New Delhi, Sept 3, 2008: If you were being too happy to have 40 percent arrears as Sixth Pay Commission recommendations, I would advise you not to be. The taxman is watching you and would be knocking on your doors any time from now onwards.
It is being reported that the government is planning to receive 100 percent tax from your 40 percent arrears that is being paid to you this month.
Most of the people had ready list for spending the 40 percent arrears that many of late realized was not as much as they had initially expected. Now they are finally realizing that they had in fact no money to spend from their arrears amount being paid to them.
If the government taxes the whole arrear amount from the 40 percent it is paying this year it means that the central government employees may not have anything left to spend from arrears as they had been planning for the last several months.
If the government really decides to go this way it would virtually wipe out almost the entire amount of 40% arrears to be paid to central government employees this year. Senior bureaucrats will suffer the most as their tax would be topped with a surcharge of 10%, applicable on an income of Rs 10 lakh and above.
Around 5.5 million central government employees are going to benefit from the pay panel recommendations. A larger number of state government employees too will benefit from the recommendations if their respective state governments implement the recommendations.
It is estimated that the wage hike would increase the financial implication for the Centre by Rs 17,798 crore annually and the arrears with effect from January 2006 would cost Rs 29,373 crore, Information and Broadcasting Minister P R Dasmunsi told reporters after the Cabinet meeting.
The financial implication of Pay Commission on the General Budget would be Rs 15,717 crore and Rs 6414 crore on Railway Budget in 2008-09. The government’s present salary bill is over Rs 70,000 crore and the pension bill is over Rs 30,000 crore.

Sixth pay commision is going to have an impact on inflation and YOU even if you are not a government employee !
There are around 19 million (or 2 crore) Indian Government employees. This is slightly less than 2% of the total Indian population.
These 2% people are suddenly going to see their monthly income rise by around 20% to 25%. Not only that, they are also supposed to get arrears totalling more than 18,000 crore rupees. Remember the CRR hike of 25 basis points by RBI a few weeks ago was supposed to suck around 16,000 crore rupees from the system ?
Thus the effect of the sixth pay commission, or rather, merely the effect of the arrears paid out by sixth pay commission will be more on inflation over the period of one year than the recent CRR hike by RBI. The impact would also be more direct on inflation, I think. And I am not even considering the impact of salary hike, merely arrears. I think the impact of salary hike will be even greater.
So is the sixth pay commission fair ? All i would like to say is that is a different debate. You cannot say it is unfair just because it is going to have an impact on inflation.
The salary hikes that IT people or all private sector people have been gettting so consistently over the past decades surely also has had a comparable effect.

New Delhi, Sept. 3: Government has issued Memorandum Explanatory To The Central Civil Services (REVISED PAY ) RULES , 2008.
Rule 1 - This rule is self-explanatory.
Rule 2 - This rule lays down the categories of employees to whom the rules apply. Except for the categories excluded under clause (2), the rules are applicable to all persons under the rule making control of the President serving in Departments paid from Civil Estimates. They do not apply to the employees under the Ministry of Railways and civilian personnel paid from Defence Services Estimates, for whom separate rules will be issued by the Ministries concerned. The rules do not also apply to Gramin Dak Sevaks in the Department of Posts. The rules, however, apply to work charged establishments.
Rule 3 & 4 - These rules are self-explanatory.
Rule 5 - The intention is that all Government servants should be brought over to the revised pay structure except those who elect to draw pay in the existing scales. Those who exercise the option to continue on the existing scales of pay will continue to draw the dearness allowance at the rates in force on the 1st January, 2006 and the dearness allowance will count towards the emoluments for pension, etc. to the extent it so counted on the said date. If a Government servant is holding a permanent post in a substantive capacity and officiating in a higher post, or would have officiated in one or more posts but for his being on deputation etc., he has the option to retain the existing scale only in respect of one scale. Such a Government servant may retain the existing scale applicable to a permanent post or any one of the officiating posts. In respect of the remaining posts he will necessarily have to be brought over to the revised pay structure.
Rule 6 - This rule prescribes the manner in which option has to be exercised and also the authority who should be apprised of such option. The option has to be exercised in the appropriate form appended to the rules. It should be noted that it is not sufficient for a Government servant to exercise the option within the specified time limit but also to ensure that it reaches the prescribed authority within the time limit. In the case of persons who are outside India at the time these rules are promulgated, the period within which the option has to be exercised is three months from the date they take over charge of the post in India. In the case of Government servants the revised pay structure of whose posts are announced subsequent to the date of issue of these rules, the period of three months will run from the date of such announcement.
Persons who have retired between 1st January 2006 and the date of issue of these rules are also eligible to exercise option.
Rule 7(1) - This rule deals with the actual fixation of pay in the existing scales on 1st January, 2006. A few illustrations indicating the manner in which pay of Government servants should be fixed under this sub-rule subject to stepping up of pay under Notes below rule 7(1) are given in the attached Annexure.
Rule 7(2) - The benefit of this rule is not admissible in cases where a Government servant has elected the revised pay structure in respect of his substantive post, but has retained the existing scale in respect of an officiating post.
Rule 8 - This Rule prescribes the method of fixation of pay of employees appointed as fresh recruits on or after 1.1.2006.
Rule 9 & 10 - These rules prescribe the manner in which the next increment in the new scale should be regulated. The provisos to this rule are intended to eliminate the anomalies of junior Government servants drawing more pay than their senior by the operation of substantive part of this rule and also taking care of the Government servants who have been drawing pay at the maximum of the existing scale for more than one year as on 1.1.2006 and also those Government servants who have been stagnating at the maximum of the existing scale and are actually in receipt of stagnation increment on ad hoc basis.
Rule 11 to 17 - These rules are self-explanatory.

Sixth Pay Commission: Jawans, officers show their anguish
New Delhi, Sept 3, 2008: Army Jawans and officers are increasingly showing their anguish over injustice done by Sixth Pay Commission. Armed forces personnel both at lower level and officials have been voicing their concerns over the lack of parity that they have received from pay commission.
They say that they are the ones who are always ready to give their lives for the sake of the country. With terrorism taking root across the country they are involved in anti-terrorism operations from Jammu and Kashmir to Assam and Meghalya. They say that despite the obvious danger to their lives they have always been neglected by the government after government. Here are some views of a few officers and jawans of the armed forces that we have received recently:

At a time when our Army is busy fighting terrorists/ANEs in worst affected areas of the country, braving death like situation everyday on the frontiers & providing succor & relentless services to our countrymen in times of unrest & natural calamities, our Govt & its erring civil servants have blatantly dishonoured its own olive Green uniformed officers of the rank of Lieutenant colonels by downgrading their status & pay. This is most disheartening & disappointing. " GOD BLESS THE GOVT !"

This is referred to the MSP awarded to the Armed Forces personnel. If Justice Srikrishna could have realised that the actual hardship of the military life is felt by the PBOR , then the allowances would have been same for all ranks. Formulating a policy sitting in a A/C room and delivering speeches about welfare of PBOR is very easy . He would have gone to the actual site to see who in real gettin gthe military hardship. Eve if at the glaciers , an officer of the armed forces enjoys the levis life of a five star quality. Have you ever heard of an officer have amputed limbs because of frost bite or have serious heat exhaustion. No. Beacuse they take more hardship being in the A/C room provided to them. From the pay scale , the allowances of an officer is more than that of a PBOR. What else you expect ? No welfare , only exploittation. Thanks Justice Srikrishna

I am very hurt about the 6th pay commission because again after 12 years we jawans have actually not benefited . In present day there very less pay from outside. And reason that no body is fighting for us. Mostly jawans and we can,t open our mouth also.then lastly we again loosres

Tell one Ias chap or his chamchas to go and spend an hour in a counter insurgency area. Babus know only chamchas and pathetic administration. with so many babus and police cops arround then why so much of corruption and criminals? With defence, atleast the country is rated with supremacy vi a vis our neighbour

Does anyone care for the soldier who takes the bullet. The man who guards the border is the soldier. He lives a life of Hardship and high Risk. It amazes me when the officers and civilian personnel continue cribbing about their hefty pay packs instead of paying more attention towards the plight of the PBORs who are the actual backbone of the Armed forces. What the government is paying them is pittance compared to the sacrifices they make. So wake up my dear officers of the armed forces. Dont forget you have excellent facilities apart from your hefty pay pack. Your soldier is suffering still.

"MISGUIDING THE ARMED FORCES BY 6TH PAY COMMISSION" This is the recent topic for discussion among the MEN IN UNIFORM.. THE pay commissions recommendations are totally inacceptable to the MEN IN UNIFORM.
The biggest myth of the sixth Central Pay Commission is the military service pay to defence officers.It has been hyped as an additional pay over their civilian counterparts. The fact is that in every other service, officers will be at least four to six years ahead of defence officers in reaching in pay scales.For example, a Colonel will reach pay band PB-4 after 18 to 19 years of service whereas in every other central service, officers will get into PB-4 within 12 to 14 years.When we add the jump in pay, grade pay and increments in the next four to five years, Colenel with his MSP of Rs 6000 will be well below his civilian counterpart.As usual the armymen have been short charged. The public has already been fed on hype of MILITARY SERVICE PAY [ MSP]But who cares? Who will speak for the fauji?.. .the IAS LOBBY has left no stone unturned to DOMINATE THE ARMED FORCES. and they hav succeeded in that...the special committee SET FOR ARMED FORCES HAS BEEN MISGUIDED....AND THE FORCES ARE FOOLED.
the commission has thrown a PIECE OF LOAF IN FRONT OF THE ARMED FORCES NAMED AS ''MILITARY SERVICE PAY ''THIS MSP is also taxable as like other pay and allowances.. At least govt. should have declared..TOTAL TAX FREE INCOME UPTO 5.00 LAKHS PER ANNUM FOR THE ARMED FORCES ONLY.. THEN ONLY we would say that the INDIAN GOVT IS WILLING TO DO SOMETHING FOR THE ARMED FORCES...who are protecting the lives of the citizons of INDIA round the clock in any type of whether conditions.

Previously a Lt Col was drawing more pay than a Civilian officer in the S-24 Pay Scale and equal to S-25. In fact the at the outer end of pay scale a Lt Col drew slightly greater than even S-25 scale. Now both S-24 and S-25 will draw a substantially higher salary even after offsetting the new benefit of MSP.
Pay Panel believes in 'Zor ka jhatka, dheere se lagaao'. They first issue press release indicating a special improvement of pay exclusively for defence and then one gets to read the fine print much later. By that time all headlines are already published based on the press release. Long live Indian bureaucracy. Even the chiefs did not get the wind of this before the notification. That speaks of the decision making process.

NEW DELHI: Rattled by the stand of the armed forces that implementation of the Sixth Pay Commission for them be “withheld” till their parity with civilian and paramilitary counterparts is restored, the government has promised to look into the issue on “a fast-track basis”.
As reported by TOI earlier, simmering anger in the armed forces against the Centre for notifying the Sixth Pay Commission report has now erupted over the “raw deal” given to Lt-Colonels and their equivalent ranks in IAF (Wing Commander) and Navy (Commander), who form the “bulk” of the officer cadre in Army, Navy and IAF.
After a presentation to Defence Minister A K Antony by the chiefs of staff committee, the armed forces also briefed top ministry officials on Tuesday about the “extant parity”of Lt-Col rank officers being lowered by retaining them in Pay Band-3 (Rs 15,600-39,100), while raising similarly placed civilians and paramilitary officers to PB-4 (Rs 37,400-67,000).
“This is simply not acceptable. If the government wants it can go ahead with implementation of the pay commission for other ranks but it should not happen for officers till the anomalies are sorted out,” said a top officer.
After all, of the 54,770 officers in the 13-lakh strong armed forces, almost 19,000 are Lt-Cols. These include 11,187 in the Army, 4,216 in IAF and 3,528 in Navy.
This “big bulge” has come about due to implementation of Phase-I of the Ajai Vikram Singh (AVS) Committee report in December 2004 -- which was basically aimed at arresting “the greying profile” of operational commanders through faster promotions -- without concomitant increase in ranks in the upper echelons.
As reported earlier, the government is now on the verge of clearing implementation of AVS report Phase-II, which will create 140 new posts of two and three-star generals and another 1,022 posts for Brigadier and Colonel rank officers in the three Services.
The forces are also angry at the pay commission notification which places all director-generals of police and their equivalents over Lt-Generals by the creation of a new “higher administrative grade-plus”.

NEW DELHI: Government officers, right from the police to the military, have been angered over a systematic effort by the IAS lobby to ensure their monopoly in the government using the Sixth Pay Commission (SPC) and other executive means. The SPC has fueled such anger and frustration among the military, IPS and Indian Revenue Service personnel that their email chains and informal gatherings are buzzing with anger against the IAS like never before.
Many IPS and IRS senior officials allege that the new pay scales notified by the government last week may have been tampered with by the IAS lobby even after the cabinet approval. Some IPS sources say that they are planning to take up the “tampering” issue that will grant the middle rung IAS and Indian Foreign Service officers’ better increments, which was not envisaged by the cabinet meeting.
“Some of us are discussing taking up the issue with the government,” says a senior IPS officer, about the possible tampering done to the cabinet decision.
Senior officers across the IPS, IRS and military say that the over the last two pay commissions, fifth and sixth, the IAS lobby has managed to establishment their “monopoly” in the government. In both the pay commissions, the member secretaries of the commissions were from the IAS.
“The commissions before that have tried to bring down the differences between various class I services, but in the fifth and sixth pay commissions, the IAS lobby has managed to further widen the gap and destroy the gains of the former pay panels,” says a senior official.

New Delhi, Sept. 2, 2008: It seems central government employees are not very happy with Sixth Pay Commission. They have been showing their frustration in hundreds of mails they have written to Khabrein.info.
Their grouse is based on their oft repeated complaints that employees especially those who are in low grades have not done justice.
Following are just a handful views that have been sent by our readers:

What is so sacrosanct about July 2006. With computers and pay packages to calculate increments for any month, the new method would deprive many from earning an increment after completion of 12 months and would postpone the same cumulatively. An employee who retires in June will have to lose an increment.
Several posts have been merged with effected from merger but the example for working out revised scale appears to take away the benefit of merger from 1.1.2006. Existing pay is taken as existing pay of the lower post now merged with a higher post with effect from 1.1.2006. This kind of interpretation defeats true intention of commission, cabinet and committees.
Rules and examples there under should imbibe the objects should to be achieved. The postponement of increment and denial of pay of the merged post for fixation results in a loss of Rs.800 and more per month in a running pay band of PB2.

The increment proposal is wrong as "There will be a uniform date of annual increment, viz. 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st Jan 2007" following this employees as me will be at loss as my increment falls on May and as on 1.1.6 my basic was 7300 my pay will be fixed taking basic as 7300 and i will be granted next increment in 1.7.7, whereas if my increment might fall two months later i.e. in July i may be granted next increment earlier i.e. on 01.01.07, ( means if Ones increment in pre revised scale was little later he would get increment in revised scale earlier, which is not at all correct.)

Notification of sixth pay commission exhibits huge anomalies and differences in pay enhacements of class III &class II. Anomalies are as follows:-
1)IN classI greatde pay has been exorbitantly changed but same has not been done for class III&class II.For example grade pay of class I of 6100 has been changed to 6600,6600 to 7600 7600 to8700,9000to 10000,11000to %of whole structure and 12000.WHY SO GREAT DICRIMINATIO WITH CLASS III&CLASS II WHICH CONSTITUTE95% of total workforce and are the real earner of all department where as class one has nothing to do except seating in ac chamber passtime.
2)classI employees will get To additional increment on promotion but same are not avaible for class III&classII employees.
3)pay band of all class one hass been exorbitantly enhanced but poor class III&class II has been provided to live on bres and salt to survive in this great inflationary 13% economy.
IF GEADE PAY OF CLASS III AND CLASS II IS NOT INCREASED THIS IMPLEMENTATION HAS NO MEANING FOR OUR BROTHRENS.BE PREPARED FOR AGITATION AGAINST THIS TORTUROUS DISCRIMINATION.

Thanks the Government for implementing the sixth pay commission report but need to do more for working force. the government not care about technical staff in this report. Technition. Senior Tech. Master tech. pay scales.
1. 3050, 4000, 4500. it must be increased. Even in clerical side it too high grade. As clerk, U.D.C. and assistant .1. 3050, 4000. 5500. pls. think for such discrimination of technical side or skilled force.

Recomdations of 6th pay commission gives to much to class I employees by clubing class II with classIII & doing injustice with class II employees. for 90% employees it gives one pay band i.e. pb-2 whereas for 5% employees it gives two pay band and the difference is too much this pay commission is in the favours of top which is not justice.

The govt. has not accepted the recommendation of the commission to pay the allowances from 1.1.2008. This does not appear fair. The employees have borne the brunt of inflation over the years in the hope that they will have a fair deal. They have not achieved this. No interim reliefs were granted. The fixation formula does not appeal. This will entail changes in the pay fixation rules. Merging of subordinate posts with senior posts will create problems in supervision. The subordinates will now feel free to tell their seniors " look here we draw pay in the same scale of pay, what if we are drawing a little less pay in the pay scale". The commission as always have favoured the elite service of the IAS straightaway giving a 300% increase. What sort of a fair play is this?

Gp 'D' staff are taken care by upgrading them to Gp 'C' depending upon their eligibility etc. Gp'A' are always taken care of. They the ones who enjoy more. But We Gp 'C' are the cursed ones. There is already a lot of difference between the UDC scale (Gp C) and Assistant Scale (Gp B). The Modified ACP assures people who have put in more than 10, 20 or 30 years of service ACP in 10, 20 and 30 years instead of 12, and 24. It seems that ACP is a great financial upliftment. But a big NO. But in reality we have been punished. Instead of giving us the full financial benefit of the grade to which we would have actually reached when normally promoted we are given only a nominal 3% increase and the grade pay of the immediate grade in the hierachy of pay scales. This does not benefit.It seems like an eyewash. Instead merger of scales should have been done in these too. It is seen that the benefit always goes to Gp D, B and A. Why every time Gp 'C' is ignored and a stepmotherly treatment is metted out? it is always a general notion that only Gp A, B & D constitute the govt employees.

It is observed that there is no extra benefits for those who have undergone family planning operations or will undergo the same in future. In India, family planning should be encourged by giving very good and attractive incentives to the employees to encourage the planning.
