet, which met on Thursday, approved the new pay scales that would give the employees an average increase of 21 per cent, a decision that would cost the exchequer Rs 22,131 crore -- Rs 15,717 crore on the General Budget and Rs 6,414 crore on the Railway Budget -- in 2008-09.
"The overall average increase is 21 per cent," Expenditure Secretary Sushma Nath said. The fitment rate will be 40 per cent as against 28 per cent recommended by the Sixth Pay Commission.
In a significant modification of the Pay Commission recommendation, the government has raised the fitment rate, which helps in arriving at higher allowances in view of merger of 50 per cent DA with basic pay, in revised pay bands to 40 per cent as against 28 per cent.
The minimum basic pay for a government servant at the lowest level has been increased to Rs 7,000 against Rs 6,660 per month awarded by the Commission. Consequently, the total emoluments of this class of employees would exceed Rs 10,000 including allowances.
Officials say that the increase in the higher brackets of pay will not be much compared with the Commission's recommendation. However, in the category of defence personnel, the recommendations of the Commission, which had led to large-scale discontent, the modifications on the basis of an empowered committee's suggestions have been significant.

A Pay Commission is a panel comprised of members of the Union Cabinet of India for hiking the salaries of government employees.
History
Since India's Independence, six pay commissions have been set up on a regular basis to review and make recommendations on the work and pay structure of all civil and military divisions of the Government of India
First Pay Commission
The first pay commission was constituted in May 1946, and had submitted its report in a year.
Second Pay Commission
The second panel had been set up in August 1957 and had given its report exactly after two years, with a financial impact was Rs.396 million.
Third Pay Commission
The third pay commission set up in April 1970 gave its report in March 1973, and created proposals that cost the government Rs.1.44 billion.
Fourth Pay Commission
Constituted in June 1983, its report was given in three phases within four years and the financial burden to the government was Rs.12.82 billion.
Fifth Pay Commission
The Fifth Pay Commission was set up in 1994 and implemented in 1997 at a cost of Rs. 17,000 crore.

August 18: 6th pay commission is approved by cabinet, without any major changes in original sixth pay commission report. No change in grade pay announced.
Till yet govenment has not given hint for DA applicable for modified 6th pay commission report.
After Union Government its now the turn of various State Government. May states have announced the implementation of 6th Pay Commission in their respective states. UP, Haryana, Tamilnadu, West Bengal have already announced the implementation. It is hoped the majority of the states will announce the implementation this month itself.

The government should revise the pay scales for Government employees with the Sixth Pay commission recommendations at the earliest. The cost of living for every household is rising with every passing day. The wages for government employees are the same.

(c) Personnel belonging to the Armed Forces

On Tuesday Minister of State for Finance P K Bansal told Rajya Sabha that government is not planning to grant interim relief to its employees because of delay in implementations of sixth Pay Commission.

NEW DELHI: India Inc has welcomed the Sixth Pay Commission report that suggested an average increase of 40 percent in salaries of central government employees and said the move will not lead to a rise in inflation and revenue deficit of the government.
Industry body FICCI said the pay hike would not add to inflationary conditions and revenue deficit due to buoyant revenue collections.
"The revenue collections and the overall economy is growing. If these trends are kept intact, then this additional expenditure should not be too much of a problem," Ficci Secretary General Amit Mitra said.
Echoing similar sentiments, Assocham said increase in salaries would not fuel inflation and increase revenue deficit as the country is witnessing increased direct and indirect tax collections as a result of higher tax compliance.
"The government is going to witness substantial hike in its revenue collections, benefits of which ought to be given to its employees and there should be no grudge against such pay commissions recommendations," Assocham President Venugopal Dhoot said.
Assocham said the move would make the central government employees more accountable, productive and responsive as the exchequer would shed Rs 12,561 crore in 2008-09 itself on account of higher package.
Also, Ficci said the hike would reduce the problem of governance and attract talented personnel, besides making the employees more responsible.
The Sixth Pay Commission submitted its report to Finance Minister P Chidambaram recommending implementation of the revised pay from January 1, 2006, which would impose an arrear payout burden of Rs 18,060 crore on the government.

Conditions have also changed in several respects since the last Pay Commission made its report in 1997. Accordingly, it has been decided to appoint the Sixth Central Pay Commission comprising of the following:

To examine the principles, the date of effect thereof that should govern the structure of pay, allowances and other facilities/benefits whether in cash or in kind to the following categories of employees:-
Central government employees – industrial and non-industrial.
Personnel belonging to the All India Services.
Personnel belonging to the Armed Forces.
Personnel to the Union Territories.
Officers and employees of the Indian Audit and Accounts Department.
Members of the regulatory bodies (excluding the RBI) set up under Acts of Parliament*.
Officers and employees of Supreme Court of India**.
To transform the Central Government Organisations into modern, professional and citizen-friendly entities that are dedicated to the service of the people.
To work out a comprehensive pay package for the categories of Central Government employees mentioned at (A) above that is suitably linked to promoting efficiency, productivity and economy through rationalization of structures, organizations, systems and processes within the government, with a view leveraging economy, accountability, responsibility, transparency, assimilation of technology and discipline.
To harmonize the functioning of the Central Government Organisations with the demands of the emerging global economic scenario. This would also take in account, among other relevant factors, the totality of benefits available to the employees, need of rationalization and simplification, thereof, the prevailing pay structure and retirement benefits available under the Central Public Sector Undertakings, the economic conditions in the country, the need to observe fiscal prudence in the management of the economy, the resources of the Central Government and the demands thereon on account of economic and social development, defence, national security and the global economic scenario, and the impact upon the finances of the States if the recommendations are adopted by the States.
To examine the principles which should govern the structure of pension, death-cum-retirement gratuity, family pension and other terminal or recurring benefits having financial implications to the present and former Central Government employees appointed before January 1, 2004.
To make recommendations with respect to the general principles, financial parameters and conditions which should govern payment of bonus and the desirability and feasibility of introducing Productivity Linked Incentive Scheme in place of the existing ad hoc bonus scheme in various Departments and to recommend specific formulae for determining the productivity index and other related parameters.
To examine desirability and the need to sanction any interim relief till the time the recommendations of the Commission are made and accepted by the Government.

The Commission will devise its own procedure and may appoint such Advisers, institutional consultants and experts, as it may consider necessary for any particular purpose. It may call for such information and take such evidence, as it may consider necessary. Ministries and Departments of the Government of India will furnish such information and documents and other assistance as may be required by the Commission. The Government of India trusts that State Governments, Service Association and others concerned will extend to the Commission their fullest cooperation and assistance.
The Commission will have its headquarters in Delhi.
The Commission will make its recommendations within 18 months of the date of its constitution. It may consider, if necessary, sending reports on any of the matters as and when the recommendations are finalized.
Suggestions & Comments
Sixth Central Pay Commission had invited all interested persons, including members of the public, peoples' representatives, consumer associations, staff associations, State/UT governments, ministries/departments to send their views on the subject by 31st December 2006. Consequent to an addition in the terms of reference, Unions/Associations of officers and employees of the Supreme Court of India were requested to submit any memorandum to the Commission before 31st August 2007.

Armed forces welcome Sixth Pay Commission hike
The Union Cabinet, ahead of the 61st Independence Day, has gifted the armed forces and other central government employees an average increase of 21 percent in salaries and at least three assured promotion by accepting the Sixth Pay Commission report.
The UPA Government approved at least three assured promotions for all soldiers and civilian employees under the modified Assured Career Progression scheme.
The civilian government employees would get this assured promotions after 10, 20 and 30 years of service, where as defence forces personnel would be promoted under ACP after 8, 16 and 24 years.
Chairman Chiefs of Staff Committee and Navy Chief, Admiral Sureesh Mehta, welcomed the government’s decision to consider the demands of the armed forces while granting the Sixth Pay Commission.
He said that even as more details are awaited, prima-facie, all the concerns of the defence forces appear to have been suitably addressed.
“Increase in Military Service Pay of PBORs and compensation for middle-rung officers’ are particularly heartening. The decision to credit arrears from January 01, 2006 is most welcome,” Admiral Mehta added.
The grade pay of the middle level officers from captain to Brigadier has been enhanced. Officers like Colonels and Brigadiers have been put in Pay Band-4 and the pay band has been modified to Rs.37400-67000 instead of Rs.39200-67000.
Grade pay of Major General has been increased to Rs.11000 and that of Lieutenant General to Rs.13000.
The Military Service Pay of PBORs has been increased from Rs.1000 to Rs.2000 per month. Weightage ratio of five years for gratuity for PBORs will continue.
There is also good news for war-disabled personnel as the disability pension has been doubled from Rs.1550 to Rs.3100 and war disability pension to be granted at 60 percent.
The rate of Special Forces allowance for the Army and the Air Force will be equated with Navy’s Marine Commando allowance.
The Government announced an average increase of 21 per cent in salaries of 55 lakh Central Government employees with effect from January 1, 2006.
The wage hike would increase the financial implication for the Centre by Rs.17,798 crore annually and the arrears with effect from January 2006 would cost Rs.29,373 crore.
The financial implications in 2008-09 on account of the implementation of the Sixth Pay Commission recommendations will be around Rs.15,700 crore on the Central Budget and Rs.6,400 crore on the Railway Budget. (ANI)

His father, Fred Phelps, worked for the Maryland State Police and his mother, Debbie Davisson Phelps, is a middle school principal. He excelled as a swimmer, and by the age of 10 held a national record for his age group. More age group records followed, and Phelps' rapid improvement culminated in his qualifying for the 2000 Summer Olympics at the age of 15.
In November 2004, at the age of 19, Phelps was arrested for driving under the influence of alcohol in Salisbury, Maryland. He pleaded guilty to driving while impaired the following month and was granted probation before judgment and ordered to serve 18 months probation, fined $250, obligated to speak to high school students about drinking and driving and had to attend a Mothers Against Drunk Driving (MADD) meeting.[8][9] Questioned about the incident later that month by Matt Lauer on the Today Show, Phelps said it was an "isolated incident" and that he had "definitely let myself down and my family down...I think I let a lot of people in the country down."
Between 2004 and 2008, Phelps attended the University of Michigan in Ann Arbor, Michigan, studying sports marketing and management. In May 2008, Phelps said he intends to return to Baltimore following the 2008 Olympics, joining Bob Bowman there when he leaves the University of Michigan, saying, "I'm not going to swim for anybody else. I think we can both help the North Baltimore Aquatic Club go further. I'm definitely going to be in Baltimore next year." Leryn Franco (born 1 March 1982 in Asunción) is a Paraguayan athlete who specializes in the javelin throw. Her personal best throw is 55.38 metres, achieved in May 2007 in Fortaleza.
Summer Olympics
Franco competed at the 2004 Summer Olympics for Paraguay where she was 21st in Group A and finished 42nd overall. At the 2008 Summer Olympics Franco again competed in the javelin representing Paraguay, where she finished next-to-last at 51st. Had she done her personal best (55.38 m = 181' 8 3/8") she would have placed 36th. During the Games' opening ceremony she garnered some media attention because of her good looks.

Strike on issue of 6th Pay Commission brings the nation to halt

New Delhi, Aug 20, 2008: A nationwide strike on the issue of 6th Pay Commission brought the nation to a grinding halt Wednesday. The call of strike given by leading labor unions supported by communist parties and trade unions affiliated to them affected almost the whole nation.
Air passengers were worst hit as were train services in many states including West Bengal and Bihar. Several flights were cancelled as union employees sat on dharnas and shouted slogans blocking the entrance of the airport in many places.
Stranded passengers mostly on local routes had a harrowing time as there were no alternative arrangements for them. With 22000 Air Port Authority of India employees staging protests, most prepaid taxiwallahs too had not come to airport and so the passengers who got to the airport had to walk miles to get a taxi or auto in the national capital.
But the worst hit was West Bengal where life remained completely shut down. Markets, schools, colleges and all other institutions were closed. Even private sector business institutions were closed as public transport was not available in any part of the state including Kolkata, the state capital. All trains leaving from Kolkata were cancelled.
Left affiliated trade unions had called for strike demanding the removal of anomalies in the 6th Pay Commission implementation, rising inflation among other things.
According to reports, eight trade unions including the All India Trade Union Congress (AITUC) and Centre for Industrial Trade Union (CITU) and 40 employees' federations are supporting the strike.

SBI launches loan scheme for poor heart patients
State Bank of India (SBI), the country’s largest commercial bank, today launched a loan product aimed at the poor heart patients. Named ‘SBI Hrudaya Suraksha Scheme’, the exclusive loan product is extended only for patients undergoing cardiac treatment at the Narayana Hrudayalaya in Bangalore.
The loan product was launched at the hands of Muhammad Yunus, founder, Grameen Bank of Bangladesh and Nobel Laureate for peace in 2006.
Speaking on the occasion, SBI Chairman O P Bhatt, said SBI has been taking several initiatives to reach out to the larger sections of the society and the new loan scheme is aimed at helping the poor to undergo heart surgeries was one such initiative. The bank will come out with many more complex products in association with Narayana Hrudayalaya in the future, he said.
Mahpara Ali, chief general manager, SBI, Bangalore, said the SBI Hrudaya Suraksha Scheme is a hassle-free loan product that will help the poor patient meet the shortfall in his medical expenditure.
Under the product, SBI would extend around 80 per cent of the medical expenditure or Rs 50,000, whichever is lower. The borrower will have to repay the loan in six months with no interest for the first three months.
Later, the loan amount will have to be repaid at an interest rate of 8.5 per cent. However, the loan scheme is available only to poor patients and as per the recommendation of the hospital. The bank expects to lend to about 30-50 patients per month initially, she said.
“We need to bring in innovative schemes and investments to shore up healthcare cover in the country. Healthcare, especially heartcare, needs huge investments. The present demand is 25 lakh heart procedures a year, but only 80,000 procedures are carried out across various hospitals,” said Dr Devi Prasad Shetty, chairman and managing director, Narayana Hrudayalaya.
Ali said, “Talks are on with Narayana Hrudayalaya as to how to link self help groups (SHGs) in Karnataka for healthcare schemes. Integration of SHGs and healthcare schemes are being worked out. State Bank of India along with few non-government organisations (NGOs) in Karnataka has exposure to 50,000 SHGs and has disbursed loans to the tune of Rs 200 crore,” she added.

Despite losing to his quarter-final opponent - Russian Georgy Balakshin - in last year's world championship, he has not lost hope.
Also the loss of his mentor Akhil Kumar has come as a shock and he wants to hit back.
Jitender has an ace up his sleeves. Boxer Akhil Kumar who crashed out of the quarter-finals on Monday will be present during the fight.

Leryn Franco is just your run-of-the-mill javelin thrower/pageant queen/model with her own calendar. But during the Beijing Olympics the 26-year old Paraguayan became so much more to the American people; she became our javelin thrower/pageant queen/model with her own calendar. So, my fellow Americans, it is with a heavy heart that I regret to inform you that our favorite Paraguayan athlete (sorry Jose Luis Chilavert) was eliminated from the Olympics this morning after failing to qualify for the javelin finals. Take all the time you need.
Ms. Franco became the object of our attention after she was noticed by NBC cameras during the Parade of Nations at the Olympic Opening Ceremony. Fourth-Place Medal's fledgling Investigative Unit discovered her identity eight magical days ago and since then our schoolboy crush blossomed into unrequited love.
Leryn -- can we call you Leryn? -- didn't return our collective calls, but we didn't mind. We knew she was busy preparing for her event: the javelin throw. She competed this morning, finishing second-to-last in the qualifying round with a throw that was 12 meters short of her personal best. It was a disappointment, to be sure, but not altogether surprising. After all, Leryn's goal was never to medal; it was to win the hearts of men and women worldwide. And in that event, Leryn Franco won gold.

Jitender Kumar and Vijender Kumar quarter-final match schedule
Indian boxers Jitender Kumar and Vijender Kumar will be having their quarter final match today at the Beijing Olympics, it will be tough matches for both of them. Its not that the opponents are tough, it is
some kind of jinx that is not allowing Indian athletes and Indian Boxers in general to move ahead of quarter-finals, as happened to lot of boxers, wrestlers and shuttlers.
Both Jitender Kumar and Vijender Kumar have their task cut out, they have to go out there and blast their opponents and enter the semi-finals.

Michael Phelps’s Mother Deborah Phelps Recalls Helping Her Son Find Gold-Medal Focus

NEVER GIVE UP Deborah Phelps, mother of the swimming champion Michael Phelps, said his teachers had low expectations.
DEBORAH PHELPS’S third baby and only son was larger than life from Day 1 — 9 pounds, 6 ounces and 23 inches long. As a little boy, said the mother, he asked 25 zillion questions, always wanting to be the center of attention. If he wasn’t zooming by on his big-wheel tricycle, he was swinging past on the monkey bars.
Starting with preschool, teachers complained: Michael couldn’t stay quiet at quiet time, Michael wouldn’t sit at circle time, Michael didn’t keep his hands to himself, Michael was giggling and laughing and nudging kids for attention.
As he entered public school, he displayed what his teachers called “immature” behavior. “In kindergarten I was told by his teacher, ‘Michael can’t sit still, Michael can’t be quiet, Michael can’t focus,’ ” recalled Ms. Phelps, who was herself a teacher for 22 years. The family had recently moved, and she felt Michael might be frustrated because the kindergarten curriculum he was getting in the new district was similar to the pre-K curriculum in their old district.
“I said, maybe he’s bored,” Ms. Phelps recalled saying to his teacher. “Her comment to me — ‘Oh, he’s not gifted.’ I told her I didn’t say that, and she didn’t like that much. I was a teacher myself so I didn’t challenge her, I just said, ‘What are you going to do to help him?’ ”
In the elementary grades at their suburban Baltimore school, Ms. Phelps said, Michael excelled in things he loved — gym and hands-on lessons, like science experiments. “He read on time, but didn’t like to read,” she said. “So I gave him the Baltimore Sun sports pages, even if he just read the pictures and captions.”
She will never forget one teacher’s comment: “This woman says to me, ‘Your son will never be able to focus on anything.’ ”
His grades were B’s and C’s and a few D’s.
It was a tough period. Ms. Phelps and her husband, a state trooper, were divorcing. She had just gone back to school to get a master’s degree to become an administrator, she said, and at the same time she had to be the 24/7 parent.
Michael grew like crazy, but not evenly — his ears looked huge, and when he ran, his arms swung below his knees. (He was on his way to being 6 feet 4 inches tall with an arm span of 6 feet 7 inches.) Kids bullied him, and when he whacked one on the school bus, he was suspended from the bus for several days.
When he was in fifth grade, during his annual check-up, Ms. Phelps and the family physician, Dr. Charles Wax, discussed whether Michael might have A.D.H.D. — attention deficit hyperactivity disorder. By then, the Phelpses were a swimming family. (Michael’s older sister Whitney at 15 was ranked first in the country in the 200-meter butterfly, though her career would be cut short by a back injury.) Dr. Wax’s children also swam, and he’d noticed Michael at the Phelps sisters’ swim meets. “Michael used to run around like a little crazy person mooching food off people,” said Ms. Phelps.
The doctor suggested sending assessment forms to his teachers. Their consensus: Can’t sit still, can’t keep quiet, can’t focus.
At age 9, Michael was put on Ritalin, a stimulant used to treat hyperactivity.
His mother thinks it helped a little. “He seemed to be able to focus longer,” she said. “He could get through homework without moving around so much.” She said he was still a middling student. “It might have raised some C’s to B’s,” she said. But if a homework assignment had to be at least four sentences, she said, “he’d just do four sentences.”

“I was always stern as a parent,” she said, “but from Day 1, I included my children as part of the decision process. So I listened.” After consulting with Dr. Wax, Michael stopped medication.

When Michael was 11, his swim coach at the North Baltimore Aquatic Club, Bob Bowman — still his coach — took the Phelpses aside and talked about Michael’s gift. “Bob says, ‘By 2000, I look for him to be in the Olympic trials,’ ” recalled Ms. Phelps. “ ‘By 2004, he makes the Olympics. By 2008, he’ll set world records. By 2012, the Olympics will be in New York and’ — I said ‘Bob, stop, he’s 11, he’s in middle school.’ ”
As it turned out, the boy would move four years faster than his coach’s prediction (and New York would lose its Olympic bid).
At age 12 Michael needed an algebra tutor, and was so antsy in school that his mother suggested the teacher sit him at a table in the back. And yet he willingly got up at 6:30 daily for 90-minute morning practices and swam 2 to 3 hours every afternoon.
By 15, in 2000, he was at the Olympics; at 16 he had his first world record; and by 19, at the 2004 Olympics, he had won 8 medals, 6 of them gold.
Of all his mental gifts, the one that amazes his mother the most is this: “Michael’s mind is like a clock. He can go into the 200 butterfly knowing he needs to do the first 50 in 24.6 to break the record and can put that time in his head and make his body do 24.6 exactly.”
He always did his swimming homework. “In high school, they’d send tapes from his international races,” Ms. Phelps said. “He’d say, ‘Mom I want to have dinner in front of the TV and watch tapes.’ We’d sit and he’d critique his races. He’d study the turns — ‘See, that’s where I lifted my head.’ I couldn’t even see what he was talking about. Over and over. I’m like, ‘whoa.’ ”
These days, Ms. Phelps, 57, is principal of Windsor Mill, a middle school in Baltimore County. Her A.D.H.D. son is so renowned, she was hired this summer by a pharmaceutical firm, Ortho-McNeil-Janssen, as a “celebrity mom” who will answer questions about her experiences with A.D.H.D. on a company-sponsored Web site.
While the company makes an A.D.H.D. medication, Concerta, and arranged my interview with Ms. Phelps, during our three hours together, Ms. Phelps never mentioned the drug. Nor did her son ever take it. Like so many parents, she seemed conflicted about having given her son any medication. “There were so many things going on at the time — the divorce, Michael’s maturity, we changed school districts,” she said. “Were meds the right thing? I could be on the fence either way. That was the decision that was made.”
More to the point, I think, is the moral of her story, which offers hope for parents of any child with a challenge like A.D.H.D.: Too many adults looked at Ms. Phelps’s boy and saw what he couldn’t do. This week, the world will be tuned to the Beijing Olympics to see what he can do.

NEVER GIVE UP Deborah Phelps, mother of the swimming champion Michael Phelps, said his teachers had low expectations.
DEBORAH PHELPS’S third baby and only son was larger than life from Day 1 — 9 pounds, 6 ounces and 23 inches long. As a little boy, said the mother, he asked 25 zillion questions, always wanting to be the center of attention. If he wasn’t zooming by on his big-wheel tricycle, he was swinging past on the monkey bars.
Starting with preschool, teachers complained: Michael couldn’t stay quiet at quiet time, Michael wouldn’t sit at circle time, Michael didn’t keep his hands to himself, Michael was giggling and laughing and nudging kids for attention.
As he entered public school, he displayed what his teachers called “immature” behavior. “In kindergarten I was told by his teacher, ‘Michael can’t sit still, Michael can’t be quiet, Michael can’t focus,’ ” recalled Ms. Phelps, who was herself a teacher for 22 years. The family had recently moved, and she felt Michael might be frustrated because the kindergarten curriculum he was getting in the new district was similar to the pre-K curriculum in their old district.
“I said, maybe he’s bored,” Ms. Phelps recalled saying to his teacher. “Her comment to me — ‘Oh, he’s not gifted.’ I told her I didn’t say that, and she didn’t like that much. I was a teacher myself so I didn’t challenge her, I just said, ‘What are you going to do to help him?’ ”
In the elementary grades at their suburban Baltimore school, Ms. Phelps said, Michael excelled in things he loved — gym and hands-on lessons, like science experiments. “He read on time, but didn’t like to read,” she said. “So I gave him the Baltimore Sun sports pages, even if he just read the pictures and captions.”
She will never forget one teacher’s comment: “This woman says to me, ‘Your son will never be able to focus on anything.’ ”
His grades were B’s and C’s and a few D’s.
It was a tough period. Ms. Phelps and her husband, a state trooper, were divorcing. She had just gone back to school to get a master’s degree to become an administrator, she said, and at the same time she had to be the 24/7 parent.
Michael grew like crazy, but not evenly — his ears looked huge, and when he ran, his arms swung below his knees. (He was on his way to being 6 feet 4 inches tall with an arm span of 6 feet 7 inches.) Kids bullied him, and when he whacked one on the school bus, he was suspended from the bus for several days.
When he was in fifth grade, during his annual check-up, Ms. Phelps and the family physician, Dr. Charles Wax, discussed whether Michael might have A.D.H.D. — attention deficit hyperactivity disorder. By then, the Phelpses were a swimming family. (Michael’s older sister Whitney at 15 was ranked first in the country in the 200-meter butterfly, though her career would be cut short by a back injury.) Dr. Wax’s children also swam, and he’d noticed Michael at the Phelps sisters’ swim meets. “Michael used to run around like a little crazy person mooching food off people,” said Ms. Phelps.
The doctor suggested sending assessment forms to his teachers. Their consensus: Can’t sit still, can’t keep quiet, can’t focus.
At age 9, Michael was put on Ritalin, a stimulant used to treat hyperactivity.
His mother thinks it helped a little. “He seemed to be able to focus longer,” she said. “He could get through homework without moving around so much.” She said he was still a middling student. “It might have raised some C’s to B’s,” she said. But if a homework assignment had to be at least four sentences, she said, “he’d just do four sentences.”
