Sixth Pay Commission: Forces introduce draft notification
NEW DELHI, Sept. 29: The armed forces on Monday initiated the move to issue draft notification for their new pay-packages (Sixth Pay Commission) following the formation of a high-level three-member ministerial committee to take up the issue of disparities in salaries of armed forces personnel vis-a-vis the paramilitary forces and civilian bureaucracy.
The government had announced the new packages for the armed forces in August after making certain modifications in the recommendations of the Sixth Central Pay Commission report.
The armed forces had earlier refused to implement their new pay-packages in protest against these pay-disparities.
Indian Navy Chief and Chairman of the Chief of Staffs Committee Admiral Sureesh Mehta had earlier written to all naval personnel explaining the reasons for delay in the issue of the draft notification. But the Indian Army, Navy and Air Force have now initiated the move to issue the draft notification.
While the process would take time, the government had moved swiftly on Saturday to announce ad hoc payment of arrears for the current year to all ranks of the services at the earliest. This is in view of the forthcoming festive season.

NEW DELHI (Reuters) – The BSE Sensex is set to open sharply lower on Tuesday after U.S. lawmakers rejected a $700 billion
package to end financial panic, knocking down markets in Asia and on Wall Street.
Fear gripped markets as investors dumped emerging market assets, sought stability in government debt and confronted the
prospect that the crisis of confidence in the bank industry will persist, further damaging the global economy.
The U.S. S&P 500 index suffered its biggest fall since 1987 stock market crash and Asian bourses fell 4 to 7 percent.
The BSE Sensex should open 3 to 4 percent lower and trend downwards, traders said.
"There is a problem of liquidity. There's a feeling that stocks will go further down," said Ambareesh Baliga, vice president
at Karvy Stock Broking.
The 30-share main BSE index fell 3.87 percent on Monday to 12,595.75, its lowest close since July 16 and its second-lowest
finish this year, taking its losses in 2008 to almost 38 percent.
By 0324 GMT, Japan's Nikkei was down 4.6 percent touching a three-year trough, while MSCI's measure of other Asian stocks
fell 3.7 percent.
Nifty futures traded in Singapore were down 3.7 percent.

NEW DELHI: Resident doctors at Central and Delhi government hospitals are angry as the Union health ministry has not issued any notification for revi sion of salary as per the sixth pay commission’s recommendation for resident doctors. Most government servants would be drawing revised salary on October 1 as per the sixth pay commission’s recommendations, but resident doctors would be drawing their salary as per the old scale.
“It is shocking that the Union health ministry simply forgot to send a notification for revision of salary of resident doctors. This, despite the sixth pay commission dedicating one paragraph for resident doctors in its recommendation,” said Dr Akhil Singhal, vice-president, resident doctors’ association (RDA), Lok Nayak Hospital.
“We are being deprived of our basic rights. The AIIMS administration has, however, promised resident doctors that it will be paying us the corresponding salary as per the new scale, which would be adjusted once the ministry takes a final decision. But it is unfortunate the ministry forgot about us,” said Dr Kumar Harsh, RDA president, AIIMS.
The RDA members of Lok Nayak Hospital approached the Indian Medical Association for help. “We support the doctors. Since 1986, resident doctors have been getting salaries as per revised scales. We will write to the government over the issue,” said Dr Anil Bansal, assistant secretary, IMA. According to resident doctors, the government has created huge disparity amongst medical professionals. “Staff nurses with less than one year of experience would be drawing more salary that senior resident doctors. This is just not done,” said Dr Dhirendra Dhiraj, coordinating secretary, federation of resident doctors association (FORDA).
Delhi health minister Dr Yoganand Shastri said: “We will write to the Union health ministry and convey the grievances of resident doctors. Once we get the notification, we will immediately process their salary as per new scales.”

NEW DELHI, SEPTEMBER 29 The armed forces have agreed to implement revised pay scales and arrears from October 1 but in a highly controversial move last Friday, the Army top brass, taking a cue from the Navy, cited “the larger interests of the services” to justify their defiance and “delay” in implementing revised salaries.
The Army signal was sent the day Defence Minister A K Antony talked tough with the three Services chiefs and told them in very clear terms to implement the Cabinet decision on the Sixth Pay Commission report.
Top sources confirmed to The Indian Express that via a signal on September 26 — two days after Navy chief Admiral Sureesh Mehta signalled his men — Lt Gen V K Chaturvedi, Director General, Manpower Planning, under the Adjutant General of Army, informed “all ranks up to unit level” that the revised pay scales were delayed. The signal, being kept under wraps, was sent to Headquarters/Commands and Corps of the 1.1 million-strong Army.
While the armed forces process for issuing the Government notification has begun so that all officers and ranks get the new scales together with their civilian counterparts on time, the Army, in its signal, said that four pay-related issues still remain unresolved:
Uniform grades of pay at par with civilian officers.
•Lt Col should be upgraded to Pay band 4.
•t Generals should be placed in Higher Administrative Grade plus.
•Restoring pensionary benefits of personnel below officer rank.
While the UPA government plans to take up the two signals issued by the Navy chief and Army Headquarters seriously as these have wider ramifications, it is foxed by the first demand which is not even within the purview of the Pranab Mukherjee committee — it also comprises P Chidambaram and Antony — set up by the Prime Minister last Friday to sort out pay-related anomalies with the armed forces.

Pandit Shridhar had been busy in his daily preparation of Kanya Pujan, where, some little girls were present before him. Rani Ma Vaishnodevi manifested herself in those little-girls. As per the Hindu tradition, while Pt. Shirdhar had been washing the feet of these little girls, his sight fell on Rani Ma manifested Herself in the form of a little girl. Ranchi, Sep 29 (IANS) Jharkhand Chief Minister Shibu Soren Monday demanded an increased share of mineral royalty from the 13th Finance Commission.”Jharkhand should get an increased share of mineral royalty through an improved royalty regime based on market value,” Soren said while addressing a meeting with the members of the 13th Finance Commission.
“Jharkhand should get a special package as the second Finance Commission had granted the same to Andhra Pradesh and Karnataka,” he added.
Soren also demanded that the central government bear 50 percent of the burden of the Sixth Pay Commission in the state. Jharkhand has already said it will implement the recommendations of pay commission.
He also asked the central government to pay back Rs.20 billion the state has spent on laying railway lines.
Speaking on the occasion, Finance Commission chairman Vijay Kelkar said: “The state government should focus on enhancing its financial discipline framework through better public expenditure management, improved financial reporting and audit response initiatives.”
The commission members will stay in Ranchi two more days and take a look at the demands of the state government.

Forces Pay Hike vs Sixth Pay Commission: 3-member Committee formed
After the Armed Forces expressed huge disappointment over the Sixth Pay Commission report and rejected it outright, the PMO intervened and formed a 3-member committee to look into their grievances.
After consulting with the PM, who is away on a foreign visit, External Affairs Minister Pranab Mukherjee formed a committee with two other members Finance Minister P Chidambaram and Defence Minister A K Antony. Mr. Pranab Mukherjee will head the committee.
The committee will look into objections raised by armed forces over the Sixth Pay Commission recommendations. Defence Minister AK Antony expressed hope that armed forces will get their pay in new scales by Diwali.
He also assured that all anomalies in the pay will be duly addressed. The Defence Services have decided to accept the revised pay scales and submit the salary bills to the ministry until the committee submits its report the cabinet.
President Dr. Pratibha Patil took note of the concerns of the armed forces and gave her sanction to the order for ad-hoc payment of arrears, which will help the defence personnel to manage their Diwali expenses.
Armed forces chiefs had made it public that they are not going to implement the 6th Pay Commission recommendations in its present form. They had clearly said that the discrimination in payment of officials in armed forces viz a viz civilian officials was unacceptable.
There was also talked of armed forces personnel going to celebrate Divali as black day.
But luckily it seems that the direct intervention of Prime Minister Dr Manmohan Singh from New York broke the ice and defence minister AK Antony gave his consent to form a panel to look into the anomalies in pay structure of armed forces.
There was also pressure from Defence Minister AK Antony on armed forces chief to implement the 6th pay commission from this month. He had made it amply clear that if the forces chief do not implement it, defence ministry will issue order in this regard.
Luckily things seem to have been sorted out for now with armed forces chiefs deciding to toe the government line for now as the panel headed by External Affairs Minister Pranab Mukherjee has been formed to look into the anomalies.
In the meantime Army Chief General Deepak Kapoor on Sunday clarified that there were no differences between Government of India and armed forces over the anomalies in the Sixth Pay Commission report.
Army Chief said, “I want to clarify that talks of differences between armed forces and Indian Government is not correct and has been played up incorrectly”.
“The fact that the Defence Ministry, Defence Minister and the Prime Minister are with us shows that he (Antony) is also part of the government, as we are. So there are no differences. I think it has been played up a little incorrectly," General Deepak Kapoor said.
He went on to add, “we have made our recommendations and government has set up a committee and let see how the deliberations go."
After Prime Minister’s direct intervention on the issue the Centre hurriedly constituted the committee, which also includes Finance Minister P Chidambaram and Defence Minister A K Antony. The committee is expected to give interim relief within a week. The Centre also said that all pending issues of the armed forces on pay hike would be resolved by the end of October.
Giving defence personnel reasons to cheer before Diwali, the government had yesterday ordered release of their ad-hoc arrears for the current year this week, even as the government said the armed forces would submit fresh salary vouchers tomorrow, paving the way for the 1.5 million personnel to take home the revised pay on October 1. After the Armed Forces expressed huge disappointment over the Sixth Pay Commission report and rejected it outright, the PMO intervened and formed a 3-member committee to look into their grievances.
After consulting with the PM, who is away on a foreign visit, External Affairs Minister Pranab Mukherjee formed a committee with two other members Finance Minister P Chidambaram and Defence Minister A K Antony. Mr. Pranab Mukherjee will head the committee.
The committee will look into objections raised by armed forces over the Sixth Pay Commission recommendations. Defence Minister AK Antony expressed hope that armed forces will get their pay in new scales by Diwali.
He also assured that all anomalies in the pay will be duly addressed. The Defence Services have decided to accept the revised pay scales and submit the salary bills to the ministry until the committee submits its report the cabinet.
President Dr. Pratibha Patil took note of the concerns of the armed forces and gave her sanction to the order for ad-hoc payment of arrears, which will help the defence personnel to manage their Diwali expenses.

NEW DELHI: The armed forces on Sunday expressed hope that the newly-constituted high-level ministerial committee will address their "genuine grievances" over the notification of their new pay scales.
"We have made our recommendations and the government has decided to set up a panel. So, let us see how the deliberations go... we are hopeful that it will look into our genuine and bonafide requests," Army chief General Deepak Kapoor said after laying a wreath at the Amar Jawan Jyoti in India Gate to mark the 181st Gunners Day.
"I just want to clarify that this talk of differences between the armed forces and the government... I think that is not right. The fact is that the defence ministry is positive, and with us," added Gen Kapoor.
This comes a day after Prime Minister Manmohan Singh, during his ongoing trip to US and France, directed the setting up of a ministerial committee headed by foreign minister Pranab Mukherjee, and including defence minister A K Antony and finance minister P Chidambaram, to look into the "core issues" raised by the armed forces.
As reported by TOI earlier, the Army, Navy and IAF had refused to accept their new pay scales from October 1 since they wanted political intervention in restoring their parity with their civilian and paramilitary counterparts.
As a compromise formula, a rattled government on Saturday set up a three-member ministerial committee, even as it directed the three Services to submit their draft pay vouchers to it by Monday to ensure the process to give all military personnel their new salaries and 40% arrears at the earliest could begin.
Moreover, keeping in view that the re-fixation of pay, allowances and arrears "may take some time", the government on Saturday also announced ad hoc payment of arrears to all ranks in October as an interim measure.
These amounts range from Rs 25,000 for jawans to Rs 50,000 for subedar-majors and their equivalents in the Navy and IAF. For officers, it ranges from Rs 55,000 for Lieutenants and Rs 80,000 for Lt-Colonels to Rs 1.60 lakh to Brigadiers and Rs 2.25 lakh for Lt-Gens.
Antony, on his part, has already indicated his support for the main demand of the 13-lakh strong armed forces on the issue of downgrading of Lt-Cols, who constitute the bulk of the officer cadre.
The forces are angry the "extant parity" of Lt-Cols (and their equivalent Wing Commanders in IAF and Commanders in Navy) has been lowered by retaining them in Pay Band-3 (Rs 15,600-39,100), while raising similarly placed civilians and paramilitary officers to PB-4 (Rs 37,400-67,000).
The government has also indicated its willingness to restore the earlier 70% "pensionary weightage" given to PBOR (personnel below officer rank), overruling the 50% recommended by the 6th Pay Commission.

NEW DELHI: A day after defence minister A K Antony pulled up Navy Chief Admiral Sureesh Mehta for crossing the line by refusing to accept the Sixth Pay Commission’s recommendations, the armed forces went on a damage-control mode, asserting that they had no differences with the government on the issue.
“I just want to clarify that this talk of differences between the armed forces and the government...I think that is not right,’’ Army Chief General Deepak Kapoor told reporters here after laying a wreath at the Amar Jawan Jyoti to mark the Gunners Day.
``The fact that the defence ministry, the defence minister and the prime minister are with us shows that he (Mr Antony) is also part of the government, as we are. So there are no differences. I think it has been played up a little incorrectly,’’ Gen Kapoor said.
The controversy, however, refuses to die down, with the principal Opposition party, the BJP, taking up cudgels on behalf of the armed forces. “Grievances of the armed forces against the recommendations of the Sixth Pay Commission should be looked into at the earliest. The prime minister should intervene to resolve their grievances,’’ BJP president Rajnath Singh told reporters on the sidelines of Vijay Sankalp rally organised in Jalandhar on Sunday.
Mindful of the concerns of the personnel belonging to three wings of the armed forces, the Centre had on Saturday ordered release of their ad-hoc arrears for the current year this week, and said the armed forces would submit fresh salary vouchers on Monday, paving the way for the 1.5 million personnel to take home the revised pay on October 1.
It simultaneously set up a three-member panel, headed by external affairs minister Pranab Mukherjee, to examine the pay-related anomalies of the services. The other members of the high-level committee are the defence minister and finance minister P Chidambaram.
The defence personnel had sought 70% “pensionary weightage” to jawans, placing Lieutenant-Colonels in Pay Band-4, parity of Grade Pay between defence officers and civilian counterparts and according Higher Administrative Grade Plus scales to Lieutenant-Generals and their equivalents in Navy and Air Force in the CPC.
Expressing hope that all their genuine and bonafide requests would be looked into by the committee, the Army chief said: ``We made our recommendations. So let us see how the deliberations go (in the ministerial committee).’’
The remaining 40% arrears would be paid to the defence personnel along with their November salaries, with the government stating that there could be a delay in calculating the amount before the October salaries are released.
The delay is a result of the Armed Forces’ fresh pay vouchers for October salaries likely to land in the defence ministry’s accounts office only on Monday, the government clarified.
While the Armed Forces would take only part arrears, their 3.5 mn civilian counterparts would be paid the entire 40% arrears. The government has already announced the remaining 60% of the arrears would be paid in the next fiscal.
In October, the arrears to be paid to officers from the rank of Lieutenant to Lieutenant-General and their equivalents in the Navy and Air Force would range from Rs 55,000 to Rs 2.25 lakh respectively.
In case of jawans, it would range from Rs 25,000 to Rs 50,000 for ranks from sepoy to subedar major and their counterparts in Navy and Air Force respectively.
After the CPC notification late last month, Naval chief Admiral Sureesh Mehta, Air chief Fali Homi Major and Army chief General Deepak Kapoor had openly expressed their disappointment over the ``disparities’’ to the country’s political leadership and to Cabinet Secretary K M Chandrasekhar.

Larger banks and employee productivity
It has become a fad to argue that a shakeout is inevitable in the Indian banking sector because only the larger banks can get to rule the roost. This is seen as necessary in the light of our opening up the banking sector in 2009. Is it true?.
GONE ARE the days when Indian banking automatically reminded us of nationalised banks. Such was their dominance over other banks. Even today they are a force to reckon with but they are no longer the uncrowned king. They have formidable rivals.
Even the statutory State Bank of India (SBI), which is India’s top commercial bank has a formidable rival. Any laxity on its part may lead to the said rival overtaking it. It is against this backdrop its keenness to merge its associate banks with itself is to be viewed. {SBI though may be inclined to draw comfort from the fact that the so-called formidable rival (read, ICICI Bank) has been the most affected of the Indian banks in the meltdown that the US financial market has been witnessing now).
With the Indian banking sector all set to open up next year, it is not only the statutory SBI or the nationalised banks, which are pulling up their socks. All the commercial banks are pulling their socks up too. It is in this backdrop, this article takes a look at the functioning of the nationalised banks in the country. To analyse the performance of the nationalised banks, just a couple of parameters have been reckoned. They are: business per employee and profit per employee. For the purpose of this analysis, SBI and its associate banks have not been considered.
The data used for the analysis has been drawn from the publication, ‘A profile of banks 2007-08’ brought out by the Reserve Bank of India (RBI). Data relating to 2007-08 has been used for the purpose of analysis.
Business per employee
As for business per employee, the Oriental Bank of Commerce (OBC) tops the list of the top three banks with each of its employees accounting for (Indian Rupees) INR 924.38 lakhs of business (vide the following Table). Employees of Corporation Bank and Bank of Baroda follow OBC in terms of business generated per employee.
This is a pleasant surprise because OBC and Corporation Bank were nationalised in the second phase (in the year1980). Bank of Baroda, which was nationalised in the first phase (in the year 1970), is a distant third. Ironically, Bank of Baroda is the largest of the three in terms of business (deposits plus advances). In fact its business is more than the business of OBC and Corporation Bank put together. For the information of the readers, OBC is ahead of Corporation Bank by at least INR 37,000 crores in terms of business.
Are we to conclude from the data that larger banks need not be superior in terms of employee productivity? One school of thought has it that only larger banks will be able to withstand competition once the banking sector is opened up. Union Finance Minister P Chidambaram also endorses this view. In the light of what the following Table conveys, we should take this view with a pinch of salt.

The objective of establishing the Board by a legislative measure is to accord functional autonomy to it and to free it from external interference and extraneous considerations in respect of making selection of candidates for admission purpose.
In recent times, fast emerging new technologies have impacted all fields of human activity. Public and private institutions and organizations across the world are continuously improving upon their working by making use of new technologies and innovations. The Board can thus bring about more efficiency and speed in organizing Entrance Examinations and in carrying out subsequent admission process by adopting new technologies and facilities. Hence, it is an opportune time for the Board to host its own website. By launching its website, student community-aspirants for various entrance examinations- will be especially benefited. They can easily access information concerning entrance examination related matters on internet at places convenient to them. The website will also facilitate and increase the interaction and communication between the functionaries of the Board and the students . More importantly, website of the Board shall make its functioning and activities more transparent and open to public scrutiny. We would welcome any suggestions and comments from the students, their parents and members of the general public in respect of format and content of the website for widening its scope and reach.

Among those watching the couple happily exchanging vows were the Vicky Cristina Barcelona's mum, Melanie Sloan, and her brother, Adrian. Saturday's secret ceremony took place in a wilderness resort outside handsome Ryan's home city of Vancouver.
Determined to keep her big day private, the blonde beauty last month played down thoughts that she would be walking down the aisle in the near future.
"No big plan yet," she said. "I mean, I'm 23. There's no reason to rush into it."

The candidates who got the required minimum marks of 40 and above will be called for Physical Measurement Test / Endurance Test / Physical Efficiency Test on 04-06-2008 and 05-06-2008. Intimation to the eligible candidates will be sent by post shortly.

Postgraduate Admissions are done on the basis of the GATE, JMET, JAM and CEED. About 15,500 undergraduate and 12,000 graduate students study in the seven IITs, in addition to research scholars.
IIT alumni have achieved success in a variety of professions.[1] The autonomy of the IITs has helped them to create specialised degrees in technology at the undergraduate level, and consequently to award the Bachelor of Technology (B.Tech.) degree, as opposed to the Bachelor of Engineering (BE) degree awarded by most other Indian universities. PANAJI: Goa government has decided to appoint a financial consultant who will tell the state how to mop up funds for implementing the Sixth Pay Commission recommendations.
The state will have to bear a liability of Rs 700 crore initially and an additional Rs 300 crore annually once it implements the pay commission recommended wages for its employees from this November onwards.
Goa Chief Minister Digamber Kamat had yesterday announced that the state would implement the Sixth Pay Commission.
"The financial consultant will guide us on how to implement some savings or enhance the tax further so that the revenue can be generated," Goa Chief Secretary J P Singh said.
"We will curtail the expenditure by identifying some schemes where we can cut down. We will also create sinking fund...The financial consultant will help us to manage our finances better," Singh said.
He added that the savings would attain more importance.
Earlier briefing about the cabinet decisions, Kamat on Thursday told reporters that that state will work out modalities to share liability with the centre.

Sixth Pay Commission: Armed Forces to withhold pay panel’s report
New Delhi, Sept 26: Clearly unhappy with the Pay Commission, the armed forces (Army, Navy, Air Force) have decided not to implement the recommendations alleging discrepancies in parity and status in comparison to their counterparts in civil services and Central police organisations, media reports said.
To express their unhappiness, personnel of the three services have decided to withhold the implementation of Sixth Pay Commission’s recommendations which were to come into effect from October 01.
“It is quite a serious matter. We can’t just accept something half-hearted like this. In fact, there were too some anomalies in the 5th Pay Commission recommendation for the Armed forces which are yet to be resolved,” said former Army Chief General VP Mallik.
The forces have now sought direct intervention of the Prime Minister to resolve the matter.

New Delhi, Sept 26: Clearly unhappy with the Pay Commission, the armed forces (Army, Navy, Air Force) have decided not to implement the recommendations alleging discrepancies in parity and status in comparison to their counterparts in civil services and Central police organisations, media reports said.
To express their unhappiness, personnel of the three services have decided to withhold the implementation of Sixth Pay Commission’s recommendations which were to come into effect from October 01.
“It is quite a serious matter. We can’t just accept something half-hearted like this. In fact, there were too some anomalies in the 5th Pay Commission recommendation for the Armed forces which are yet to be resolved,” said former Army Chief General VP Mallik.
The forces have now sought direct intervention of the Prime Minister to resolve the matter.
Meanwhile, the Defence Ministry has also asked the Finance Ministry to look into the matter.

PANJIM, SEPT 25 — The Goa Cabinet today took the much-awaited decision to implement the 6th Pay Commission recommendations.
The actual payment through monthly salary under the revised pay scales will commence from November 2008.
Addressing a press conference in the city, Chief Minister Digambar Kamat said, “the Government in principle decided to implement the recommendations of the 6th Pay Commission from November 2008”.
The revised pay scales will be implemented in respect of all the Government employees and those serving in aided-institutions (teaching and non-teaching staff) with effect from January 1, 2006.
Replying to queries, Kamat couldn’t give a clear picture over payment of arrears.
Sources in the Government, however, told Herald that the arrears for the period 1-1-2006 to 31-8-2008, for employees appointed prior to August 5, 2005, will be credited to their GPF Account in three equal installments with a lock-in period of three years. In the process, this will become a loan to the State Government carrying interest applicable to GPF (presently it is 8% per annum).
There are nearly 7,000 new employees appointed on or after August 5, 2005 who are covered under the New Defined Pension Contribution Scheme and they do not have a separate GPF account, the sources said.
For them, a separate account would be opened under the Public Account to deposit their arrears in three equal installments with a lock-in period of three years.
Kamat announced that the arrears for September and October will be disbursed later after making a budgetary provision in the Supplementary Demand for the current year.
The total financial implication including the two years arrears would be around Rs 700 crore.
The additional expenditure this year itself would be around Rs 150 crore, he claimed adding the additional burden would be approximately Rs 25 crore per month.
Asked how the Government intends to pay the arrears, Kamat said that his officers are working out the modalities.
He also looked non-committal when asked whether the arrears would be credited to GPF.
To a question whether the recommendations would be accepted with effect from January 1, 2008, he said, “Let us see we are still working on it.”
Asked what he means by word “in principle approval” here, Kamat said that the recommendation has various minute things which are being studied by the Government.
“The recommendations were for Central Government employees and the State is examining whether those things can be implemented here,” he said.
When asked whether the State had the finances to pay or would go in for a loan, Kamat replied we have not decided on that as yet but ruled out taking any loans for the purpose.
“We will have to take ‘some saving’ measures by curtailing expenditures”, he maintained.
We have taken some measures in this regard like the fixation of land rates for stamp duty etc and are trying to get in some more revenue, he added.
Meanwhile, sources told Herald that modalities would be worked out for which a meeting will be held next week.
Directorate of Accounts will be asked by the Government to compile arrears for the period from 1-1-2006 to 31-10-2008 by end of the year.
Sources said the 6th Pay Commission will not be made applicable to employees governed by UGC and AICTE scales.
TA: The employees will also be entitled to traveling allowance in place of CCA (City Compensatory allowance).
PARITY: The sources said that there’s a high possibility that pay fixation for those employees who enjoy upgraded pay scales (excluded) will be done corresponding to their pre-upgraded scales. With this, the Government intends to bring parity in pay scales as it has been a long-pending demand of Goa Government Employees Association.
However, sources say, this will not be an easy task as strong lobbies are working to retain the upgrades scales.

Antony's letter comes after the three services' chiefs put their foot down and sought redressal of their demands pertaining to the Sixth Pay Commission.
“Antony last week strongly recommended that the prime minister and the finance minister (P. Chidambaram) consider the four issues raised by the forces,” a defence source said Monday.
The reviewed report of the Sixth Pay Commission has upgraded the civilian and paramilitary counterparts of officers of the rank of lieutenant colonel and equivalent to a higher pay band.
As a result, civilian officers who were in the lower pay bracket and were hitherto drawing lesser pay than lieutenant colonels and officers of equivalent rank would now draw a higher basic salary.
The armed forces have been contending that these “core issues” would affect the joint operations of the armed forces and paramilitary forces.
The report of the Sixth Pay Commission, headed by Justice (retd) B.N. Srikrishna, was submitted to Finance Minister Chidambaram March 24.
It led to protests from both civilian and defence personnel, following which the government appointed a committee under Cabinet Secretary K. Chandrashekhar to study the various demands for financial corrections.

NEW DELHI: The armed forces continue to wage their battle against the notification of the new pay scales. Navy chief Admiral Sureesh Mehta and Army chief General Deepak Kapoor met cabinet secretary K M Chandrashekar on Thursday to seek urgent corrective steps to resolve their pending "core issues".
With the armed forces seething with anger at the delay in restoring their parity with their civilian and paramilitary counterparts, defence minister A K Antony was virtually forced to write to Prime Minister Manmohan Singh on Tuesday to seek his personal intervention in the matter.
This came after the finance ministry rejected the "core issues" raised by the armed forces, including the main one connected with Lt-Colonel rank officers, without giving any reasons. The government has so far only indicated its willingness to restore the earlier 70% "pensionary weightage" given to jawans, overruling the 50% recommended by the 6th Pay Commission.
The top military brass, in turn, is upset with "bureaucratic attempts" to drive a wedge between their officers and PBOR (personnel below officer rank). The military leadership, in fact, has sent a message down its ranks that the battle is being fought for both officers and PBOR in "a united, cohesive" manner.
While civilian government employees will get their new pay scales and 40% arrears on October 1, the armed forces are holding firm that they will continue with their old pay scales till the matter is resolved. The armed forces are particularly angry that the "extant parity" of Lt-Cols has been lowered by retaining them in Pay Band-3 (Rs 15,600-39,100), while raising similarly placed civilians and paramilitary officers to PB-4 (Rs 37,400-67,000).
The "lowering of status" of Lt-Cols and their equivalent ranks in IAF (Wing Commander) and Navy (Commander) is of major concern since these ranks constitute the bulk of the fighting force among officers. Almost 18,950 of the 54,770 officers in the 13-lakh strong armed forces, after all, are Lt-Col rank officers.
Another core issue is that all directors-general of police and their equivalents have been placed over Lt-Generals by the creation of a new "higher administrative grade-plus". The forces want all Lt-Gens to be placed in this grade.

The contentious issue has now become a war of nerves between the Armed Forces and the government with only five days left to implement the pay commission report.
Government sources said that Admiral Mehta has decided not to issue “government draft letter” that is required by the Defence Ministry to implement the new pay scales and arrears on October 1. The three service chiefs apparently took this decision as the existing pay band 3, as per the Pay Commission, is unacceptable to Lt Colonels and their equivalents. Backed by their seniors, the Lt Colonels want the next pay band, which is 4, so that they at least get more salary than their counterparts in the Coast Guard. Even though the Defence Ministry has quietly reminded the services for issuing the draft letter, the service chiefs are under tremendous pressure not to yield to the government till the pay disparities are rectified.
The Defence Ministry has again requested the Finance Ministry to reconsider the armed forces demand of placing the Lt Colonels in pay band 4. But this time they have not referred to the other key demand that Lt Generals be placed in the Higher Administrative Grade plus scale so that their parity with the Director Generals of Police is maintained. "The Armed Forces have not raised their pay vouchers in the revised scales in accordance with the 6th Central Pay Commission (CPC) notification and have submitted bills in the old pay scales," a Defence Ministry source told PTI here.
Though the government had yesterday in principle accepted the Services' demand for restoring 70 per cent "extant pensionary weightage" to jawans on the basis of their last drawn pay, the Armed Forces are cut up with the Finance Ministry over the rejection of their three other demands concerning officers.
The CPC had recommended that the jawans be given 50 per cent "pensionary weightage" and provided an option of lateral entry into paramilitary and central police forces.
The Armed Forces wanted the lateral entry scheme to be first approved and implemented by the government before the CPC recommendation on the 50 per cent "pensionary weightage" came into effect.

Under the CPC notification, the jawans, who form the backbone of the Armed Forces but retire at a relatively young age, are to be provided with the option of lateral entry in to the Central police forces and paramilitary and in return, they would get reduced "pensionary weightage" of 50 per cent.
In order to resolve this issue, Defence Minister A K Antony had written a strong letter to both Prime Minister Manmohan Singh and Finance Minister P Chidambaram, particularly batting for the jawan's pensionary benefits, reduced by the CPC.

Sixth Pay Commission's recommendations: Top babus will now fly first class
NEW DELHI: First class travel on international airlines has become a reality for top officials with the government issuing orders to substantially improve all travel rules in line with the Sixth Pay Commission's recommendations.
The high-end journeys can be undertaken by cabinet secretary and secretaries while officials a notch below can enjoy business class and all others can travel economy class.
For domestic official tours, all officers with a grade pay of Rs 10,000 or above can travel in business class or by AC first in trains. The entitlements of other officials have been revised from September 1 with the minimum being AC-III for those
drawing Rs 4,200 or less as grade pay. The government has taken a strong view on personal use of "mileage points" of frequent-flier officials and ordered that these points would accrue to the department concerned for concessional travel by
others on official tours.
"Any usage of these mileage points for purposes of private travel by an officer will attract departmental action. This is to ensure that the benefits out of official travel, which is funded by the government, should accrue to the government," the
order says. To ensure that tours are taken judiciously, the government has clarified that no additional funds would be provided on account of revision in entitlements. The departments are expected to restrict official tours only to "absolutely
essential" requirement.
Journeys undertaken in buses and taxis, including air-conditioned ones, will be reimbursed on the basis of actual expenses for officers in grade pay up to Rs 4,200.
Official tours in own cars or taxis can be reimbursed at the rate of Rs 16 per km. It would be Rs 8 per km for auto-rickshaws and scooters. The highest daily expense for hotel stay would be Rs 5,000 now with additional food bills up to Rs 500. The
limit goes down as per grade pay to a minimum daily entitlement of Rs 300.
A composite transfer grant equal to one month's basic pay can be taken for change of stations beyond 20 km. The weight limit for shifting household goods has been revised upwards.
If an officer's spouse is working, he or she can claim 50% of the transfer grant if moving between same stations within six months but after 60 days of the spouse's transfer.

NEW DELHI: Defence Minister A. K. Antony has sought the Prime Minister’s intervention to correct the anomalies in the pay scales of armed forces personnel, who have refused to accept the Sixth Pay Commission recommendations till the defects are rectified.
Mr. Antony has approached Prime Minister Manmohan Singh after the Finance Ministry turned down the armed forces’ demand for a review of the anomalies without assigning any reason, said informed sources.
The sources pointed out that the armed forces are so upset over the downgrading of certain key posts vis-À-vis their civilian counterparts that for the first time they are not implementing the revised pay scales recommended by a pay panel.
The salaries of all armed forces personnel for this month will be as per the previous pay panel’s recommendations, they said.
Mr. Antony, the sources said, was compelled to write to the Prime Minister after his missive of September 16 to the Finance Ministry did not elicit a satisfactory response. The Defence Minister on Tuesday said the services’ point of view was being
examined by the government.
This is not the first request to the Prime Minister from the Defence Ministry. Earlier this month, Navy Chief and Chairman of the Chiefs of Staff Committee, Admiral Sureesh Mehta, wrote to Dr. Singh about lowering of the status of defence officers and men. This was preceded by a letter from the Chief of the Army Staff, Gen. Deepak Kapoor, to the President and ‘Supreme Commander of the Armed Forces,’ Pratibha Patil, raising the same issue.
The letters to the Prime Minister and the President reflect their disappointment with the bureaucratic mechanism to satisfactorily resolve the grievances of the armed forces personnel, said another source. “We are not going to settle for another committee comprising civilian officers. The government had set up a review committee of officers but they did not do anything. So we thought it was better to approach the political leadership directly,” he explained.
The armed forces want the resolution of four core issues but they are specifically agitated over the lower pay and downgrading in the warrant of precedence of Lieutenant Colonels (and equivalent), considered the backbone of the armed
forces, and Higher Administrative Grade (HAG) plus for all Lieutenant Generals (and their equivalent in the other two services).

At 11:25 am (IST), the BSE 30-share Sensex gained 174 points at 13,744 and the NSE Nifty was up 48 points at 4,174.

A sun outage is an interruption in or distortion of geostationary satellite signals caused by interference from solar radiation. The effect is due to the sun's radiation overwhelming the satellite signal. Generally, sun outages occur in February, March, September and October, that is, around the time of the equinoxes. At these times, the apparent path of the sun across the sky takes it directly behind the line of sight between an earth station and a satellite. As the sun radiates strongly at the microwave frequencies used to communicate with satellites (C-band and Ku-band) the sun swamps the signal from the satellite. The effects of a sun outage can include partial degradation, that is, an increase in the error rate, or total destruction of the signal.
Effect on Indian Stock Exchanges
In India, the BSE (Bombay Stock Exchange) and NSE (National Stock Exchange) use VSATs (Very Small Aperture Terminal) for members to connect to their trading systems. VSATs depend upon satellites for connectivity between the terminals/systems. Hence these exchanges are affected due to the sun outage. These exchanges normally remain closed from 11:45 to 12:30 during 'sun outages', but times vary depending on the scientific factors. The interference in satellite signals disturbs smooth transmission of data of online transactions, hence these share markets remain closed for the duration of sun outages. Due to these outages, the trading sessions are normally extended in the same day to compensate for the lost time. In September 2006, however, only the NSE intended to shut down during the sun outage; the BSE did not. The reason for which is unknown.

First time experience in Gym
When i first went to gym my whole body was aching. On my second day it's getting worsed. I took rest for 3 days. After taking rest for three days it's getting better. Now i am getting used to it. Sixth Pay Commission pay out: Govt needs extra funds, to borrow Rs 10k cr more in H1
The government on Tuesday decided to borrow Rs 10,000 crore more than what it had planned for in the first half of 2008-09. Despite fulfilling its borrowing requirement for the first half of the fiscal, the finance ministry has now decided to advance its borrowing programme for the second half by scheduling issuance of dated securities worth Rs 10,000 crore in the month of September itself.
“This has been done keeping in view the emerging requirements of the government, market conditions and other relevant factors,” as per an official release. Accordingly the finance ministry will sell Rs 6,000 crore of 7.94%, 2021 bonds and Rs 4,000 crore of 8.28%, 2032 bonds on September 26.
The government has already borrowed Rs 96,000 crore in the first half of the year and has budgeted its net borrowing at Rs 1 lakh crore for 2008-09. It has however not announced its full borrowing calendar for the fiscal second half.
Analysts feel that the move shows that the government is likely to overshoot its slated borrowing for the year.
“This is a very surprising time to decide to raise funds as liquidity is tight in September because of the heavy payments as advance tax,” Abheek Barua, chief economist, HDFC Bank said. The government expects to overshoot its borrowing estimates and so is sensitising the market to it. Alternatively, it is expects the global financial crisis to worse and so plans to secure domestic fund flows, he added.
Saugata Bhattacharya, economist at Axis Bank said, “This could be because of an immediate increase in its expenditure or because advance tax outflows is lower than projected.” The government may also be of the view that it may be able to raise funds at a lower rate at the current market conditions, he said. The UPA government needs additional funds for the Sixth Pay Commission pay out, issuing bonds for oil and fertiliser and possibly for the farm loan waiver as well. It is also likely to make extra provisions for relief and rehabilitation in wake of the Bihar floods.
As per the pay commission’s recommendations, the salary hikes will cost Rs 22,100 crore this fiscal, while the farm loans to be waived in three instalments is estimated at Rs 71,680 crore. The government has also budgeted Rs 7,500 crore for fertiliser bonds. Oil bonds for the fourth quarter of 2007-08 amounting to Rs 14,956 crore and
for the first quarter of 2008-09 estimated at Rs 24,408 crore will be issued after obtaining Parliamentary approval.

HDFC, Bharti Airtel, TCS and Tata Motors have dropped around 3% each to Rs 2,254, Rs 785, Rs 745 and Rs 404, respectively.
Infosys has shed 2.5% at Rs 1,587. Tata Steel, Maruti and BHEL are down around 2% each at Rs 482, Rs 704 and Rs 1,650,
respectively.
Tata Power has advanced 1.5% to Rs 1,036.
The market breadth is fairly negative - out of 2,504 stocks traded so far, 1,672 have declined, 768 have advanced and 64 are
