Sixth Pay Commission: CG Employees show their frustration

New Delhi, Sept. 2, 2008: It seems central government employees are not very happy with Sixth Pay Commission. They have been showing their frustration in hundreds of mails they have written to Khabrein.info.

Their grouse is based on their oft repeated complaints that employees especially those who are in low grades have not done justice.

Following are just a handful views that have been sent by our readers:

What is so sacrosanct about July 2006. With computers and pay packages to calculate increments for any month, the new method would deprive many from earning an increment after completion of 12 months and would postpone the same cumulatively. An employee who retires in June will have to lose an increment.

Several posts have been merged with effected from merger but the example for working out revised scale appears to take away the benefit of merger from 1.1.2006. Existing pay is taken as existing pay of the lower post now merged with a higher post with effect from 1.1.2006. This kind of interpretation defeats true intention of commission, cabinet and committees.

Rules and examples there under should imbibe the objects should to be achieved. The postponement of increment and denial of pay of the merged post for fixation results in a loss of Rs.800 and more per month in a running pay band of PB2.

The increment proposal is wrong as "There will be a uniform date of annual increment, viz. 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st Jan 2007" following this employees as me will be at loss as my increment falls on May and as on 1.1.6 my basic was 7300 my pay will be fixed taking basic as 7300 and i will be granted next increment in 1.7.7, whereas if my increment might fall two months later i.e. in July i may be granted next increment earlier i.e. on 01.01.07, ( means if Ones increment in pre revised scale was little later he would get increment in revised scale earlier, which is not at all correct.)

Notification of sixth pay commission exhibits huge anomalies and differences in pay enhacements of class III &class II. Anomalies are as follows:-
1)IN classI greatde pay has been exorbitantly changed but same has not been done for class III&class II.For example grade pay of class I of 6100 has been changed to 6600,6600 to 7600 7600 to8700,9000to 10000,11000to %of whole structure and 12000.WHY SO GREAT DICRIMINATIO WITH CLASS III&CLASS II WHICH CONSTITUTE95% of total workforce and are the real earner of all department where as class one has nothing to do except seating in ac chamber passtime.
2)classI employees will get To additional increment on promotion but same are not avaible for class III&classII employees.
3)pay band of all class one hass been exorbitantly enhanced but poor class III&class II has been provided to live on bres and salt to survive in this great inflationary 13% economy.
IF GEADE PAY OF CLASS III AND CLASS II IS NOT INCREASED THIS IMPLEMENTATION HAS NO MEANING FOR OUR BROTHRENS.BE PREPARED FOR AGITATION AGAINST THIS TORTUROUS DISCRIMINATION.

Thanks the Government for implementing the sixth pay commission report but need to do more for working force. the government not care about technical staff in this report. Technition. Senior Tech. Master tech. pay scales.
1. 3050, 4000, 4500. it must be increased. Even in clerical side it too high grade. As clerk, U.D.C. and assistant .1. 3050, 4000. 5500. pls. think for such discrimination of technical side or skilled force.

Recomdations of 6th pay commission gives to much to class I employees by clubing class II with classIII & doing injustice with class II employees. for 90% employees it gives one pay band i.e. pb-2 whereas for 5% employees it gives two pay band and the difference is too much this pay commission is in the favours of top which is not justice.

The govt. has not accepted the recommendation of the commission to pay the allowances from 1.1.2008. This does not appear fair. The employees have borne the brunt of inflation over the years in the hope that they will have a fair deal. They have not achieved this. No interim reliefs were granted. The fixation formula does not appeal. This will entail changes in the pay fixation rules. Merging of subordinate posts with senior posts will create problems in supervision. The subordinates will now feel free to tell their seniors " look here we draw pay in the same scale of pay, what if we are drawing a little less pay in the pay scale". The commission as always have favoured the elite service of the IAS straightaway giving a 300% increase. What sort of a fair play is this?

Gp 'D' staff are taken care by upgrading them to Gp 'C' depending upon their eligibility etc. Gp'A' are always taken care of. They the ones who enjoy more. But We Gp 'C' are the cursed ones. There is already a lot of difference between the UDC scale (Gp C) and Assistant Scale (Gp B). The Modified ACP assures people who have put in more than 10, 20 or 30 years of service ACP in 10, 20 and 30 years instead of 12, and 24. It seems that ACP is a great financial upliftment. But a big NO. But in reality we have been punished. Instead of giving us the full financial benefit of the grade to which we would have actually reached when normally promoted we are given only a nominal 3% increase and the grade pay of the immediate grade in the hierachy of pay scales. This does not benefit.It seems like an eyewash. Instead merger of scales should have been done in these too. It is seen that the benefit always goes to Gp D, B and A. Why every time Gp 'C' is ignored and a stepmotherly treatment is metted out? it is always a general notion that only Gp A, B & D constitute the govt employees.

It is observed that there is no extra benefits for those who have undergone family planning operations or will undergo the same in future. In India, family planning should be encourged by giving very good and attractive incentives to the employees to encourage the planning.
